【摘要】：遠(yuǎn)東地區(qū)是俄羅斯面向亞太地區(qū)的門(mén)戶，它憑借自身優(yōu)越的地理位置和豐富的自然資源吸引了眾多外來(lái)投資商，在一定程度上促進(jìn)了遠(yuǎn)東地區(qū)經(jīng)濟(jì)的發(fā)展。近些年，俄羅斯聯(lián)邦政府和遠(yuǎn)東地區(qū)各聯(lián)邦主體都非常重視引資問(wèn)題。遠(yuǎn)東地區(qū)的投資環(huán)境有所改善，但是流入資本主要集中在那些資源豐富、經(jīng)濟(jì)發(fā)展水平高和交通運(yùn)輸條件較好的地區(qū)，，如薩哈（雅庫(kù)特）共和國(guó)、薩哈林州、哈巴羅夫斯克邊疆區(qū)和濱海邊疆區(qū)。而交通不便、氣候寒冷、基礎(chǔ)設(shè)施條件差、經(jīng)濟(jì)發(fā)展水平相對(duì)較低的地區(qū)，外資流入非常有限。 俄羅斯遠(yuǎn)東地區(qū)正逐漸成為投資商眼中的“熱土”，從長(zhǎng)遠(yuǎn)看，其引資前景廣闊，但“投資熱”才剛剛起步。優(yōu)化遠(yuǎn)東地區(qū)投資環(huán)境，需要對(duì)其投資環(huán)境存在的優(yōu)勢(shì)和不足，以及所面臨的機(jī)遇和挑戰(zhàn)進(jìn)行準(zhǔn)確分析，任務(wù)復(fù)雜而艱巨。因此，提升遠(yuǎn)東地區(qū)的投資吸引力，必須完善投資政策、吸引大型投資項(xiàng)目，并不斷改善居民的生活條件和生存環(huán)境。
[Abstract]:The far East is the gateway of Russia to the Asia-Pacific region. It attracts a lot of foreign investors by virtue of its superior geographical position and abundant natural resources. In recent years, the government of the Russian Federation and various federal entities in the far East have attached great importance to the issue of attracting investment. The investment environment in the far East has improved. However, capital inflows are concentrated in areas with rich resources, high levels of economic development and better transport conditions, such as the Republic of Saha (Yakut), the oblast of Sahalin. In the region of Khabarovsk and the coastal area, the inflow of foreign capital is very limited because of the inconvenience of transportation, the cold climate, the poor infrastructure and the relatively low level of economic development. The far East region of Russia is gradually becoming a "hot land" in the eyes of investors. In the long run, it has a broad prospect of attracting investment, but the "investment fever" is just beginning to optimize the investment environment in the far East. It is necessary to accurately analyze the advantages and disadvantages of its investment environment, as well as the opportunities and challenges it faces, and the task is complex and arduous. Therefore, to enhance the investment attraction of the far East, we must improve the investment policy. Attract large-scale investment projects and continuously improve the living conditions and living environment of the residents.
