地方民營房地產(chǎn)企業(yè)現(xiàn)金流控制體系研究

【摘要】:2012年以來,房地產(chǎn)市場繼續(xù)受到調(diào)控,抑制投機投資需求的“限購、限貸、限價”等基本政策未出現(xiàn)松動,但也未有新政策出臺。央行銀根緊縮無異于扼住了目前我國房地產(chǎn)企業(yè)的主動脈,對地方民營房地產(chǎn)企業(yè)的影響尤甚。如何在目前市場環(huán)境背景下生存,同時保持競爭力,“苦練內(nèi)功”就成為各個民營房地產(chǎn)企業(yè)極其關(guān)注的問題。在外來融資困難的情況下,從企業(yè)自身出發(fā)防范和控制財務風險,站在現(xiàn)金流視角來審視企業(yè)運行,企業(yè)應構(gòu)建科學的現(xiàn)金流控制體系,使企業(yè)得以健康和可持續(xù)發(fā)展。 本文以地方民營房地產(chǎn)企業(yè)為研究對象,結(jié)合流程控制、控制標準和現(xiàn)金流控制的相關(guān)理論,,研究并設計適合地方民營房地產(chǎn)企業(yè)的現(xiàn)金流控制體系。為保障現(xiàn)金流控制體系能有效實施,根據(jù)設計的指導思想和原則,從房地產(chǎn)“單個項目”最基本現(xiàn)金流程抓起,提出并構(gòu)建一套有效的管理組織。在控制體系設計框架內(nèi),以現(xiàn)金流量表為設計依據(jù),從經(jīng)營活動、投資活動、籌資活動三個方面進行項目分類,分析并設計控制指標,與行業(yè)領先企業(yè)“萬科”的指標計算值和行業(yè)平均的指標值進行比較,確立適合于地方民營房地產(chǎn)企業(yè)的控制目標。匯集財務管理業(yè)務現(xiàn)狀和財務信息,計算并分析差異,采取連續(xù)周期內(nèi)動態(tài)滾動控制的方法,糾偏、反饋控制。 經(jīng)過對X房地產(chǎn)企業(yè)D區(qū)項目的實證研究,檢驗了現(xiàn)金流控制體系的功能,能夠發(fā)現(xiàn)企業(yè)在現(xiàn)金運行流程中的問題,對照設計依據(jù),使企業(yè)能有的放矢,定位問題關(guān)鍵所在。企業(yè)對現(xiàn)金流控制有了一定的指標標準,科學化、數(shù)據(jù)化的控制指標使企業(yè)現(xiàn)金流控制有了著眼點,現(xiàn)金流控制體系能在實際生產(chǎn)活動中應用實施。
[Abstract]:Since 2012, the real estate market has continued to be regulated, restraining speculative investment demand "limited purchase, limit lending, price limit" and other basic policies have not been relaxed, but no new policy. The monetary tightening of the central bank is tantamount to choking the aorta of Chinese real estate enterprises, especially to the local private real estate enterprises. How to survive under the background of current market environment and keep competitive at the same time, "practicing the internal work" has become an extremely concerned problem for the private real estate enterprises. In the difficult situation of external financing, the enterprise should establish a scientific cash flow control system to prevent and control the financial risk from the perspective of cash flow, and examine the operation of the enterprise from the perspective of cash flow. In this paper, the local private real estate enterprises as the research object, combined with the flow control, control standards and cash flow control theory, Study and design the cash flow control system suitable for local private real estate enterprises. In order to ensure the cash flow control system can be implemented effectively, according to the guiding ideology and principle of the design, starting from the most basic cash flow of real estate "single project", a set of effective management organization is put forward and constructed. On the basis of cash flow statement, the project is classified from three aspects: management activity, investment activity and financing activity, and the control index is analyzed and designed in the framework of control system design. Comparing with the index calculation value of Vanke and the average index value of industry, the control target suitable for local private real estate enterprises is established. Collect the present situation and financial information of financial management business, calculate and analyze the difference, adopt the method of dynamic rolling control in continuous cycle, correct deviation, feedback control. The function of cash flow control system is tested and the problems in the cash flow can be found. The design basis is compared so that the enterprise can be targeted and the key problem is located. The enterprise has certain index standard to the cash flow control. The scientific and data control index makes the cash flow control of the enterprise have the starting point. The cash flow control system can be applied in the actual production activities.
