【摘要】：通信企業(yè)具備管理信息化的先天優(yōu)勢(shì),在過(guò)去十年內(nèi),先后引入ERP,EAM等多項(xiàng)管理信息系統(tǒng),對(duì)企業(yè)管理提升發(fā)揮了巨大的促進(jìn)作用。但不可否認(rèn),目前在管理中仍然存在一些薄弱環(huán)節(jié),例如工程設(shè)備與資產(chǎn)管理脫節(jié),管理過(guò)程按照職能分段孤立,系統(tǒng)冗余、無(wú)效信息突出,動(dòng)態(tài)管理欠缺等,為改進(jìn)上述問(wèn)題,本文通過(guò)探討資產(chǎn)全生命周期管理理念和PAS55資產(chǎn)管理體系要求,提出了引入GIS系統(tǒng),結(jié)合智能手機(jī)功能,促進(jìn)通信企業(yè)資產(chǎn)全生命周期管理的解決途徑,以全面提高通信企業(yè)精細(xì)化管理水平,提升運(yùn)營(yíng)效益。 論文共分六章。第一章引言部分簡(jiǎn)要介紹了固定資產(chǎn)的定義及固定資產(chǎn)管理的意義、方式和工具。第二章介紹了國(guó)際上較為認(rèn)可的全生命周期管理理念及新興的PAS55資產(chǎn)管理體系。第三章則重點(diǎn)針對(duì)通信企業(yè)資產(chǎn)管理的特點(diǎn),在簡(jiǎn)單介紹企業(yè)架構(gòu)理論的基礎(chǔ)上,使用EA方法論對(duì)通信企業(yè)資產(chǎn)信息化管理平臺(tái)的業(yè)務(wù)架構(gòu)、數(shù)據(jù)架構(gòu)、應(yīng)用架構(gòu)和技術(shù)架構(gòu)進(jìn)行了探討。第四章以河南移動(dòng)為例,介紹了國(guó)內(nèi)通信企業(yè)目前資產(chǎn)管理中存在的問(wèn)題和薄弱環(huán)節(jié)。第五章則針對(duì)管理現(xiàn)狀,結(jié)合資產(chǎn)管理信息化平臺(tái)建設(shè)要求,提出了引入GIS系統(tǒng),結(jié)合智能手機(jī)功能,促進(jìn)通信企業(yè)資產(chǎn)全生命周期管理的解決方法,并探討了引入GIS系統(tǒng)的整體架構(gòu)和需要考慮的若干現(xiàn)實(shí)問(wèn)題。第六章對(duì)GIS系統(tǒng)與通信企業(yè)管理的結(jié)合進(jìn)行了展望。
[Abstract]:Communication enterprises have the innate advantage of information management. In the past ten years, many management information systems, such as ERPEAM, have been introduced, which have played a great role in promoting the management of enterprises. At present, there are still some weak links in management, such as the disconnection between engineering equipment and asset management, the isolation of the management process according to the function segment, the system redundancy, the outstanding invalid information, the lack of dynamic management, etc., in order to improve the above problems, Through discussing the concept of asset life cycle management and the requirement of PAS55 asset management system, this paper puts forward the solution of introducing GIS system and combining the function of smart phone to promote the whole life cycle management of communication enterprise assets. In order to improve the level of fine management of communications enterprises, improve operational efficiency. The first chapter introduces the definition of fixed assets and the significance of fixed assets management. The second chapter introduces the concept of life cycle management and the emerging PAS55 asset management system. The third chapter focuses on the characteristics of communication enterprise asset management, and introduces the theory of enterprise architecture. Using EA methodology, the business architecture, data architecture, application architecture and technical architecture of the information management platform of communication enterprises are discussed. Chapter 4th takes Henan Mobile as an example. This paper introduces the problems and weak links in the current asset management of domestic communication enterprises. Chapter 5th, aiming at the present situation of management and the requirements of the construction of the information platform for asset management, puts forward the introduction of GIS system and the function of smart phone. To promote the solution of the whole life cycle management of the assets of the communication enterprises, and to discuss the whole structure of introducing the GIS system and some practical problems that need to be considered. Chapter 6th looks forward to the combination of the GIS system and the management of the communication enterprises.
