文章摘要在工業(yè)信息化程度不高、自主創(chuàng)新能力不足的背景下,中國(guó)如何實(shí)現(xiàn)信息化建設(shè)與技術(shù)創(chuàng)新能力提升是一個(gè)重大的現(xiàn)實(shí)問(wèn)題。本文構(gòu)建了關(guān)于信息化與技術(shù)創(chuàng)新的一個(gè)分析框架,從信息提供能力和信息需求水平兩個(gè)維度,測(cè)度了行業(yè)信息化水平指數(shù),并基于2005--2011年中國(guó)工業(yè)部門(mén)分行業(yè)面板數(shù)據(jù),考慮到企業(yè)規(guī)模、市場(chǎng)化水平、技術(shù)模仿等因素,利用超越對(duì)數(shù)隨機(jī)前沿技術(shù).實(shí)證考察了信息化對(duì)技術(shù)創(chuàng)新效率的影響及其行業(yè)異質(zhì)性。研究發(fā)現(xiàn):①信息化對(duì)中國(guó)工業(yè)部門(mén)技術(shù)創(chuàng)新效率產(chǎn)生了顯著影響,已成為推動(dòng)技術(shù)創(chuàng)新活動(dòng)發(fā)展的新動(dòng)力源泉:②信息化與技術(shù)創(chuàng)新效率之間存在顯著的“倒U型”關(guān)系,即隨著信息化水平的提高.其對(duì)技術(shù)創(chuàng)新效率的提升會(huì)產(chǎn)生“先提高后降低”的影響趨勢(shì),當(dāng)前的實(shí)際信息化水平(0.647)依然低于理論上的最佳水平(0.822),繼續(xù)加強(qiáng)信息化建設(shè)有助于提升其對(duì)技術(shù)創(chuàng)新效率的促進(jìn)效應(yīng);③信息化對(duì)技術(shù)創(chuàng)新效率的影響存在明顯的行業(yè)異質(zhì)性,在技術(shù)密度較低、污染程度較小、平均規(guī)模較小以及盈利能力較弱的行業(yè),信息化對(duì)技術(shù)創(chuàng)新效率的促進(jìn)作用更大。

AbstrUnder the background of low industrial informatization level and poor independent innovation ability, how to achieve the effective integration of informatization construction and technology innovation improvement is a big issue. This paper constructs the analysis framework on hypothesis of information and technology innovation. Meanwhile, it also constructs the index of industrial informatization from two dimensionsinformation supply and demand. Using the panel data of China industrial sub-sectors from the year 2005 to 2011 by means of transcendence logarithm stochastic frontier model, and considering such factors as enterprise scale, marketization level and technology imitation, this paper inspects the informatization's influence on technology innovation efficiency and its industrial heterogeneity. The results are as follows. (1) Informatization level has significant impact on China industrial technology innovation efficiency, and it has become a new source of power to promote the technological innovation. (2)The inverted 'U' type relationship appears between these two sides, there is a threshold level of informatization before which the informatization effect is increasing,but beyond which it is slowly decreasing. The real informatization level is 0.647 at present, which is lower than the optimal theoretical strength of 0.822. Keep on strengthening informatization is favorable for its promotion on technology innovation. (3)The obvious heterogeneity exists at the influence of informatization on the technological innovation efficiency, and in those industries with less pollution and scale, lower technology density and profits, informatization improves the technology innovation efficiency even more greatly.
