【摘要】：智能手機(jī)的普及極大的改變了生活方式的同時(shí),人們對(duì)隨時(shí)隨地接入高速網(wǎng)絡(luò)的需求也日益增加。在移動(dòng)互聯(lián)網(wǎng)的時(shí)代,對(duì)于傳統(tǒng)的通信運(yùn)營(yíng)商而言,需重新定位自身的角色,由傳統(tǒng)的語音話務(wù)和短信服務(wù)提供者,轉(zhuǎn)變?yōu)橹悄芄艿赖奶峁┱摺Ｈ笸ㄐ胚\(yùn)營(yíng)商之間的競(jìng)爭(zhēng),已經(jīng)由語音短信話務(wù)量的競(jìng)爭(zhēng)轉(zhuǎn)變?yōu)閿?shù)據(jù)流量的競(jìng)爭(zhēng)。要確保給用戶隨時(shí)隨地的提供高速便捷的網(wǎng)絡(luò),通信基站的建設(shè)和穩(wěn)定則是基礎(chǔ)。深圳的手機(jī)用戶密度為全國(guó)之最,而中國(guó)移動(dòng)通信集團(tuán)廣東有限公司深圳分公司(以下簡(jiǎn)稱深圳移動(dòng))經(jīng)過十多年的發(fā)展,已經(jīng)擁有將近一萬個(gè)物理基站,基站密度為全國(guó)之最。因此,如何做好基站物業(yè)的關(guān)系維護(hù)工作,保證網(wǎng)絡(luò)的穩(wěn)定,是深圳移動(dòng)基礎(chǔ)維護(hù)工作中迫切需要思考的問題。本文通過對(duì)深圳移動(dòng)基站物業(yè)關(guān)系維護(hù)體系的研究,思考如何提升基站物業(yè)的關(guān)系維護(hù)工作。本文依據(jù)職能型組織結(jié)構(gòu)理論,采用文獻(xiàn)研究法、案例分析法對(duì)深圳移動(dòng)基站物業(yè)關(guān)系維護(hù)的組織結(jié)構(gòu)進(jìn)行分析,研究目前存在的問題與現(xiàn)有組織結(jié)構(gòu)之間的關(guān)系,發(fā)現(xiàn)其結(jié)構(gòu)不合理和流程環(huán)節(jié)缺失之處。依據(jù)矩陣型組織結(jié)構(gòu)理論重新對(duì)組織進(jìn)行設(shè)計(jì),建立適宜的矩陣型組織結(jié)構(gòu),使組織內(nèi)部溝通更加順暢,資源的利用更為高效,以達(dá)到支撐組織戰(zhàn)略、實(shí)現(xiàn)組織目標(biāo)的目的。在上述工作的基礎(chǔ)上,本文依據(jù)活系統(tǒng)模型理論(VSM),采用文獻(xiàn)研究法、案例分析法,研究在矩陣型組織結(jié)構(gòu)建立后,深圳移動(dòng)基站物業(yè)關(guān)系維護(hù)工作中各崗位之間的聯(lián)系和控制機(jī)制,將深圳移動(dòng)基站物業(yè)管理室的組織內(nèi)部控制比作人體的控制進(jìn)行討論,研究如何改善各崗位之間的聯(lián)系機(jī)制,提高問題的處理速度,提高整體組織的工作效率。最后,本文依據(jù)業(yè)務(wù)流程重組理論(BPR),采用文獻(xiàn)研究法、案例分析法、統(tǒng)計(jì)分析法,對(duì)深圳移動(dòng)的基站物業(yè)的關(guān)系維護(hù)工作流程和合作單位考核制度現(xiàn)狀進(jìn)行分析,剖析其不順暢及制約工作質(zhì)量的原因,重新建立以物業(yè)維系為主線的工作流程和以業(yè)主滿意為導(dǎo)向的合作單位考核制度。同時(shí)研究如何建立專業(yè)的對(duì)外工作規(guī)范,以達(dá)到讓業(yè)主滿意的目的。本文通過對(duì)深圳移動(dòng)基站物業(yè)關(guān)系維護(hù)現(xiàn)狀的研究,制定規(guī)范合理的基站物業(yè)關(guān)系維護(hù)體系,對(duì)深圳移動(dòng)的網(wǎng)絡(luò)質(zhì)量的保證具有針對(duì)性實(shí)踐指導(dǎo)價(jià)值。同時(shí),本文的研究對(duì)于其它通信運(yùn)營(yíng)商的基站關(guān)系維護(hù)工作也有一定的參考價(jià)值。
[Abstract]:The popularity of smart phones has greatly changed the way of life, at the same time, people's demand for high-speed access to high-speed networks at any time and anywhere is also increasing day by day.In the era of mobile Internet, for traditional communication operators, it is necessary to reposition their role, from the traditional voice service and short message service providers to the intelligent pipeline providers.The competition among the three major communication operators has changed from the voice and short message traffic competition to the data traffic competition.The construction and stability of the communication base station is the foundation to ensure the high speed and convenient network to the user anytime, anywhere.The density of mobile phone users in Shenzhen is the highest in the country. After more than a decade of development, the Shenzhen Branch of China Mobile Communications Group Guangdong Limited (hereinafter referred to as Shenzhen Mobile) has nearly 10,000 physical base stations.Base station density is the highest in the country.Therefore, how to maintain the relationship of base station property and ensure the stability of the network is an urgent problem to be considered in the basic maintenance of Shenzhen Mobile.In this paper, we study the property relationship maintenance system of Shenzhen mobile base station, and consider how to improve the relationship maintenance of base station property.Based on the theory of functional organizational structure, this paper analyzes the organizational structure of property relationship maintenance of Shenzhen Mobile Base Station by using the method of literature research and case analysis, and studies the relationship between the existing problems and the existing organizational structure.Find its structure unreasonable and flow link missing place.According to the theory of matrix organization structure, this paper redesigns the organization, establishes the appropriate matrix organization structure, makes the communication within the organization more smooth and the utilization of resources more efficient, in order to achieve the purpose of supporting the organization strategy and realizing the organizational goal.On the basis of the above work, based on the theory of living system model, this paper uses literature research method and case analysis method to study the establishment of matrix organization structure.The connection and control mechanism among different posts in the property relationship maintenance work of Shenzhen Mobile Base Station is discussed. The organizational internal control of the property management office of Shenzhen Mobile Base Station is compared to the control of the human body, and how to improve the communication mechanism among the posts is studied.Improve the processing speed of the problem and improve the efficiency of the overall organization.Finally, according to the theory of business process reengineering (BPRR), this paper analyzes the relationship maintenance workflow of the base station property of Shenzhen Mobile and the present situation of the evaluation system of the cooperation unit by using the literature research method, the case analysis method and the statistical analysis method.This paper analyzes the reasons why the work quality is not smooth and restricts the work quality, and reestablishes the work flow with the mainline of the property maintenance and the evaluation system of the cooperative unit oriented by the satisfaction of the owner.At the same time, how to establish professional external work standards to achieve the purpose of satisfying the owners.Based on the study of the current situation of property relationship maintenance of Shenzhen Mobile Base Station, this paper formulates a standard and reasonable base station property relationship maintenance system, which is of practical value to ensure the network quality of Shenzhen Mobile.At the same time, the research of this paper also has some reference value for the base station relationship maintenance of other communication operators.
