常德郵政郵務(wù)類業(yè)務(wù)發(fā)展戰(zhàn)略研究

【摘要】:自1998年郵電分家以來,常德郵政取得了較快的發(fā)展,尤其是2007年公司化運(yùn)營(yíng)以后,常德郵政各項(xiàng)工作都取得了重大突破,年均業(yè)務(wù)收入實(shí)現(xiàn)了兩位數(shù)的增長(zhǎng)。在不斷改革發(fā)展過程中,郵務(wù)類業(yè)務(wù)作為郵政的基礎(chǔ)性、普遍服務(wù)性業(yè)務(wù),隨著外部市場(chǎng)競(jìng)爭(zhēng)日益激烈,社會(huì)需求日新月異,新的服務(wù)行業(yè)不斷出現(xiàn),2009年修訂版《郵政法》正式實(shí)施后,郵政業(yè)務(wù)專營(yíng)權(quán)范圍相對(duì)縮小,加劇了郵務(wù)類業(yè)務(wù)發(fā)展緩慢、停滯甚至倒退的問題,郵務(wù)類業(yè)務(wù)如何定位、如何發(fā)展、如何創(chuàng)新成為常德郵政研究中的重大課題。 本論文遵循戰(zhàn)略管理的邏輯,結(jié)合筆者在常德市、縣郵政局市場(chǎng)部的工作經(jīng)驗(yàn),在廣泛調(diào)研和大量收集、整理數(shù)據(jù)資料的基礎(chǔ)上,,采用定性分析和定量分析相結(jié)合、理論與實(shí)踐相結(jié)合的方法對(duì)常德郵政郵務(wù)類業(yè)務(wù)發(fā)展戰(zhàn)略問題進(jìn)行研究。運(yùn)用通用的PEST分析法和波特五力競(jìng)爭(zhēng)模型,對(duì)常德郵政郵務(wù)類所處行業(yè)的外部環(huán)境進(jìn)行綜合分析,然后從內(nèi)部資源分析入手,采用SWOT法分析了郵務(wù)類業(yè)務(wù)現(xiàn)有的優(yōu)勢(shì)與劣勢(shì),以確定常德郵政未來的資源配置及戰(zhàn)略發(fā)展方向;同時(shí)結(jié)合外部環(huán)境,分析郵務(wù)類業(yè)務(wù)拓展存在的機(jī)會(huì)和面臨的威脅。然后,通過BCG戰(zhàn)略分析,總結(jié)出常德郵政郵務(wù)類業(yè)務(wù)發(fā)展中存在的問題及原因。通過研究發(fā)現(xiàn),常德郵政郵務(wù)類業(yè)務(wù)方面承擔(dān)著普遍服務(wù)的義務(wù),在發(fā)展的過程中存在著社會(huì)效益和經(jīng)濟(jì)效益不能同時(shí)提高的矛盾。同時(shí),在發(fā)展郵務(wù)類業(yè)務(wù)上存在認(rèn)識(shí)和定位問題,郵務(wù)類業(yè)務(wù)發(fā)展人才短缺,給業(yè)務(wù)發(fā)展帶來了嚴(yán)重的制約,基礎(chǔ)設(shè)施建設(shè)存在差距,現(xiàn)代信息技術(shù)應(yīng)用有待加強(qiáng),經(jīng)營(yíng)模式和管理體制不適應(yīng)新時(shí)代郵政的運(yùn)作和發(fā)展。 在對(duì)常德郵政內(nèi)外環(huán)境和自身特點(diǎn)分析的基礎(chǔ)上,本文對(duì)常德郵政郵務(wù)類業(yè)務(wù)發(fā)展戰(zhàn)略進(jìn)行了設(shè)計(jì),提出業(yè)務(wù)發(fā)展的總體目標(biāo)、發(fā)展計(jì)劃及發(fā)展重點(diǎn)。接著提出了戰(zhàn)略實(shí)施的控制及保障措施,制定了發(fā)展戰(zhàn)略實(shí)施的控制程序,并運(yùn)用平衡計(jì)分卡對(duì)戰(zhàn)略實(shí)施進(jìn)行績(jī)效評(píng)價(jià),從人力、物力、財(cái)務(wù)、技術(shù)、管理等方面提出了政策性建議。
[Abstract]:Since the separation of posts and telecommunications in 1998, Changde Post has made rapid development, especially after the company operation in 2007, Changde Post has made a major breakthrough in all its work, and has achieved a double-digit increase in average annual business income. In the process of continuous reform and development, postal services as the foundation of postal services, universal service business, with the increasingly fierce competition in the external market, social needs are changing with each passing day. The new service industry appears constantly. After the 2009 revised edition of the Postal Law was formally implemented, the scope of the postal service franchise is relatively narrow, which exacerbates the problems of the slow development, stagnation and even retrogression of the postal service business, and how to locate the postal service business. How to develop and how to innovate has become an important subject in the research of Changde Post. This paper follows the logic of strategic management, combines the author's working experience in the marketing department of Changde city and county post office, and combines qualitative analysis with quantitative analysis on the basis of extensive investigation and extensive collection and collation of data. This paper studies the development strategy of Changde postal service by combining theory with practice. By using the general PEST analysis method and Porter's five forces competition model, this paper makes a comprehensive analysis of the external environment of the postal service industry in Changde, and then analyzes the advantages and disadvantages of the post service business by using the SWOT method, starting with the analysis of the internal resources. In order to determine the future resource allocation and strategic development direction of Changde Post, combined with the external environment, the paper analyzes the opportunities and threats of postal service business expansion. Then, through the strategic analysis of BCG, the problems and reasons in the development of Changde postal service are summarized. Through the research, it is found that Changde Postal Service undertakes the obligation of universal service, and there are contradictions in the process of development that social benefits and economic benefits can not be improved at the same time. At the same time, there are some problems in the development of postal service, such as the shortage of talents, the gap in infrastructure construction, and the need to strengthen the application of modern information technology. Business model and management system do not adapt to the operation and development of the new era post. Based on the analysis of the internal and external environment of Changde Post and its own characteristics, this paper designs the development strategy of Changde Post Postal Service, and puts forward the overall goal, development plan and development emphases of the business development. Then put forward the control and safeguard measures of the strategy implementation, make the control procedure of the development strategy implementation, and use the balanced scorecard to evaluate the performance of the strategy implementation, from the manpower, material resources, finance, technology, Management and other aspects put forward policy recommendations.
