【摘要】：上世紀(jì)九十年代末,我國(guó)高校在擴(kuò)招政策的指導(dǎo)下,高校教育得到飛躍式發(fā)展,招生規(guī)模迅速的擴(kuò)張,滿足了全社會(huì)對(duì)高等教育大眾化發(fā)展的要求。短短幾年內(nèi),為適應(yīng)學(xué)校剛性需求,大部分高校大興土木,改擴(kuò)建新老校區(qū),逐步實(shí)現(xiàn)跨越式的發(fā)展。但高校擴(kuò)招是一把雙刃劍,在從“精英教育”向“大眾化教育”改革的過(guò)程中,需提高高校規(guī)模,改善教學(xué)條件,而政府和財(cái)政的教育投入非常有限,無(wú)法實(shí)現(xiàn)投資,只能放開(kāi)政策,從而對(duì)高校的財(cái)務(wù)狀況造成深層的影響；同時(shí),高校的管理層,為在這次擴(kuò)招風(fēng)潮中取得競(jìng)爭(zhēng)優(yōu)勢(shì),紛紛投入巨款改善辦學(xué)條件,由此帶來(lái)了高校財(cái)務(wù)危機(jī),造成高校資金巨大缺口,出現(xiàn)了高校負(fù)債辦學(xué)的一種普遍現(xiàn)象。近幾年,部分高校“借新貸還舊貸”的現(xiàn)象日益顯現(xiàn),高負(fù)債已經(jīng)影響到了高校的正常教學(xué)及科研,影響學(xué)生質(zhì)量的全面培養(yǎng),影響整個(gè)社會(huì)乃至金融行業(yè)的穩(wěn)定發(fā)展。因此,如何防范和控制高校債務(wù)風(fēng)險(xiǎn),已經(jīng)成為政府、高校、銀行乃至整個(gè)社會(huì)所迫切需要解決的一大難題。 針對(duì)HC學(xué)院目前所面臨的貸款風(fēng)險(xiǎn),本文對(duì)其風(fēng)險(xiǎn)管理進(jìn)行研究,提出了防范和化解的相關(guān)政策和對(duì)策。文章首先引入了信貸配給、非營(yíng)利組織等理論,結(jié)合HC學(xué)院自身辦學(xué)的特殊性,從貸款現(xiàn)狀出發(fā),通過(guò)建立較為簡(jiǎn)便的風(fēng)險(xiǎn)預(yù)警體系指標(biāo),并設(shè)定臨界值,構(gòu)建債務(wù)風(fēng)險(xiǎn)預(yù)警系統(tǒng),并設(shè)立了HC學(xué)院貸款風(fēng)險(xiǎn)額度控制與評(píng)價(jià)模型。最后,從政府、高校、銀行等角度出發(fā),提出政府應(yīng)加大教育投入力度,提高政策上的支持,高校要加強(qiáng)自身財(cái)務(wù)管理,多元化辦學(xué),銀行應(yīng)加強(qiáng)信貸等政策建議。
[Abstract]:In the end of 1990s , under the guidance of expanding enrollment policy , the university ' s education has been developing rapidly . The expansion of enrollment scale has met the demand of the whole society to the popularization of higher education . In the short several years , it is a double - edged sword . In the course of reform from " elite education " to " popularization education " , it is necessary to improve the scale of colleges and universities and improve teaching conditions .
At the same time , the management of colleges and universities , in order to gain the competitive advantage in this expansion , has brought the university financial crisis , has caused the university financial crisis , has caused the university debt to run a general phenomenon . In recent years , some colleges " borrow the new loan also old loan " phenomenon increasingly appear , the high debt has influenced the university ' s normal teaching and scientific research , affects the whole society and the financial industry steady development . Therefore , how to prevent and control the university debt risk , has become a big problem that the government , the university , the bank and the whole society urgently need to solve .

In view of the credit risk currently faced by HC College , this paper studies the risk management , and puts forward some relevant policies and countermeasures to prevent and resolve . At last , the paper introduces the credit rationing , the non - profit organization and so on . Based on the special characteristics of the self - running of HC College , this paper puts forward some simple risk early warning system indexes , sets the critical value , establishes the debt risk early warning system , and sets up the credit risk limit control and evaluation model of HC College . Finally , it puts forward that the government should strengthen the education investment and improve the policy support from the angle of government , university and bank .
