【摘要】：項(xiàng)目后評(píng)價(jià)，是項(xiàng)目全過(guò)程管理的重要環(huán)節(jié)，指的是在項(xiàng)目已完成并運(yùn)行一段時(shí)間后，對(duì)項(xiàng)目建設(shè)目標(biāo)、建設(shè)過(guò)程、效益、作用和影響進(jìn)行系統(tǒng)性的、綜合性的客觀分析、總結(jié)和評(píng)價(jià)。通過(guò)項(xiàng)目后評(píng)價(jià)，可以確定項(xiàng)目建設(shè)的預(yù)期目標(biāo)是否達(dá)到，規(guī)劃是否合理有效，主要效益指標(biāo)是否達(dá)成，總結(jié)經(jīng)驗(yàn)教訓(xùn)，找出成敗原因，通過(guò)信息反饋為后續(xù)投資決策管理水平提高提出建議，同時(shí)也對(duì)項(xiàng)目運(yùn)營(yíng)提出改進(jìn)措施和建議，最終提高投資效益。由于后評(píng)價(jià)堅(jiān)持獨(dú)立、科學(xué)、公正、透明性，能較為客觀、公正地評(píng)價(jià)項(xiàng)目成敗的主客觀原因，反映項(xiàng)目決策者、管理者和建設(shè)者的工作業(yè)績(jī)，所以得到越來(lái)越多應(yīng)用。我國(guó)通信運(yùn)營(yíng)企業(yè)項(xiàng)目后評(píng)價(jià)起步較晚，在過(guò)去往往側(cè)重于前評(píng)價(jià)而忽略后評(píng)價(jià)，相應(yīng)的評(píng)價(jià)指標(biāo)體系建立不完善。 基站建設(shè)項(xiàng)目通常具有投資大、全程全網(wǎng)、收入分?jǐn)傠y等特點(diǎn)，所以一直是通信企業(yè)項(xiàng)目后評(píng)價(jià)的難點(diǎn)。本文首先對(duì)國(guó)內(nèi)通信項(xiàng)目后評(píng)價(jià)的應(yīng)用情況進(jìn)行研究，總結(jié)出存在的問(wèn)題，結(jié)合實(shí)際工程經(jīng)驗(yàn)分析了湖南電信基站建設(shè)項(xiàng)目的特點(diǎn)及后評(píng)價(jià)工作開(kāi)展情況，進(jìn)而提出了基站建設(shè)項(xiàng)目后評(píng)價(jià)的指標(biāo)體系及綜合評(píng)價(jià)方法，提出了包括項(xiàng)目目標(biāo)評(píng)價(jià)、實(shí)施情況評(píng)價(jià)、效益評(píng)價(jià)、可持續(xù)評(píng)價(jià)、影響度評(píng)價(jià)在內(nèi)的基站建設(shè)項(xiàng)目后評(píng)價(jià)指標(biāo)體系。并針對(duì)湖南某基站建設(shè)項(xiàng)目案例進(jìn)行了實(shí)證研究，，對(duì)項(xiàng)目實(shí)施提出后續(xù)改善建議。 全文通過(guò)分析研究，提出通信基站項(xiàng)目后評(píng)價(jià)的指標(biāo)體系，為后評(píng)價(jià)工作開(kāi)展提供了理論指導(dǎo)及參考，從而為湖南電信基站建設(shè)項(xiàng)目的精細(xì)化管理提供了實(shí)現(xiàn)基礎(chǔ)。
[Abstract]:Post-project evaluation is an important link in the management of the whole process of the project. It refers to a systematic, comprehensive and objective analysis of the project's construction objectives, construction process, benefits, functions and impacts after the project has been completed and run for a period of time. Summary and evaluation Through the post-project evaluation, we can determine whether the expected objectives of the project construction have been achieved, whether the planning is reasonable and effective, whether the main benefit indicators have been achieved, summarize the experience and lessons learned, and find out the reasons for success or failure. Through information feedback, suggestions are put forward to improve the level of investment decision management, and at the same time, improvement measures and suggestions on project operation are put forward to improve the investment efficiency. Because the post evaluation adheres to independence, science, fairness and transparency, it can objectively and impartially evaluate the subjective and objective reasons for the success or failure of the project, and reflects the work performance of the decision makers, managers and builders of the project, so it has been applied more and more. The post-evaluation of communication operation enterprises in China started late, and in the past, it often focused on the pre-evaluation and ignored the post-evaluation, and the corresponding evaluation index system was not perfect. The base station construction project usually has the characteristics of large investment, whole network and difficult income allocation, so it is always the difficulty of post evaluation of communication enterprise project. Firstly, this paper studies the application of post evaluation of communication projects in China, summarizes the existing problems, and analyzes the characteristics of the base station construction project of Hunan Telecom and the development of post evaluation based on the practical engineering experience. Then, the index system and comprehensive evaluation method of post evaluation of base station construction project are put forward, including project objective evaluation, implementation evaluation, benefit evaluation, sustainable evaluation, etc. The post-evaluation index system of base station construction project including impact degree evaluation. A case study of a base station construction project in Hunan Province is carried out, and suggestions for further improvement are put forward. Through the analysis and research, the paper puts forward the index system of post evaluation of communication base station project, which provides theoretical guidance and reference for the post evaluation work, thus provides the realization foundation for the fine management of Hunan telecom base station construction project.
