【摘要】：作為最早推行長期照護制度、護理成本最高的國家,荷蘭50年來一直進行改革完善。通過醫(yī)療費用、社會支持和長期照護三個特殊法案的建立,荷蘭養(yǎng)老護理服務制度從原來的醫(yī)療保險制度內相對獨立的一部分,發(fā)展為醫(yī)療護理和養(yǎng)老服務兩大部分的模式。醫(yī)療改革是長期照護改革的基礎,更好實現了醫(yī)護融合;長期照護理念更強調個人責任,養(yǎng)老成為地方政府主要責任;醫(yī)療和養(yǎng)老照護的非營利性機構服務以及廣泛的社會參與更是制度建立和改革的基礎。
[Abstract]:As the first country to implement the long-term care system and the highest nursing costs, the Netherlands has been reforming and perfecting for 50 years. Through the establishment of three special bills on medical expenses, social support and long-term care, The Dutch old-age care service system has developed from a relatively independent part of the original medical insurance system to two major modes of medical care and old-age service. Medical reform is the basis of long-term care reform and better realization of medical care integration; The concept of long-term care emphasizes the individual responsibility, the old-age care becomes the main responsibility of the local government, and the non-profit services of medical care and old-age care, as well as extensive social participation, are the basis of the establishment and reform of the system.
