【摘要】：近年來,隨著政府職能的轉(zhuǎn)變,我國從戰(zhàn)略的高度提出建設(shè)服務(wù)型政府的目標(biāo)。各級政府部門為社會大眾提供專業(yè)化、一站式的政務(wù)服務(wù)的需求日益迫切。因此,建立“統(tǒng)一平臺規(guī)劃,統(tǒng)一技術(shù)標(biāo)準(zhǔn)、統(tǒng)一服務(wù)支撐、統(tǒng)一安全保障；充分整合資源、推進(jìn)協(xié)同應(yīng)用”的福建省電子政務(wù)外網(wǎng)成為當(dāng)務(wù)之急。 本文結(jié)合福建省電子政務(wù)外網(wǎng)項目的實施,從項目管理的角度對福建省電子政務(wù)外網(wǎng)項目建設(shè)計劃和風(fēng)險控制問題進(jìn)行了較深入的探討。論文針對電子政務(wù)系統(tǒng)的應(yīng)用特點,結(jié)合項目管理和風(fēng)險控制理論,著重分析了如何進(jìn)行建設(shè)項目計劃問題,并給出相關(guān)的WBS、里程碑、進(jìn)度和網(wǎng)絡(luò)圖,并結(jié)合項目建設(shè)中的風(fēng)險控制問題,提出了福建省電子政務(wù)外網(wǎng)項目實施中的計劃控制和風(fēng)險控制策略,使項目實施的各個環(huán)節(jié)都處于風(fēng)險管理的控制之內(nèi),保障項目質(zhì)量,有效地消除各個不利因素,圓滿完成項目的既定目標(biāo)。 本文提出的電子政務(wù)外網(wǎng)項目建設(shè)計劃與風(fēng)險控制方法對其他電子政務(wù)外網(wǎng)建設(shè)具有一定應(yīng)用和參考價值。
[Abstract]:In recent years, with the transformation of government functions, our country puts forward the goal of constructing service-oriented government from the strategic perspective. Government departments at all levels provide professional and one-stop government services for the public. Therefore, it is urgent to set up Fujian E-government external network with "unified platform planning, unified technical standard, unified service support, unified security guarantee, fully integrating resources and promoting collaborative application". This paper discusses the construction plan and risk control of the E-government extranet project in Fujian Province from the point of view of project management in the light of the implementation of the E-government Extranet project in Fujian Province. According to the application characteristics of E-government system, combined with the theory of project management and risk control, the paper analyzes how to plan the construction project, and gives the related WBSs, milestones, schedule and network diagram. Combined with the risk control problem in the project construction, this paper puts forward the plan control and risk control strategy in the implementation of the project of Fujian E-government Extranet, which makes every link of the project under the control of risk management and ensures the quality of the project. Effectively eliminate all adverse factors and successfully complete the established objectives of the project. The project construction plan and risk control method proposed in this paper have certain application and reference value to other E-government extranet construction.
