【摘要】：從多年來社會(huì)主義國(guó)家的實(shí)踐經(jīng)驗(yàn)證實(shí)，在經(jīng)濟(jì)效益不斷提高的前提下，有效的，合理的外資利用，可以發(fā)揮以下作用：有利于加快發(fā)展國(guó)民經(jīng)濟(jì)，引進(jìn)國(guó)外先進(jìn)的生產(chǎn)技術(shù)，技術(shù)裝備，管理經(jīng)驗(yàn)和知識(shí)，為國(guó)內(nèi)的經(jīng)濟(jì)發(fā)展補(bǔ)充資金，有助于國(guó)內(nèi)科技人才培養(yǎng)，經(jīng)營(yíng)管理水平和生產(chǎn)技術(shù)水平的提高，加速建設(shè)原材料，，交通，能源等基礎(chǔ)工業(yè)以及落后地區(qū)的開發(fā)，對(duì)國(guó)民經(jīng)濟(jì)中的薄弱環(huán)節(jié)加以扶持，促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)發(fā)展的改善和新興工業(yè)的建設(shè)促進(jìn)出口貿(mào)易的增長(zhǎng)以及進(jìn)出口貿(mào)易結(jié)構(gòu)變化，促使勞動(dòng)就業(yè)擴(kuò)大，國(guó)民收入增加。本文總結(jié)了天津市近些年來引進(jìn)和利用外資的情況，并從經(jīng)濟(jì)發(fā)展，政府政策扶持等角度，將天津市的現(xiàn)狀與上海，山東和重慶等省市進(jìn)行比較，從而發(fā)掘天津市政府在利用外資策略上的不足與問題，并據(jù)此試圖找出解決的方法和建議。
[Abstract]:From the practical experience of socialist countries over the years, it has been proved that effective and rational utilization of foreign capital can play the following roles on the premise of continuous improvement of economic benefits: it is conducive to speeding up the development of the national economy and introducing advanced production technologies from abroad. Technical equipment, management experience and knowledge, supplementary funds for domestic economic development, are conducive to the training of domestic scientific and technological personnel, the improvement of the level of management and production technology, and the acceleration of the construction of raw materials and transportation, Energy and other basic industries and the development of backward areas support the weak links in the national economy and promote the improvement of the industrial structure and the construction of new industries to promote the growth of export trade and the changes in the structure of import and export trade. To promote the expansion of labor and employment, national income increased. This paper summarizes the situation of Tianjin's introduction and utilization of foreign capital in recent years, and compares Tianjin's current situation with Shanghai, Shandong and Chongqing from the angles of economic development and government policy support. In order to explore the shortcomings and problems of Tianjin municipal government in the strategy of utilizing foreign capital, this paper tries to find out the solutions and suggestions.
