【摘要】:隨著2008年中國各通信運營商全業(yè)務(wù)經(jīng)營的重組,原聯(lián)通公司與原網(wǎng)通公司合并成立中國聯(lián)合網(wǎng)絡(luò)通信有限公司,2010年原聯(lián)通主體公司網(wǎng)絡(luò)建設(shè)部和移網(wǎng)公司網(wǎng)絡(luò)建設(shè)部合并為中國聯(lián)通網(wǎng)絡(luò)分公司上海分公司網(wǎng)絡(luò)建設(shè)部,全面負(fù)責(zé)移動、固定網(wǎng)絡(luò)建設(shè)工作。為了適應(yīng)新的競爭形勢、及建設(shè)需求,網(wǎng)絡(luò)建設(shè)部的部門職責(zé)、組織架構(gòu)、人員組成都有了全新的定義和調(diào)整;同時為了深入貫徹落實上海聯(lián)通公司總體發(fā)展戰(zhàn)略,進一步創(chuàng)新管理方式,全面提升工程管理水平,又好又快的推動網(wǎng)絡(luò)建設(shè),為公司業(yè)務(wù)發(fā)展提供強有力支持。上海聯(lián)通網(wǎng)絡(luò)建設(shè)部成立“工程管理能力提升”小組,負(fù)責(zé)部門項目管理能力提升研究,本文即是“項目工程管理能力提升”小組的研究成果。 本文旨在分析處于高速發(fā)展通信基礎(chǔ)建設(shè)時期的聯(lián)通公司,在全業(yè)務(wù)全面競爭大背景下,分析網(wǎng)絡(luò)建設(shè)部現(xiàn)有項目管理體制及存在的主要問題,結(jié)合項目管理及項目管理辦公室理論知識,研究通信運營商網(wǎng)絡(luò)建設(shè)部門部署項目管理辦公室(PMO)的可能性及必要性,提出一套應(yīng)用項目管理辦公室的項目管理體系;充分利用電子系統(tǒng)管理體系,完善考核激勵機制,加強工程建設(shè)管理工作,保障通信工程建設(shè)的質(zhì)量、安全和進度,籍此建立工程管理能力提升長效機制,實現(xiàn)工程管理符合內(nèi)控要求,適應(yīng)公司業(yè)務(wù)發(fā)展對網(wǎng)絡(luò)建設(shè)提出的快速響應(yīng)要求。 論文主要分為五部分,第一部分為引言,說明論文研究的背景、研究方法和思路;第二部分項目管理辦公室理論綜述;第三部分在全業(yè)務(wù)經(jīng)營的競爭背景下,提出了以“建設(shè)精品網(wǎng)絡(luò)、支撐全業(yè)務(wù)發(fā)展、提升用戶感知”的建設(shè)目標(biāo),分析網(wǎng)絡(luò)建設(shè)部現(xiàn)行的項目管理體制,分析存在的不足;第四部分針對現(xiàn)有項目管理中存在的不足,構(gòu)建針對工程建設(shè)項目的項目管理辦公室,提出項目管理辦公室的部署模式、作用、職責(zé);第五部分是結(jié)束語,對論文做了總結(jié),提出未來研究思路的演進方向并提出建議。
[Abstract]:With the reorganization of all the telecom operators in China in 2008, the original Unicom merged with the original Netcom Company to set up the China United Network Communications Corp. In 2010, the Ministry of network construction of the main company of China Unicom and the Ministry of migration and network construction merged into the Ministry of network construction of the Shanghai branch of China Unicom Network Division, which was fully responsible for the shift. In order to adapt to the new competitive situation and meet the needs of construction, the Ministry of network construction department has a new definition and adjustment for the Department's responsibilities, organizational structure and personnel composition. At the same time, in order to carry out the overall development strategy of Shanghai Unicom, make a step of innovation management and improve the management level in an all-round way. Shanghai Unicom's network construction department set up a "project management ability promotion" group, which is responsible for the promotion of project management ability research. This article is the research results of the "project management ability promotion" team.
The purpose of this paper is to analyze the Unicom Company in the period of high speed development of communication, and analyze the existing project management system and main problems existing in the network construction department under the full competition background of full business, and combine the project management and the theory knowledge of the project management office to study the management Office of the network construction Department of the communication operator. The possibility and necessity of PMO, put forward a set of project management system for the application of the project management office, make full use of the electronic system management system, improve the assessment and incentive mechanism, strengthen the construction management, guarantee the quality, safety and progress of the construction of communication engineering, and establish a long effective mechanism to improve the management ability of the project, and realize the long effect mechanism of the project management ability, and realize the realization of the long effect mechanism. Engineering management meets internal control requirements and meets the rapid response requirements of the company's business development to network construction.
The thesis is divided into five parts. The first part is the introduction, explaining the background of the research, the research methods and ideas; the second part of the project management office theory summary; the third part, under the competition background of the whole business operation, puts forward the construction goal of "building a fine network, supporting the development of the whole business, improving the perception of the users". The existing project management system of the Ministry of network construction is analyzed. The fourth part, in view of the deficiencies in the existing project management, constructs the project management office for the project construction project, and puts forward the deployment model, function and responsibility of the project management office; the fifth part is the end language, summarizes the paper and puts forward the future research. The direction of the evolution of the train of thought and suggestions are put forward.
