【摘要】：近年來,我國(guó)政府十分注重政務(wù)的公眾網(wǎng)絡(luò)參與,電子化民主的興起強(qiáng)調(diào)公民參與的重要性。因此就政府所設(shè)置的電子化民主機(jī)制而言,公民在使用上的觀感和意愿可能是重要的。公民能否認(rèn)同并積極參與政府的電子化民主機(jī)制,是電子化民主能否成功的關(guān)鍵所在。本研究以計(jì)劃行為理論為基礎(chǔ)整合研究架構(gòu),對(duì)于已使用過政府網(wǎng)站論壇的公民作出了調(diào)研,探索研究哪些因素會(huì)影響他們持續(xù)使用該機(jī)制的意愿,并針對(duì)影響因素設(shè)計(jì)對(duì)策,找出政府網(wǎng)站論壇支持電子化民主功能進(jìn)一步建設(shè)的方向. 依據(jù)計(jì)劃行為理論,使用者對(duì)某一行為的意圖是受到態(tài)度、主觀規(guī)范和認(rèn)知行為控制所影響的。本研究將以解構(gòu)型式的計(jì)劃行為理論的框架,并參國(guó)內(nèi)外學(xué)者在這方面進(jìn)行的研究成果,得出較為完整的模型,通過實(shí)證研究進(jìn)行數(shù)據(jù)統(tǒng)計(jì)分析,得出影響公民持續(xù)使用政府網(wǎng)站論壇意愿的因素為態(tài)度、認(rèn)知行為控制、感知風(fēng)險(xiǎn)性、感知有用性和感知易用性,僅主觀規(guī)范較無顯著影響。對(duì)持續(xù)使用意愿影響最大的因素是使用者對(duì)政府網(wǎng)站論壇的態(tài)度。 本文可能的創(chuàng)新之處體現(xiàn)在：(1)在電子化民主機(jī)制的實(shí)際運(yùn)作上,公眾使用較為普遍是是以電子公民咨詢形式中的民意電子信箱,但是少有文獻(xiàn)研究作為互動(dòng)平臺(tái)的的政府網(wǎng)絡(luò)論壇。本研究主要集中在政府網(wǎng)論壇,把政府網(wǎng)站論壇的管理者、系統(tǒng)管理者及使用公眾的訪談、問卷調(diào)查數(shù)據(jù)作為研究樣本進(jìn)行分析,以此來討論公眾的使用意愿。(2)過去鮮有相關(guān)研究以計(jì)劃行為理論為基礎(chǔ)來探討電子化民主發(fā)展的影響因素。本文結(jié)合文獻(xiàn)回顧,對(duì)電子化民主、政府網(wǎng)站論壇、計(jì)劃行為理論等理論進(jìn)行了文獻(xiàn)回顧和總結(jié)。以計(jì)劃行為理論為基礎(chǔ),并運(yùn)用SPSS數(shù)據(jù)統(tǒng)計(jì)分析軟件,進(jìn)行多元逐步回歸分析,找出影響政府網(wǎng)站論壇的持續(xù)使用的因素,也借此檢視計(jì)劃行為理論是否適用于解釋持續(xù)使用意愿的因素。
[Abstract]:In recent years, our government has attached great importance to the participation of the public network in government affairs, and the rise of electronic democracy has emphasized the importance of citizen participation. Therefore, as far as the electronic democratic mechanism set up by the government is concerned, The perception and willingness of citizens in use may be important. Whether citizens can identify with and actively participate in the electronic democratic mechanism of government is the key to the success of electronic democracy. Research has been conducted on citizens who have used government web forums to explore what factors affect their willingness to use the mechanism on a sustainable basis, and to design strategies for influencing factors, Find out the direction that the government website forum supports the further construction of electronic democratic function. According to the planning behavior theory, the user's intention to a certain behavior is influenced by attitude, subjective norms and cognitive behavior control. Referring to the research results of domestic and foreign scholars in this area, the author draws a more complete model, through the empirical research to carry on the data statistical analysis, obtains the influence citizen to use the government website forum will the factor as the attitude, the cognitive behavior control, Perception of risk, perceived usefulness and perceived ease of use has no significant impact on subjective norms. The most important factor affecting the willingness to continue to use is the user's attitude towards the government web forum. The possible innovation of this paper is that in the actual operation of the electronic democratic mechanism, the popular use of the public is in the form of electronic citizen consultation. However, there is little literature research on the government web forum as an interactive platform. This study mainly focuses on the government web forum, the administrators of the government web forum, system managers and the use of public interviews. The questionnaire data were analyzed as a sample to discuss the public's willingness to use. (2) in the past, few related studies were conducted to explore the influencing factors of the development of electronic democracy based on the theory of planning behavior. This paper reviews and summarizes the theories of electronic democracy, government website forum, planning behavior theory and so on. Based on the theory of planning behavior, and using SPSS data statistical analysis software, the author carries out multivariate stepwise regression analysis. Identify the factors that affect the continued use of government web forums, and examine whether the planning behavior theory is applicable to explain the willingness to continue to use.
