【摘要】:農(nóng)村信用社是我國(guó)農(nóng)村金融體系的重要組成部分,在服務(wù)“三農(nóng)”方面發(fā)揮著不可替代的作用。由于城市和農(nóng)村的二元結(jié)構(gòu),農(nóng)業(yè)發(fā)展長(zhǎng)期滯后,農(nóng)村信用社在國(guó)家政策不完善、財(cái)政資金扶持力度不夠的諸多情況下,其發(fā)展呈現(xiàn)出規(guī)模小、業(yè)務(wù)范圍窄、資本充足率低、不良貸款大量存在的狀況,這種現(xiàn)狀直接影響和制約了其服務(wù)“三農(nóng)”的水平。自2003年農(nóng)村信用社開始商業(yè)化改革以來(lái),國(guó)家對(duì)農(nóng)村信用社提出了“自主經(jīng)營(yíng)、自負(fù)盈虧、自擔(dān)風(fēng)險(xiǎn)、自我發(fā)展”的“四自方針”,因此既要兼顧風(fēng)險(xiǎn)又要實(shí)現(xiàn)發(fā)展是農(nóng)村信用社近一時(shí)期工作的主要目標(biāo)。信貸業(yè)務(wù)作為當(dāng)前農(nóng)村信用社最主要的盈利手段,其風(fēng)險(xiǎn)的把控顯得尤為重要。本文在研究我國(guó)農(nóng)村信用社發(fā)展歷史的背景下,結(jié)合國(guó)內(nèi)外信貸風(fēng)險(xiǎn)方面的相關(guān)研究,對(duì)影響保定農(nóng)村信用社信貸風(fēng)險(xiǎn)的外部環(huán)境和內(nèi)部因素進(jìn)行了分析,針對(duì)保定農(nóng)村信用社的實(shí)際情況,主要從戰(zhàn)略層面、戰(zhàn)術(shù)層面和運(yùn)作層面三個(gè)方面對(duì)控制信貸風(fēng)險(xiǎn)提出了具體的想法。首先,從戰(zhàn)略層面上,農(nóng)村信用社要調(diào)整信貸戰(zhàn)略定位,對(duì)縣轄企業(yè)進(jìn)行市場(chǎng)細(xì)分,分類分策進(jìn)行支持,要通過(guò)改革發(fā)展,進(jìn)一步擴(kuò)充資本逐步壯大農(nóng)村信用社實(shí)力,增強(qiáng)風(fēng)險(xiǎn)抵補(bǔ)能力;其次,從戰(zhàn)術(shù)層面上,要明晰產(chǎn)權(quán),完善法人治理結(jié)構(gòu),優(yōu)化內(nèi)部控制流程,實(shí)施人力資本激勵(lì)政策;第三,從操作層面上,要努力提高農(nóng)村信用社風(fēng)險(xiǎn)管理技術(shù)含量,通過(guò)開展信貸產(chǎn)品創(chuàng)新,密切與優(yōu)質(zhì)客戶之間的關(guān)系等來(lái)化解風(fēng)險(xiǎn),提到資產(chǎn)質(zhì)量最優(yōu)的狀態(tài)。
[Abstract]:Rural credit cooperatives play an irreplaceable role in serving agriculture, countryside and farmers as an important part of our country's rural financial system. Due to the dual structure of urban and rural areas, agricultural development lags behind for a long time, rural credit cooperatives have a small scale, narrow business scope and low capital adequacy rate in many cases where the national policies are not perfect and the financial funds are not enough to support them. The existence of a large number of non-performing loans directly affects and restricts the service level of agriculture, rural areas and farmers. Since the commercial reform of rural credit cooperatives began in 2003, the state has put forward the "four-self policy" of "self-management, self-responsibility for profit and loss, self-risk and self-development" for rural credit cooperatives. Therefore, it is the main goal of rural credit cooperatives to realize both risk and development. As the main profit means of the rural credit cooperatives, the risk control is particularly important. Under the background of studying the development history of rural credit cooperatives in China, this paper analyzes the external environment and internal factors that affect the credit risk of rural credit cooperatives in Baoding, combined with the related research on credit risk at home and abroad. According to the actual situation of Baoding Rural Credit Cooperative, this paper puts forward concrete ideas on controlling credit risk from three aspects: strategy, tactics and operation. First of all, from the strategic level, rural credit cooperatives should adjust the positioning of credit strategy, subdivide the market of enterprises under the jurisdiction of counties, classify and divide them to support, further expand their capital and gradually strengthen the strength of rural credit cooperatives through reform and development. Secondly, from the tactical level, we should clear the property rights, perfect the corporate governance structure, optimize the internal control process, implement the human capital incentive policy; third, from the operational level, It is necessary to improve the technical content of risk management of rural credit cooperatives, to resolve the risks by carrying out innovation of credit products and close relationship with high quality customers, and to mention the state of the best quality of assets.
