【摘要】:農(nóng)業(yè)政策性中長期貸款作為農(nóng)發(fā)行重要的金融產(chǎn)品,以其突出的帶動和示范作用、在支持地方經(jīng)濟及農(nóng)業(yè)發(fā)展等方面的獨特優(yōu)勢,,成為當(dāng)前基層農(nóng)發(fā)行支持三農(nóng)、履行政策性銀行職能的一項重要業(yè)務(wù)。近年來,農(nóng)發(fā)行遼源市分行政策性中長期貸款業(yè)務(wù)取得了一定的進展,但是由于受地方經(jīng)濟條件、財政綜合實力、信貸產(chǎn)品流程設(shè)計、人員思想觀念等主客觀因素的制約,并沒有取得預(yù)期的效果。同比較成熟的糧油收購貸款業(yè)務(wù)相比,政策性中長期貸款營銷與管理還處在相對初期的階段,無論是貸款規(guī)模、還是發(fā)揮的職能作用都與“兩輪”驅(qū)動戰(zhàn)略中一輪的地位不相符。 黨的十八大提出加快推進城鎮(zhèn)化建設(shè)的目標,如何發(fā)揮農(nóng)發(fā)行政策性中長期貸款的信貸資金的杠桿作用,引導(dǎo)和推動更多的社會資金支持政策性項目,實現(xiàn)社會效益、政府效用和自身收益的最佳結(jié)合,是基層農(nóng)發(fā)行面臨的一個重要的課題。本文結(jié)合國家推進城鎮(zhèn)化進程、新農(nóng)村建設(shè)、“四化”同步等國家宏觀政策,分析了遼源市地方經(jīng)濟狀況和農(nóng)發(fā)行遼源市分行政策性中長期貸款的現(xiàn)狀,重點分析了政策性中長期貸款在產(chǎn)品營銷、貸后監(jiān)管等方面存在的問題。 農(nóng)發(fā)行政策性中長期貸款無論在產(chǎn)品的營銷、貸后的監(jiān)管以及風(fēng)險防范等方面都存在需要完善和改進的地方。在政策范圍、產(chǎn)品設(shè)計、辦貸流程全部設(shè)定的前提下,如何營銷和維護好客戶是推動農(nóng)業(yè)政策性中長期貸款可持續(xù)發(fā)展的關(guān)鍵;鶎愚r(nóng)發(fā)行必須把握住經(jīng)營重點、運用好經(jīng)營策略才能收到預(yù)期的效果。因此,在客戶的管理模式和維護客戶的方式上,要切實轉(zhuǎn)變經(jīng)營理念,真正做到“以客戶為中心”,確保各種營銷客戶的措施落到實處,不斷提高自身能力和水平,以促進農(nóng)發(fā)行核心競爭力的提升。應(yīng)努力提升政策性中長期貸款產(chǎn)品的核心價值,進行有效的市場細分和服務(wù)定位,加強銷售渠道管理和營銷方式創(chuàng)新,不斷改進服務(wù)措施以提升客戶滿意度,以提高員工素質(zhì)和技能為核心組建高水平團隊。需要農(nóng)發(fā)行全體員工進一步解放思想,堅持因地制宜,將現(xiàn)有政策與遼源地區(qū)實際相結(jié)合,利用現(xiàn)有經(jīng)濟、政策資源,不斷拓展農(nóng)業(yè)政策性中長期貸款的支持領(lǐng)域,在支持遼源地方經(jīng)濟發(fā)展、服務(wù)“四化”同步的前提下實現(xiàn)自身的有效發(fā)展。同時要結(jié)合農(nóng)發(fā)行現(xiàn)有政策以及遼源市地方經(jīng)濟發(fā)展?fàn)顩r,在政策性中長期貸款的管理方面,統(tǒng)籌抓好貸前、貸中、貸后各個關(guān)鍵環(huán)節(jié),在有效防范風(fēng)險的前提下發(fā)揮政策性支農(nóng)作用,促進農(nóng)發(fā)行遼源市分行政策性中長期貸款健康、持續(xù)的發(fā)展。
[Abstract]:As an important financial product of Agricultural Development Bank, agricultural policy medium and long term loan has unique advantages in supporting local economy and agricultural development with its outstanding role of driving and demonstration. Agricultural Development Bank has become an important business in supporting agriculture, rural areas and farmers and performing the function of policy bank. In recent years, Liaoyuan Branch of Agricultural Development Bank has made some progress in policy medium and long term loan business. However, due to the local economic conditions, comprehensive financial strength, credit product process design, personnel ideas and other subjective and objective factors. Compared with the relatively mature grain and oil purchase loan business, the policy medium and long-term loan marketing and management is still in the relatively early stage, no matter the loan scale. We should strive to enhance the core value of policy medium- and long-term loan products. Carry on effective market segmentation and service positioning, strengthen sales channel management and marketing innovation, continuously improve service measures to enhance customer satisfaction. To improve the quality and skills of staff as the core to set up a high-level team. It is necessary for all staff of the Agricultural Development Bank to further emancipate the mind, adhere to local conditions, will combine existing policies with the reality of Liaoyuan region, the use of the existing economy.
