【摘要】：“三農(nóng)通”是中國移動云南公司在2006年聯(lián)合新華社云南分社、云南省農(nóng)業(yè)科學院、各州市政府及農(nóng)業(yè)局等涉農(nóng)單位推出的信息化扶貧項目，充分利用先進的移動通信技術(shù)，基于短信、彩信、IVR等方式，較好的發(fā)揮了合作各方資源優(yōu)勢開展三農(nóng)信息服務(wù)，“三農(nóng)通”由地方黨委、政府深度參與，組建了覆蓋至全省縣、鄉(xiāng)一級的2000多名信息隊伍和300多名專家組成的咨詢服務(wù)團隊，構(gòu)建了覆蓋省級、16個州（市）、129個縣（區(qū)）、1348個鄉(xiāng)（鎮(zhèn)）的四級信息采集和發(fā)布管理體系，形成了分級、分區(qū)域和個性化、針對性強的信息服務(wù)特色，，并形成了龐大的“三農(nóng)”信息資源數(shù)據(jù)庫，以及手機短信、電話語音、網(wǎng)站、信息精編成冊等多種服務(wù)手段和方式，經(jīng)過七年多的努力和發(fā)展取得了很好的效果和成績。當前全省累計發(fā)布各類“三農(nóng)”實用信息43萬條次，解答農(nóng)民群眾關(guān)心的熱點問題6萬條次，有900多萬農(nóng)戶在接收、使用“三農(nóng)通”提供的“三農(nóng)”實用信息。 本文把“三農(nóng)通”三個群體作為調(diào)查研究對象：（1）開通使用“三農(nóng)通”的用戶；（2）操作使用“三農(nóng)通”系統(tǒng)的信息員隊伍，包括信息采集員、信息管理員、信息審核員；（3）直接為農(nóng)村用戶答惑解疑的農(nóng)科專家。針對三個群體采用調(diào)查問卷取樣，關(guān)鍵專家訪談，具體案例分析等方法進行分析研究，由此分析總結(jié)出云南“三農(nóng)通”的服務(wù)特色和服務(wù)模式，由此形成一個調(diào)查研究報告，進一步提出可行的發(fā)展建議，促進云南“三農(nóng)通”進一步發(fā)展，推進云南農(nóng)村信息化服務(wù)工作更深入的開展。
[Abstract]:"San Nong Tong" is an information poverty alleviation project launched in 2006 by China Mobile Yunnan Company in conjunction with the Yunnan Branch of Xinhua News Agency, Yunnan Academy of Agricultural Sciences of Yunnan Province, the governments of all states and the Bureau of Agriculture, etc., to make full use of advanced mobile communication technology. Based on short messages, MMS IVR and other methods, the three rural information services have been better brought into play in the cooperation parties' resource advantages. "San Nong Tong", with the deep participation of local party committees and governments, has been set up to cover counties throughout the province. More than 2000 information teams at the township level and a consulting service team of more than 300 experts have constructed a four-level information collection and distribution management system covering 16 provinces (cities, 129 counties, 1348 townships and towns). Sub-regional and personalized, targeted information service features, and has formed a huge "three rural" information resources database, as well as mobile phone messages, telephone voice, website, information fine compilation of a variety of service means and methods, After more than seven years of hard work and development, good results and achievements have been achieved. At present, the province has issued 430000 items of practical information on various types of "agriculture, rural areas and farmers", answered 60,000 hot issues of concern to the masses of farmers, and more than 9 million farmers are receiving them. Use the "San Nong Tong" to provide the "three rural" practical information. This paper takes three groups of "San Nong Tong" as the object of investigation: 1) to open up the users who use "San Nong Tong". (2) to operate the information staff team, including information collectors and information administrators, who use the "San Nong Tong" system. The information examiner, Mr. Xi, directly answers questions to rural users on agricultural experts. For three groups, questionnaire sampling, interviews with key experts, and specific case studies are used to analyze and study the three groups, including, for example, questionnaire sampling, key expert interviews, and specific case studies. Based on this analysis, the service characteristics and service mode of Yunnan "San Nong Tong" are summarized, and a report of investigation and research is formed, which further puts forward feasible development suggestions, and promotes the further development of "San Nong Tong" in Yunnan Province.
