【摘要】：本文以青島市為例,在調(diào)查居民智慧醫(yī)療服務(wù)需求的基礎(chǔ)上,運(yùn)用質(zhì)量功能展開(kāi)方法,構(gòu)建青島市智慧醫(yī)療質(zhì)量屋,得到青島市智慧醫(yī)療的關(guān)鍵質(zhì)量控制點(diǎn)和關(guān)鍵質(zhì)量控制點(diǎn),形成青島市智慧醫(yī)療服務(wù)體系,以期引導(dǎo)青島市智慧醫(yī)療的建設(shè),使青島市智慧醫(yī)療真正滿足市民的需求,實(shí)現(xiàn)真正的為民服務(wù)。研究主要包括以下幾個(gè)方面:(1)通過(guò)設(shè)計(jì)問(wèn)卷調(diào)查青島市市民對(duì)智慧醫(yī)療服務(wù)的需求,并對(duì)得到的數(shù)據(jù)進(jìn)行信度、效度、因子分析,最終確定了目前青島市居民對(duì)智慧醫(yī)療服務(wù)的19項(xiàng)需求要素,其中基本型7項(xiàng)、期望型8項(xiàng)、保健型4項(xiàng)。(2)使用質(zhì)量功能展開(kāi)方法,構(gòu)建青島市智慧醫(yī)療服務(wù)的質(zhì)量屋,得到青島市智慧醫(yī)療服務(wù)的5個(gè)關(guān)鍵質(zhì)量控制點(diǎn):醫(yī)護(hù)人員的素質(zhì)與能力;政府在醫(yī)療上的監(jiān)督、扶持與治理;醫(yī)院有預(yù)約掛號(hào)、網(wǎng)上繳費(fèi)、遠(yuǎn)程醫(yī)療等功能;地區(qū)醫(yī)療機(jī)構(gòu)間的互聯(lián);醫(yī)院的醫(yī)療設(shè)備、醫(yī)療環(huán)境、藥物、信息安全系統(tǒng)。(3)對(duì)青島市內(nèi)青島大學(xué)附屬醫(yī)院、市立醫(yī)院、市中心醫(yī)院進(jìn)行競(jìng)爭(zhēng)分析,發(fā)現(xiàn)這三家醫(yī)院目前并不能很好地滿足市民的醫(yī)療需求。(4)利用QFD瀑布式分解模型,構(gòu)建了青島市智慧醫(yī)療服務(wù)的第二層質(zhì)量屋,得到青島市智慧醫(yī)療服務(wù)的3項(xiàng)關(guān)鍵質(zhì)量保障要素,包括醫(yī)院積極進(jìn)行信息化建設(shè),提供多種掛號(hào)、繳費(fèi)、檢驗(yàn)結(jié)果查看渠道,實(shí)現(xiàn)遠(yuǎn)程醫(yī)療、醫(yī)療信息推送等功能;區(qū)域內(nèi)醫(yī)療機(jī)構(gòu)互聯(lián),構(gòu)建區(qū)域醫(yī)療云平臺(tái);醫(yī)療器械生產(chǎn)商為醫(yī)院提供先進(jìn)醫(yī)療設(shè)備,加快智能可穿戴醫(yī)療設(shè)備的研發(fā)。(5)根據(jù)青島市智慧醫(yī)療服務(wù)質(zhì)量屋中各質(zhì)量特征要素與質(zhì)量保障要素的重要度,構(gòu)建了由醫(yī)院、政府、社區(qū)與家庭、醫(yī)療領(lǐng)域生產(chǎn)商組成的青島市智慧醫(yī)療服務(wù)體系,并結(jié)合青島市三家三甲醫(yī)院的市場(chǎng)競(jìng)爭(zhēng)分析,詳細(xì)提出了青島市智慧醫(yī)療服務(wù)的質(zhì)量保障措施。
[Abstract]:Taking Qingdao as an example, on the basis of investigating the demand of residents' intelligent medical service, and using the method of quality function expansion, this paper constructs the wisdom medical quality house of Qingdao, and obtains the key quality control points and key quality control points of Qingdao intelligent medical treatment. To form an intelligent medical service system in Qingdao, with a view to guiding the construction of intelligent medical care in Qingdao, so that it can truly meet the needs of the citizens. The research mainly includes the following aspects: 1) through designing a questionnaire survey on the needs of Qingdao citizens for intelligent medical service, and the reliability, validity and factor analysis of the obtained data, Finally, 19 elements of Qingdao residents' demand for intelligent medical service are determined, of which 7 are basic type, 8 are expected type, and 4 are health care type. (2) quality function expansion method is used to construct the quality house of Qingdao intelligent medical service. Five key quality control points of Qingdao intelligent medical service are obtained: the quality and ability of medical personnel, the supervision, support and administration of the government in medical treatment, the functions of appointment registration, online payment, telemedicine, etc. The interconnection of regional medical institutions; the competitive analysis of hospitals' medical equipment, medical environment, drugs, and information security systems; the Qingdao University affiliated Hospital, the Municipal Hospital, and the City Center Hospital in Qingdao City; It is found that these three hospitals are not able to meet the medical needs of the public at present. (4) using the QFD Falls decomposition model, the second quality house of Qingdao's intelligent medical service has been built. Three key quality assurance elements of Qingdao intelligent medical service were obtained, including hospital information construction, providing a variety of registration, payment, inspection results check channels, the realization of telemedicine, medical information push and other functions; Regional medical institutions are interconnected to build a regional medical cloud platform; manufacturers of medical devices provide advanced medical equipment for hospitals, Speeding up the R & D of Intelligent wearable Medical Devices.) according to the importance of quality characteristics and quality assurance elements in Qingdao Intelligent Medical Service quality House, a hospital, a government, a community and a family have been constructed. The intelligent medical service system of Qingdao, which is composed of medical field manufacturers, and the market competition analysis of three third-class hospitals in Qingdao, are put forward in detail to ensure the quality of intelligent medical service in Qingdao.
