【摘要】：2013年9月13日，國務院印發(fā)了《關于加快發(fā)展養(yǎng)老服務業(yè)的若干意見》一文，在文章中指出了我國要“開展住房反向抵押貸款養(yǎng)老保險試點”，并計劃于2014年上半年進行試行推廣。這一舉動，引發(fā)了輿論的一系列關注。所謂“住房反向抵押貸款養(yǎng)老保險”在國際上并不是什么新鮮事，簡單來講，，就是“以房養(yǎng)老”模式，指老年人將自己的房產抵押給銀行、保險等金融機構，從而獲得一定數(shù)額養(yǎng)老金的養(yǎng)老方式，而在老人去世后，金融機構將收回抵押住房的使用權。這一方式已經成為世界上許多國家養(yǎng)老制度的重要補充機制。本文就是在這一前提下展開研究的。 本文分為六個部分，在緒論中，本文對我國開展住房反向抵押貸款的背景進行了介紹，并梳理了國內外對于住房反向抵押貸款的研究現(xiàn)狀，總結提出了可能的研究方向。 第一章從住房反向抵押貸款提出的重要前提——人口老齡化出發(fā)，分析了我國現(xiàn)階段老齡化的現(xiàn)狀及影響，提出住房反向抵押貸款是解決養(yǎng)老問題的重要方式之一；并在最后回顧了住房反向抵押貸款的理論依據(jù)。這一章為其后各章提供了研究的背景及理論支撐。 第二章則從國際上的先進經驗出發(fā)，主要總結了美國、加拿大、英國、日本、新加坡的住房反向抵押貸款的發(fā)展模式，并總結分析了我國與西方發(fā)達國家推行住房反向抵押貸款環(huán)境的異同，以期對住房反向抵押貸款在我國的推行提出一點啟示。 第三章主要從我國推行住房反向抵押貸款的迫切性及可行性出發(fā)，分析了我國推行住房反向抵押貸款的意義及主要影響因素，并得出結論：住房反向抵押貸款的推行，在我國具有一定的現(xiàn)實土壤。 第四章運用統(tǒng)計學的方法，針對第三章中提出的影響因素進行統(tǒng)計分析，得出我國推行住房反向抵押貸款的梯度發(fā)展策略。 第五章對于全文進行總結，首先提出我國在推行住房反向抵押貸款的過程中還可能面臨的障礙，而后結合之前的影響因素分析，提出了相應的對策建議。
[Abstract]:On September 13 , 2013 , the State Council issued a number of opinions on speeding up the development of the old - age service industry . In the article , the State Council issued a series of concerns about accelerating the development of the old - age pension service industry . In the first half of 2014 , the State Council pointed out a series of concerns of public opinion .

This paper is divided into six parts , in the introduction , this paper introduces the background of the housing reverse mortgage loan in our country , and sorts out the research situation of the home and abroad research on the reverse mortgage loan at home and abroad , and summarizes the possible research direction .

Chapter One analyzes the current situation and influence of aging in our country from the important precondition of housing reverse mortgage loan , and puts forward that housing reverse mortgage loan is one of the important ways to solve the old - age problem .
Finally , the paper reviews the theoretical basis of the housing reverse mortgage loan . This chapter provides the background and theoretical support of the research in the subsequent chapters .

The second chapter summarizes the development model of the housing reverse mortgage loan in the United States , Canada , Britain , Japan and Singapore , and summarizes the similarities and differences between China and the developed countries in implementing the housing reverse mortgage loan environment , with a view to giving a little inspiration to the implementation of the housing reverse mortgage loan in our country .

Chapter three analyzes the significance and main influencing factors of the housing reverse mortgage loan in our country , and concludes that the implementation of the housing reverse mortgage loan has some realistic soil in our country .

The fourth chapter applies the statistical method to analyze the influencing factors mentioned in the third chapter , and obtains the strategy of developing the gradient development of the housing reverse mortgage loan in China .

The fifth chapter summarizes the whole text , first puts forward the obstacles that the country may face in the course of implementing the housing reverse mortgage loan , and then analyzes the influencing factors before it , and puts forward the corresponding countermeasures .
