【摘要】：智慧城市的概念是在信息科技快速發(fā)展的基礎(chǔ)上提出的新名詞,其含義是充分地運(yùn)用信息科技手段,實(shí)時(shí)地監(jiān)測(cè)城市的信息,并對(duì)獲取得信息進(jìn)行分析整理。智慧城市的理念符合我國(guó)現(xiàn)階段城市化狀況,是我國(guó)經(jīng)濟(jì)建設(shè)順利度過(guò)瓶頸期,建立健康可持續(xù)發(fā)展的社會(huì)道路的必要條件。我國(guó)進(jìn)入“十三五”的開(kāi)局之年,各級(jí)政府積極響應(yīng)國(guó)家規(guī)劃政策,智慧城市成為各級(jí)政府開(kāi)展規(guī)劃的焦點(diǎn)。與此同時(shí),智慧城市的建設(shè)也為溫州通信運(yùn)營(yíng)商提供了前所未有的市場(chǎng)機(jī)遇。溫州通信運(yùn)營(yíng)商是參與智慧城市建設(shè)的重要主體,智慧城市的建設(shè)為溫州通信運(yùn)營(yíng)商的發(fā)展供應(yīng)了重要的契機(jī)。目前,溫州市正在進(jìn)行智慧城市建設(shè),這為溫州通信運(yùn)營(yíng)商的發(fā)展供應(yīng)了重要的契機(jī)。本文將以溫州市作為研究案例,探究溫州通信運(yùn)營(yíng)商是如何有效參與到智慧城市的建設(shè)之中。具體研究?jī)?nèi)容包括:一是溫州通信運(yùn)營(yíng)商參與智慧城市建設(shè)概述。溫州通信運(yùn)營(yíng)商參與智慧城市建設(shè)的形式主要有四種:財(cái)政投資-運(yùn)營(yíng)商開(kāi)發(fā)建設(shè)模式、政府與運(yùn)營(yíng)商合作開(kāi)發(fā)建設(shè)模式、政府牽頭-運(yùn)營(yíng)商建設(shè)的BOT模式、運(yùn)營(yíng)商獨(dú)立投資建設(shè)模式。溫州通信運(yùn)營(yíng)商涉入智慧城市建設(shè)不僅滿足消費(fèi)者不斷發(fā)展的需要,也符合政府管理提升的需求,是企業(yè)探索利益增長(zhǎng)點(diǎn)的需求,是信息技術(shù)進(jìn)步的必然趨勢(shì)。二是影響溫州通信運(yùn)營(yíng)商參與智慧城市建設(shè)的因素主要有:政策支持、資源的協(xié)同合作程度、信息基礎(chǔ)設(shè)施、自主創(chuàng)新的核心技術(shù)、城市經(jīng)濟(jì)實(shí)力。三是溫州通信運(yùn)營(yíng)商參與智慧城市建設(shè)現(xiàn)狀包括:與相關(guān)職能部門的聯(lián)系弱化、未能夠與相關(guān)企業(yè)進(jìn)行深入合作、智慧城市脫離溫州發(fā)展實(shí)際、智慧城市建設(shè)機(jī)制脫離市場(chǎng)需求、工作服務(wù)隊(duì)伍的專業(yè)化程度低。四是溫州通信運(yùn)營(yíng)商參與智慧城市建設(shè)優(yōu)化路徑:加強(qiáng)與各相關(guān)職能部門聯(lián)系與合作、與相關(guān)企業(yè)建立戰(zhàn)略合作關(guān)系、充分立足溫州的發(fā)展實(shí)際、建立與市場(chǎng)為導(dǎo)向的建設(shè)機(jī)制、建立專業(yè)性強(qiáng)技術(shù)質(zhì)量高的智慧城市建設(shè)團(tuán)隊(duì)。本文的研究分析,旨在為溫州市打造智慧城市提供技術(shù)支撐和理論依據(jù),從而提高該城市的智慧化程度,還能夠?yàn)槠渌鞘邪l(fā)揮通信運(yùn)營(yíng)商作用、促進(jìn)智慧城市發(fā)展提供借鑒,促進(jìn)當(dāng)?shù)刂悄芑降奶岣摺?br/>[Abstract]:The concept of intelligent city is a new term put forward on the basis of the rapid development of information science and technology. its meaning is to make full use of information technology means to monitor the information of the city in real time and to analyze and sort out the obtained information. The concept of intelligent city accords with the present urbanization situation of our country, and it is the necessary condition for our country's economic construction to pass through the bottleneck period smoothly and establish the social road of healthy and sustainable development. When China entered the opening year of the 13th five-year Plan, governments at all levels actively responded to the national planning policy, and intelligent cities became the focus of planning by governments at all levels. At the same time, the construction of smart city also provides unprecedented market opportunities for Wenzhou communication operators. Wenzhou communication operator is an important main body to participate in the construction of intelligent city, and the construction of intelligent city provides an important opportunity for the development of Wenzhou communication operator. At present, Wenzhou is carrying out intelligent city construction, which provides an important opportunity for the development of Wenzhou communication operators. This paper will take Wenzhou as a case study to explore how Wenzhou communication operators can effectively participate in the construction of smart city. The specific research contents include: first, Wenzhou communication operators participate in the construction of smart city overview. There are four main forms for Wenzhou communication operators to participate in the construction of smart cities: financial investment-operator development and construction mode, government and operator cooperation development and construction mode, government-led BOT mode of operator construction, operator independent investment construction mode. Wenzhou communication operators are involved in the construction of intelligent cities not only to meet the needs of consumers, but also to meet the needs of government management promotion. It is the demand of enterprises to explore the growth point of interests, and it is the inevitable trend of information technology progress. Second, the main factors that affect the participation of Wenzhou communication operators in the construction of smart city are: policy support, the degree of coordination and cooperation of resources, information infrastructure, the core technology of independent innovation, and the economic strength of the city. Third, the present situation of Wenzhou communication operators' participation in the construction of smart city includes: the connection with the relevant functional departments is weakened, the intelligent city is divorced from the development reality of Wenzhou, the construction mechanism of intelligent city is separated from the market demand, and the specialization degree of the work service team is low. Fourth, Wenzhou communication operators participate in the optimization path of intelligent city construction: strengthen contact and cooperation with relevant functional departments, establish strategic cooperative relations with relevant enterprises, fully base on the development reality of Wenzhou, establish market-oriented construction mechanism, and establish intelligent city construction team with strong professional technology and high quality. The purpose of this paper is to provide technical support and theoretical basis for Wenzhou to build a smart city, so as to improve the degree of intelligence of the city, and can also play a role as a communication operator for other cities, promote the development of intelligent cities, and promote the improvement of the level of local intelligence.
