【摘要】：ECFA及后續(xù)協(xié)議的簽署,使閩臺(tái)合作首次上升至制度層面,掀開(kāi)了閩臺(tái)合作的新篇章�！笆濉逼陂g,兩地的產(chǎn)業(yè)合作開(kāi)始由傳統(tǒng)領(lǐng)域向服務(wù)業(yè)、尤其是現(xiàn)代服務(wù)業(yè)領(lǐng)域過(guò)渡。電信服務(wù)業(yè)不僅是現(xiàn)代服務(wù)業(yè)的重要組成部分,也是其他行業(yè)發(fā)展的基礎(chǔ)。“一帶一路”建設(shè)、《中國(guó)制造2025》中的“互聯(lián)網(wǎng)+”、國(guó)有企業(yè)的壟斷改革都與電信服務(wù)業(yè)的改革和發(fā)展息息相關(guān)。在此背景下,研究ECFA框架下閩臺(tái)電信服務(wù)業(yè)的合作具有重要意義。本文以SCP范式為基礎(chǔ),分析閩臺(tái)電信服務(wù)業(yè)在市場(chǎng)結(jié)構(gòu)、市場(chǎng)行為及市場(chǎng)績(jī)效上的差異,發(fā)現(xiàn)兩地電信服務(wù)業(yè)高壟斷性的市場(chǎng)結(jié)構(gòu)對(duì)其市場(chǎng)績(jī)效有明顯制約作用,因此,競(jìng)爭(zhēng)機(jī)制的引入有其必要性。并通過(guò)比較ECFA簽署前后兩地電信服務(wù)業(yè)的合作情況以及ECFA協(xié)議簽署后對(duì)兩地電信服務(wù)業(yè)區(qū)域競(jìng)爭(zhēng)力、生產(chǎn)效率和生長(zhǎng)周期產(chǎn)生的積極影響和消極影響,發(fā)現(xiàn)閩臺(tái)兩地電信開(kāi)放程度的提升在一定程度上刺激了電信服務(wù)業(yè)的發(fā)展。最后,在區(qū)域一體化理論的基礎(chǔ)上探討深化兩地電信服務(wù)業(yè)合作的路徑選擇。
[Abstract]:The signing of ECFA and subsequent agreements makes the cooperation between Fujian and Taiwan rise to the institutional level for the first time, opening a new chapter of cooperation between Fujian and Taiwan.During the twelfth five-year plan, industrial cooperation between the two places began to transition from traditional field to service industry, especially modern service field.Telecommunication service industry is not only an important part of modern service industry, but also the basis of other industries.The construction of "Belt and Road", the "Internet" in "made in China 2025" and the monopoly reform of state-owned enterprises are closely related to the reform and development of telecommunication service industry.In this context, it is of great significance to study the cooperation of Fujian and Taiwan telecom service industry under the framework of ECFA.Based on the SCP paradigm, this paper analyzes the differences in market structure, market behavior and market performance between Fujian and Taiwan telecom services, and finds that the high monopoly market structure of telecom service industry in both places has obvious influence on its market performance.The introduction of competition mechanism has its necessity.By comparing the cooperation between the two places before and after the signing of ECFA and the positive and negative effects on the regional competitiveness, production efficiency and growth cycle of the telecom service industry after the signing of the ECFA Agreement, the paper also compares the positive and negative effects on the regional competitiveness, production efficiency and growth cycle.It is found that the promotion of telecommunication openness between Fujian and Taiwan stimulates the development of telecom service industry to some extent.Finally, on the basis of the theory of regional integration, the paper discusses the path choice of deepening the cooperation of telecommunication service industry between the two places.
