【摘要】：伴隨著我國"一帶一路"戰(zhàn)略的提出,越來越多的企業(yè)抓住契機(jī)謀求向海外發(fā)展,以獲取更多的資源和市場發(fā)展機(jī)會。其中一些知名通信企業(yè)更是一馬當(dāng)先,努力朝著國際通信工程的總承包方向邁進(jìn),但是由于國際形勢錯綜復(fù)雜,各國經(jīng)濟(jì)發(fā)展水平、法律法規(guī)以及自然環(huán)境不近相同,這些客觀因素就給海外通信工程項目的實施帶來了巨大的壓力和嚴(yán)峻的挑戰(zhàn)。在這種嚴(yán)峻的形勢下,若想項目能夠成功交付,就非常有必要建立一套完善的風(fēng)險管理體制,運用科學(xué)的風(fēng)險管理措施與手段,防范風(fēng)險發(fā)生,以及當(dāng)風(fēng)險真正發(fā)生時能夠"把脈開方",采取有效措施將風(fēng)險造成的損失最大程度控制在項目可接受范圍之內(nèi),從而保證項目以高標(biāo)準(zhǔn)推進(jìn)。本文根據(jù)項目風(fēng)險管理理論的相關(guān)知識,以德國S通信工程項目作為典型的實際案例,論述并分析項目風(fēng)險管理中四大主要步驟:風(fēng)險識別、風(fēng)險評價、風(fēng)險應(yīng)對及監(jiān)控。從挖掘海外通信工程項目自身特點出發(fā),科學(xué)地運用頭腦風(fēng)暴法、德爾菲法識別項目風(fēng)險,并建立了海外通信工程項目的風(fēng)險模型。針對風(fēng)險評價,采用專家打分、層次分析及模糊評價等方法建立此類項目的風(fēng)險評價指標(biāo)體系,結(jié)合實際案例得出德國S通信工程項目的整體風(fēng)險水平,并通過評價得出各風(fēng)險的發(fā)生概率以及風(fēng)險后果損失程度。在完成對項目風(fēng)險的評價后,按照不同風(fēng)險等級提出不同的應(yīng)對策略與措施,并建立風(fēng)險監(jiān)控機(jī)制,為推動項目風(fēng)險管理的研究和發(fā)展提供實踐參考與經(jīng)驗借鑒。
[Abstract]:With the development of Belt and Road strategy, more and more enterprises seize the opportunity to seek overseas development in order to obtain more resources and market development opportunities. Among them, some well-known telecommunications enterprises are at the forefront of their efforts to move towards the general contracting direction of international communications projects. However, due to the complicated international situation, the level of economic development, the laws and regulations, and the natural environment of various countries are not nearly the same. These objective factors bring great pressure and severe challenge to the implementation of overseas communication engineering project. In this severe situation, if the project can be delivered successfully, it is very necessary to establish a set of perfect risk management system and use scientific risk management measures and means to prevent the occurrence of risk. And when the risk really occurs, it can take effective measures to control the loss caused by the risk within the acceptable range of the project, so as to ensure that the project is advanced with high standards. Based on the relevant knowledge of project risk management theory and taking the German S communication project as a typical practical case, this paper discusses and analyzes the four main steps of project risk management: risk identification, risk evaluation, risk response and monitoring. In order to excavate the characteristics of overseas communication engineering project, this paper uses the brainstorming method and Delphi method to identify the project risk, and establishes the risk model of overseas communication engineering project. According to the risk evaluation, the risk evaluation index system of this kind of project is established by using the methods of expert scoring, AHP and fuzzy evaluation, and the overall risk level of the German S communication project is obtained by combining the actual cases. The probability of each risk and the degree of risk consequence loss are obtained by evaluation. After the project risk evaluation is completed, different coping strategies and measures are put forward according to different risk levels, and risk monitoring mechanism is established to provide practical reference and experience for promoting the research and development of project risk management.
