【摘要】：隨著經(jīng)濟(jì)全球化進(jìn)程的加快，全球產(chǎn)業(yè)結(jié)構(gòu)重新調(diào)整、國(guó)際分工不斷深化和拓展，全球經(jīng)濟(jì)格局出現(xiàn)了新的特點(diǎn)。尤其是從全球金融危機(jī)發(fā)生后，現(xiàn)代經(jīng)濟(jì)增長(zhǎng)戰(zhàn)略和傳統(tǒng)的經(jīng)濟(jì)增長(zhǎng)模式面臨著新的挑戰(zhàn)，即通過(guò)對(duì)外直接投資積極參與國(guó)際市場(chǎng)競(jìng)爭(zhēng)，搶占國(guó)際市場(chǎng)變成了目前經(jīng)濟(jì)增長(zhǎng)的重要趨勢(shì)。目前，中國(guó)為了能在激烈的國(guó)際市場(chǎng)競(jìng)爭(zhēng)環(huán)境中生存和進(jìn)一步發(fā)展，直接投資領(lǐng)域的合理選擇意義重大。 哈薩克斯坦獨(dú)立之后，我國(guó)與哈薩克斯坦的經(jīng)濟(jì)合作迅速發(fā)展，但“俄白哈關(guān)稅同盟”的建立，對(duì)我國(guó)與哈薩克斯坦傳統(tǒng)的貿(mào)易伙伴關(guān)系造成了一定的不利影響。此外，中國(guó)對(duì)外出口迅速增長(zhǎng)等因素促進(jìn)了外匯儲(chǔ)備增長(zhǎng)，導(dǎo)致資本和金融項(xiàng)目呈現(xiàn)“雙順差”等現(xiàn)象。但是，人民幣的不斷升值，使得人民幣對(duì)美元的匯率不斷下降，導(dǎo)致外匯儲(chǔ)備縮水，出口受阻，造成了我國(guó)很多出口企業(yè)的破產(chǎn)。因此，中國(guó)必須對(duì)外直接投資，減輕各種經(jīng)濟(jì)壓力,并且在國(guó)際市場(chǎng)上進(jìn)一步發(fā)展。 哈薩克斯坦作為中國(guó)擁有豐富自然資源的鄰國(guó)，因此，通過(guò)加大對(duì)哈薩克斯坦直接投資的力度，進(jìn)一步開(kāi)拓哈薩克斯坦市場(chǎng)變成了目前深化中國(guó)與哈薩克斯坦經(jīng)濟(jì)合作關(guān)系的新趨勢(shì)。為了保障中國(guó)與哈薩克斯坦長(zhǎng)期、有效合作，我國(guó)應(yīng)該選擇合理的領(lǐng)域，對(duì)哈薩克斯坦進(jìn)行直接投資。 本文在分析哈薩克斯坦主要產(chǎn)業(yè)現(xiàn)狀的基礎(chǔ)上，用DEA方法對(duì)歷年流入哈薩克斯坦農(nóng)業(yè)、采掘業(yè)、房地產(chǎn)業(yè)等11個(gè)領(lǐng)域的外商直接投資進(jìn)行投資產(chǎn)出效率評(píng)價(jià)，進(jìn)而用VAR脈沖響應(yīng)模型對(duì)哈薩克斯坦各領(lǐng)域利用外商直接投資的進(jìn)出口貿(mào)易創(chuàng)造效應(yīng)進(jìn)行實(shí)證分析。然后，在對(duì)哈薩克斯坦各領(lǐng)域發(fā)展現(xiàn)狀分析、實(shí)證分析結(jié)果的基礎(chǔ)上，，結(jié)合我國(guó)和國(guó)際產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的新要求，借簽美國(guó)和日本等發(fā)達(dá)國(guó)家歷年對(duì)外直接投資經(jīng)驗(yàn)，對(duì)中國(guó)在哈薩克斯坦直接投資的領(lǐng)域選擇提出了開(kāi)拓市場(chǎng)導(dǎo)向、資源尋求導(dǎo)向和升級(jí)產(chǎn)業(yè)結(jié)構(gòu)導(dǎo)向等三個(gè)導(dǎo)向。最后，為了保障我國(guó)與哈薩克斯坦長(zhǎng)期、有效合作，提高社會(huì)和經(jīng)濟(jì)效益，為改進(jìn)中國(guó)對(duì)哈薩克斯坦直接投資領(lǐng)域提出了一些建議。
[Abstract]:With the acceleration of the process of economic globalization, the readjustment of the global industrial structure, the deepening and expanding of the international division of labor, new characteristics have emerged in the global economic pattern, especially since the global financial crisis. Modern economic growth strategy and traditional economic growth model are facing new challenges, that is, through foreign direct investment to actively participate in international market competition, seize the international market has become an important trend of economic growth. In order to survive and further develop in the fierce international market competition environment, it is of great significance for China to make a reasonable choice in the field of direct investment. After the independence of Kazakhstan, the economic cooperation between China and Kazakhstan developed rapidly, but the "Russia-Belarus Customs Union" was established. In addition, the rapid growth of China's foreign exports and other factors have contributed to the growth of foreign exchange reserves. However, the appreciation of RMB makes the exchange rate of RMB against the US dollar decline, resulting in the decrease of foreign exchange reserves and the hindrance of exports. As a result of the bankruptcy of many export enterprises in China, China must invest directly abroad, relieve all kinds of economic pressure, and further develop in the international market. Kazakhstan, as a neighbour of China with rich natural resources, has therefore increased its direct investment in Kazakhstan. Further development of the Kazakhstan market has become a new trend of deepening the economic cooperation between China and Kazakhstan. In order to ensure long-term and effective cooperation between China and Kazakhstan, China should choose a reasonable field. Direct investment in Kazakhstan. Based on the analysis of the present situation of the main industries in Kazakhstan, this paper uses DEA method to analyze the inflow of agriculture and extractive industries into Kazakhstan over the years. Foreign direct investment in 11 fields, such as real estate industry, evaluates the efficiency of investment output. Then the VAR impulse response model is used to analyze the impact of foreign direct investment on the creation of import and export trade in various fields of Kazakhstan. Then, the development of Kazakhstan in various fields is analyzed. Based on the results of empirical analysis, combined with the new requirements of China and international industrial structure optimization, the United States and Japan and other developed countries in the past years of foreign direct investment experience. In order to ensure the long-term development of China and Kazakhstan, this paper puts forward three orientations for China's choice of direct investment in Kazakhstan: market development, resource seeking and upgrading industrial structure. Some suggestions for improving China's direct investment in Kazakhstan are put forward.
