【摘要】：住房公積金制度是一項強制性的長期住房儲金制度,它是為了解決城鎮(zhèn)職工的住房問題,而形成的一種為廣大中低收入家庭提供購房融資的渠道。住房公積金制度經(jīng)歷了二十幾年的不斷發(fā)展與完善,取得了卓越的成果,但是,住房公積金制度本身建設(shè)上還是存在著一些缺陷：繳存機制的覆蓋面小和繳存額度的設(shè)計缺陷；貸款政策及受益群體的限制；投資渠道狹窄與資金保值增值的矛盾；利率控制的低存低貸現(xiàn)象；中心定位兩難境界和監(jiān)管缺失問題等等。這些問題的日益暴露一方面說明了住房公積金制度已經(jīng)到了勢必改革的必要階段,另一方面也說明了人們對住房公積金制度功能的期望和要求越來越高。 本文擬以住房公積金制度運作模式和過程為主要研究對象,突出實踐操作與理論研究相結(jié)合,對現(xiàn)有住房公積金制度的運行過程和機制中存在的問題進行詳細的分析和研究,找出問題和不足,并結(jié)合公共管理的相關(guān)理論和應(yīng)用,提出改進意見和對策,從而達到理論指導(dǎo)實踐的目的,完善和改進住房公積金制度。
[Abstract]:The housing accumulation fund system is a mandatory long-term housing fund system, it is to solve the housing problem of urban workers, and formed for the majority of low- and middle-income families to provide housing financing channels.The housing provident fund system has experienced more than 20 years of continuous development and perfection, and has achieved remarkable results. However, there are still some defects in the construction of the housing provident fund system: the coverage of the deposit mechanism is small and the design of the deposit quota is defective;The restriction of loan policy and benefit group; the contradiction between narrow investment channel and capital preservation and increment; low deposit and low loan phenomenon of interest rate control; the dilemma of central orientation and lack of supervision and so on.The increasing exposure of these problems on the one hand shows that the housing provident fund system has reached the necessary stage of reform, on the other hand, it also shows that people have higher and higher expectations and requirements for the function of the housing provident fund system.This paper takes the operation mode and process of housing accumulation fund system as the main research object, emphasizes the combination of practical operation and theoretical research, and makes a detailed analysis and research on the problems existing in the operation process and mechanism of the existing housing accumulation fund system.Find out the problems and shortcomings, and combine with the relevant theory and application of public management, put forward the improvement suggestions and countermeasures, so as to achieve the purpose of theoretical guidance and practice, improve and improve the housing provident fund system.
