【摘要】：發(fā)端于"草根"的網(wǎng)絡(luò)監(jiān)督,以推動政治參與、保障民主權(quán)利、維護社會正義的正能量,開辟社會監(jiān)督的全新邏輯。在實踐中暴露出來的非理性網(wǎng)絡(luò)監(jiān)督行為,諸如信息追蹤中的侵權(quán)傷害、真相披露中的虛假欺騙、話語表達(dá)中的極端宣泄,危害公眾權(quán)益、政府權(quán)威和社會秩序。借鑒他國經(jīng)驗,從法制約束、加強溝通、推動公開、培育素養(yǎng)等方面打造有序運行的網(wǎng)絡(luò)執(zhí)政能力。
[Abstract]:The network supervision originated from "grass roots" to promote political participation, safeguard democratic rights, safeguard the positive energy of social justice, and open up a new logic of social supervision. Non-rational network supervision behaviors exposed in practice, such as infringing injury in information tracing, false deception in truth disclosure, extreme catharsis in discourse expression, endangering public rights and interests, government authority and social order. Learn from the experience of other countries, from the legal constraints, strengthen communication, promote openness, cultivate literacy and other aspects to create an orderly operation of the network governing ability.
