【摘要】：小額信貸（microfinance）作為將組織創(chuàng)新與金融創(chuàng)新的信貸活動(dòng)與扶貧到戶項(xiàng)目有機(jī)結(jié)合的產(chǎn)物，在促進(jìn)社會(huì)公平和經(jīng)濟(jì)效率協(xié)同發(fā)展的歷史進(jìn)程中發(fā)揮了重要的作用�，F(xiàn)在越來越多的人都在期盼具有“小貸款、大戰(zhàn)略”意義的小額信貸能為以人為本的科學(xué)發(fā)展觀的貫徹和社會(huì)主義和諧社會(huì)的構(gòu)建做出應(yīng)有的貢獻(xiàn)。從世界范圍來看，當(dāng)前各國(guó)在如何推動(dòng)小額信貸從試點(diǎn)到推行再到制度化發(fā)展方面仍需積極探索，諸多問題還有待于小額信貸的研究者和實(shí)踐者以及政策制定者來解決。正是基于這樣的背景，本文試圖利用微觀經(jīng)濟(jì)學(xué)、經(jīng)濟(jì)史、制度經(jīng)濟(jì)學(xué)等現(xiàn)有研究的基礎(chǔ)上，深入分析我國(guó)小額信貸發(fā)展的歷史演變，，各個(gè)發(fā)展階段事例分析及發(fā)展中存在的弊端，進(jìn)而尋找到一些切實(shí)可行的解決思路和方法，這也正是本文的研究意義之所在�；究蚣苋缦拢� 第一章，緒論。主要介紹選題的背景和意義，整理并綜述關(guān)于小額信貸歷史演進(jìn)問題的文獻(xiàn)資料，交代本文的研究思路、基本框架、研究方法與創(chuàng)新之處。第二章，小額信貸概念闡釋，詳細(xì)具體的介紹小額信貸的相關(guān)概念，如小額信貸、交易成本，信息不對(duì)稱。然后重點(diǎn)闡述了研究我國(guó)小額信貸歷史演變的必要性。第三章，介紹小額信貸發(fā)展第一階段（1993-1996.09）小額信貸項(xiàng)目或機(jī)構(gòu)實(shí)驗(yàn)初級(jí)階段（照搬GB模式但未取得全面成效），分析主體及實(shí)例分析。首先介紹了我國(guó)小額信貸第一階段時(shí)間段劃分，然后詳細(xì)說明了在我國(guó)實(shí)施小額信貸發(fā)展的第一階段的特點(diǎn)，最后介紹了我國(guó)小額信貸發(fā)展第一階段的利弊。第四章，第二階段（1996.10-1999）項(xiàng)目擴(kuò)展階段（非政府資金與政府資金混合）從內(nèi)因、外因兩方面入手，分析第二階段發(fā)展特點(diǎn)。第五章，第三階段（2000-2004）農(nóng)村正規(guī)金融機(jī)構(gòu)進(jìn)入和各類項(xiàng)目進(jìn)入制度化建設(shè)階段（農(nóng)村信用社進(jìn)入）本章主要介紹此階段小額信貸結(jié)構(gòu)構(gòu)成及模式形成利弊分析。第六章，第四階段（2005.12-至今）中央管理部門鼓勵(lì)民營(yíng)資本和海外資金進(jìn)入小額信貸市場(chǎng)（商業(yè)小額信貸，市場(chǎng)化路線）。第七章，我國(guó)小額信貸可持續(xù)發(fā)展的對(duì)策建議。
[Abstract]:As a product of combining the credit activities of organizational innovation and financial innovation with poverty alleviation projects, Microfinance plays an important role in the historical process of promoting social equity and economic efficiency. Nowadays, more and more people are looking forward to microfinance with "small loans, big strategy" meaning can make due contribution to the implementation of people-oriented scientific development concept and the construction of a harmonious socialist society. From the perspective of the world, the current countries still need to actively explore how to promote microfinance from pilot to implementation to institutionalization, and many problems need to be solved by microfinance researchers and practitioners as well as policy makers. Based on this background, this paper attempts to make use of the existing research of microeconomics, economic history, institutional economics and so on, to deeply analyze the historical evolution of the development of micro-credit in China. The analysis of cases in each stage of development and the disadvantages in development, and then find out some practical solutions and methods, which is also the significance of this study. The basic framework is as follows: Chapter one, introduction. This paper mainly introduces the background and significance of the topic, collates and summarizes the literature on the historical evolution of microcredit, explains the research ideas, basic framework, research methods and innovations. In the second chapter, the concept of microcredit is explained in detail, such as microfinance, transaction cost, information asymmetry. Then the necessity of studying the historical evolution of microfinance in China is expounded. The third chapter introduces the first stage of microfinance development (1993-1996.09), the primary stage of micro-credit project or institution experiment (copying GB model but has not achieved overall results), the main body of analysis and the analysis of examples. This paper first introduces the division of the first stage of microfinance in China, then explains in detail the characteristics of the first stage of the development of microfinance in China, and finally introduces the advantages and disadvantages of the first stage of the development of microfinance in China. Chapter four, the second stage (1996.10-1999), the expansion stage of the project (the mixture of non-governmental funds and government funds) analyzes the development characteristics of the second stage from two aspects: internal and external factors. Chapter five, the third stage (2000-2004) the entry of rural formal financial institutions and the institutionalization of various projects (entering rural credit cooperatives) this chapter mainly introduces the structure of micro-credit in this stage and the advantages and disadvantages of the formation of the model. Chapter VI, stage IV 2005.12- so far) the central administrative department encourages private capital and overseas capital to enter the microfinance market (commercial microfinance, market-oriented line). Chapter seven, the countermeasures and suggestions for the sustainable development of microfinance in China.
