通信企業(yè)業(yè)務(wù)支撐系統(tǒng)需求上線風(fēng)險(xiǎn)管理研究

【摘要】:隨著通信行業(yè)的不斷發(fā)展,在當(dāng)前激烈競爭的背景之下,迅速提升自身的競爭優(yōu)勢、增強(qiáng)核心競爭力是所有通信運(yùn)營企業(yè)所面臨最緊迫的任務(wù),為了順應(yīng)這樣的競爭壓力,在競爭環(huán)境中始終保持先機(jī),我國的通信運(yùn)營商都希望能夠?yàn)橛脩籼峁┳顬閮?yōu)質(zhì)、全面、領(lǐng)先的服務(wù),這就給通信企業(yè)的業(yè)務(wù)支撐系統(tǒng)帶來了前所未有的挑戰(zhàn)。 目前的業(yè)務(wù)支撐系統(tǒng)很難契合當(dāng)下的全覆蓋式服務(wù)理念,運(yùn)營商在綜合轉(zhuǎn)型的過程之中,投入了大量的資金、時(shí)間,為了能夠搭建高成本收益、最能夠滿足用戶需求的新業(yè)務(wù)支撐系統(tǒng),就要對這種復(fù)雜程度高的體系中的風(fēng)險(xiǎn)進(jìn)行管理,使用相關(guān)的風(fēng)險(xiǎn)管理理論保證系統(tǒng)的順利建成與順利上線、實(shí)施等。 本文從我國通信企業(yè)業(yè)務(wù)支撐系統(tǒng)的風(fēng)險(xiǎn)管理現(xiàn)狀分析入手,對通信企業(yè)業(yè)務(wù)支撐系統(tǒng)需求上線全過程進(jìn)行分析,從風(fēng)險(xiǎn)識別、應(yīng)對策略、風(fēng)險(xiǎn)控制多角度的描述與分析,,指出需求上線過程中,存在于技術(shù)、人員、用戶等層面的各類風(fēng)險(xiǎn),通過完善技術(shù)、增強(qiáng)溝通等方式實(shí)現(xiàn)風(fēng)險(xiǎn)的有效控制,在此基礎(chǔ)上建立需求上線的風(fēng)險(xiǎn)管理控制模型。 通過這樣的研究,對通信企業(yè)的業(yè)務(wù)支撐系統(tǒng)的風(fēng)險(xiǎn)管理體系進(jìn)行豐富和完善,幫助提升整個(gè)行業(yè)的風(fēng)險(xiǎn)管理水平,幫助增強(qiáng)企業(yè)的核心競爭力,促進(jìn)其現(xiàn)有業(yè)務(wù)完成和轉(zhuǎn)型升級,為企業(yè)的風(fēng)險(xiǎn)管理提供參考借鑒。
[Abstract]:With the continuous development of the communication industry, under the background of the current fierce competition, it is the most urgent task for all communications operators to rapidly enhance their competitive advantages and enhance their core competitiveness. In order to comply with such competitive pressure, In the competitive environment, the telecom operators in our country always hope to provide the most high-quality, comprehensive and leading services to the users, which brings unprecedented challenges to the business support system of the communication enterprises. The current business support system is very difficult to fit in with the current concept of full coverage service. In the process of comprehensive transformation, operators have invested a lot of money, time, in order to be able to build high cost benefits. The new business support system, which can meet the needs of users, should manage the risks in this complex system, and use the related risk management theory to ensure the successful completion and implementation of the system. This paper starts with the analysis of the current situation of risk management in the business support system of the communication enterprise in China, and analyzes the whole process of the business support system of the communication enterprise from the point of view of risk identification, coping strategy, risk control, and the description and analysis of the whole process of the business support system of the communication enterprise. It is pointed out that all kinds of risks exist in the level of technology, personnel and user in the process of demand on-line, and the effective control of risk is realized by means of perfecting technology and enhancing communication. On this basis, the risk management and control model of demand online is established. Through this research, the risk management system of the business support system of the communication enterprise is enriched and perfected, which helps to enhance the risk management level of the whole industry and enhance the core competitiveness of the enterprise. To promote the completion of its existing business and transformation and upgrading, for enterprise risk management to provide reference.
