【摘要】：發(fā)展節(jié)能環(huán)保產(chǎn)業(yè)具有重要意義和廣闊前景，預(yù)計“十二五”末，節(jié)能環(huán)保產(chǎn)業(yè)總產(chǎn)值將達(dá)到4.5萬億元，但融資難問題困擾著節(jié)能環(huán)保產(chǎn)業(yè)發(fā)展。融資租賃作為一種新興的融資模式，近年來在國內(nèi)獲得快速發(fā)展，2012年已經(jīng)達(dá)到1.55萬億元的規(guī)模。具有渠道豐富、方式靈活、節(jié)約稅負(fù)、優(yōu)化報表、促進(jìn)銷售等功能，非常適用于節(jié)能環(huán)保產(chǎn)業(yè)的大批企業(yè)。在節(jié)能環(huán)保領(lǐng)域，不少業(yè)務(wù)需要金融支持，鍋爐窯爐節(jié)能、電機(jī)及拖動設(shè)備系統(tǒng)節(jié)能、余熱余壓利用、節(jié)能產(chǎn)品、節(jié)能服務(wù)產(chǎn)業(yè)；資源循環(huán)利用產(chǎn)業(yè)；污水處理、垃圾處理、大氣污染控制、危險廢物與土壤污染治理、監(jiān)測設(shè)備方向等都有較大資金需求，且有國家政策支持，設(shè)備具有較好通用性，有較大市場作為支撐，適合融資租賃業(yè)務(wù)開展。但目前，很少有融資租賃公司在節(jié)能環(huán)保產(chǎn)業(yè)開展業(yè)務(wù)。 本文通過調(diào)查、訪談、資料調(diào)閱等方法，對節(jié)能環(huán)保產(chǎn)業(yè)融資租賃業(yè)務(wù)開展的政策法規(guī)、市場環(huán)境、業(yè)務(wù)開展情況、成功案例等現(xiàn)狀進(jìn)行調(diào)研和分析，，分析節(jié)能環(huán)保產(chǎn)業(yè)融資租賃業(yè)務(wù)開展較少的原因，挖掘制約融資租賃業(yè)務(wù)開展的問題和障礙，提出進(jìn)一步促進(jìn)融資租賃業(yè)務(wù)在節(jié)能環(huán)保產(chǎn)業(yè)廣泛開展的政策建議及市場策略。
[Abstract]:It is expected that the total output value of energy-saving and environmental protection industry will reach 4.5 trillion yuan at the end of the 12th Five-Year Plan, but the problem of financing is difficult to hinder the development of energy saving and environmental protection industry.As a new financing model, financial leasing has developed rapidly in China in recent years, reaching 1.55 trillion yuan in 2012.It has the functions of rich channels, flexible way, saving tax burden, optimizing report forms and promoting sales. It is very suitable for a large number of enterprises in energy saving and environmental protection industries.But at present, there are few financial leasing companies in the energy-saving and environmental protection industry to carry out business.Through investigation, interview, data retrieval and other methods, this paper investigates and analyzes the current situation of the policies and regulations, market environment, business development, successful cases, etc., of the finance leasing business of energy-saving and environmental protection industries.
