【摘要】：隨著改革開放的不斷深入,我國引進外資的規(guī)模不斷擴大,外商直接投資已經(jīng)成為我國經(jīng)濟社會發(fā)展的重要組成部分,且推動著我國經(jīng)濟全球化的進程。特別是近幾年,隨著我國對外商直接投資的關(guān)注從“量”到“質(zhì)”的轉(zhuǎn)變,如何提高我國引進外資的質(zhì)量,成為對外開放中的重大現(xiàn)實問題。 外資政策作為我國政府對外商直接投資的重要調(diào)控手段,其對于我國引進FDI的質(zhì)量有著非常重要的影響。論文以我國的外資政策為出發(fā)點,回顧了改革開放之后我國外資政策的演變歷程和特點,從外資政策對我國引進FDI質(zhì)量的影響因素入手,以收集到的統(tǒng)計數(shù)據(jù)為依據(jù)分析了外資政策對于FDI規(guī)模、結(jié)構(gòu)和效益的影響,探討了政策因素影響外資質(zhì)量的內(nèi)在原理。論文選取政策優(yōu)惠、對外開放水平、進口管制以及出口鼓勵政策、污染控制政策和股權(quán)控制政策六個主要因素,采用1985-2011年的全國數(shù)據(jù)進行主成分回歸分析,實證檢驗了政策因素對我國引進FDI質(zhì)量的影響。通過理論和實證分析,文章認為,我國的外資政策因素對于FDI質(zhì)量的影響非常顯著。其中,對外開放水平和進口管制會產(chǎn)生正的影響,污染控制以及股權(quán)控制會產(chǎn)生負的影響,優(yōu)惠政策近幾年的影響在減弱,出口鼓勵政策需要制定一些輔助政策來實施才會有明顯效果。最后,在以上理論和實證分析的基礎(chǔ)上,論文提出我國目前提高FDI質(zhì)量的途徑和外資政策調(diào)整的一些建議。
[Abstract]:With the deepening of reform and opening up, the introduction of foreign investment in China continues to expand the scale of foreign direct investment has become an important part of China's economic and social development, and promote China's economic globalization. Especially in recent years, with China's focus on foreign direct investment from the "quantity" to "quality" the change, how to improve the quality of foreign investment in China, become a major practical problem in the opening.
Foreign policy as an important means of government regulation of China's foreign direct investment, which has an important influence on the quality of the introduction of FDI in China. Based on China's foreign investment policy as a starting point, after reviewing the reform history of our foreign policy and characteristics, starting from the influence factors of our foreign policy in the quality of FDI, with statistical data collected on the basis of analysis of the foreign policy for the FDI scale, structure and efficiency, discusses the internal principle of foreign influence factors. This paper selects the quality policy of preferential policies, the level of opening up, import controls and policies to encourage exports, pollution policy and stock control of six main factors policy control, principal component regression analysis using the data of 1985-2011, an empirical analysis of the influence of policy factors on the quality of attracting FDI in China. Through theoretical and empirical analysis The article thinks, in our country, the foreign policy factors for affecting the quality of FDI is very significant. The level of opening up and import control will have a positive impact, pollution control and stock control will have a negative impact of preferential policies in recent years the influence weakened, export incentive policies need to develop some auxiliary policy will have a significant effect. Finally, based on the above theoretical and empirical analysis, this paper present some suggestions about how to improve the way and the adjustment of foreign investment policy of the quality of FDI.
