【摘要】：當(dāng)前,世界經(jīng)濟進入一個典型的"弱勢低速增長周期"。本文基于美國、歐洲、日本、印度等國家和地區(qū)的考察,研究發(fā)現(xiàn):從歷次全球經(jīng)濟周期更替的規(guī)律來看,這一弱勢周期的形成歸結(jié)于全球缺乏新的新興產(chǎn)業(yè)尤其是支柱性新興產(chǎn)業(yè)的支撐。20世紀50年代以來眾多國家和地區(qū)尤其是美國最近30多年信息產(chǎn)業(yè)與信息經(jīng)濟的演變歷程表明,信息經(jīng)濟時代與后信息經(jīng)濟時代的"拐點"已經(jīng)到來。正是這一拐點的到來或者說信息經(jīng)濟的衰退構(gòu)成了全球經(jīng)濟下滑的根本原因�；谶@一視角的經(jīng)濟周期演變機理的分析表明,后信息經(jīng)濟時代全球經(jīng)濟周期的交替、更新需要與之相匹配的新興產(chǎn)業(yè)的培育與支柱產(chǎn)業(yè)的形成,這也構(gòu)成當(dāng)前全球面臨的共同戰(zhàn)略任務(wù),進而決定了全球?qū)⑦M入一個"典型的共同治理探索期"。
[Abstract]:At present, the world economy enters a typical "weak low-speed growth cycle." Based on the investigation of the United States, Europe, Japan, India and other countries and regions, this paper finds that: from the laws of successive global economic cycles, The formation of this weak cycle is attributed to the lack of the support of new emerging industries, especially the pillar emerging industries in the world. The evolution of information industry and information economy in many countries and regions since the 1950s, especially in the United States, shows that the information industry and the information economy have evolved in the past 30 years. The "inflection point" of the information economy era and the post-information economy era has come. It is the arrival of this inflection point or the recession of the information economy that forms the root cause of the global economic downturn. The analysis of the evolution mechanism of the business cycle based on this perspective shows that the replacement of the global economic cycle in the post-information economy era needs to be matched with the cultivation of the emerging industries and the formation of the pillar industries. This also constitutes a common strategic task facing the world, which determines that the world will enter a "typical period of common governance exploration".
