我國保障性住房退出管理研究

【摘要】:住房問題不僅是重要的社會民生問題,同時也是重要的經(jīng)濟問題。由于中國住房體制改革,出現(xiàn)了少部分經(jīng)濟困難家庭無力購房、租房困難的情況。為了改善人民的居住環(huán)境,特別是改善低收入家庭的住房困難,我國政府出臺了一系列保障性住房政策。目前我國公共住房主要包括廉租住房、公共租賃房、經(jīng)濟適用房等公共住房,如果出現(xiàn)持有人為了短期套利騙取住房或者不符合條件的居民長期占用資源,就無法循環(huán)使用,無法切實保障低收入人民的居住權(quán)利。因此,為了使公共住房政策兼顧效率與公平,保證公共住房的可持續(xù)發(fā)展,建立一套合理的保障住房退出模式是函待解決的問題。鑒于此,,本文針對保障住房退出管理的主要研究內(nèi)容如下: 1、論文首先分析廉租住房、公共租賃房、經(jīng)濟適用房三種保障性住房退出的相關(guān)政策和存在問題,并對保障性住房的相關(guān)理論進(jìn)行了較為深入的研究。 2、基于剩余收入法對廉租住房退出的租戶最低收入標(biāo)準(zhǔn)進(jìn)行了研究,并建立了全國聯(lián)網(wǎng)的廉租戶動態(tài)收入監(jiān)控系統(tǒng);基于博弈論并結(jié)合香港公屋退出經(jīng)驗研究了我國廉租房退出的懲罰機制研究。 3、基于剩余收入法并考慮隱性收入系數(shù)法研究了公共租賃住房退出的租戶最低收入標(biāo)準(zhǔn)線;同時,論文利用博弈論結(jié)合新加坡組屋退出經(jīng)驗建立了公共租賃住房的退出激勵機制。 4、基于住房支付能力指數(shù)測算了經(jīng)濟適用住房退出的中低收入住戶最低收入標(biāo)準(zhǔn);同時,論文運用博弈論對政府關(guān)于經(jīng)濟適用房的“只售不租”和“租售并舉”兩個決策進(jìn)行了分析;最后,論文對經(jīng)濟適用房共有產(chǎn)權(quán)退出的回購模型進(jìn)行了研究。 5、廉租住房、公共租賃住房和經(jīng)濟適用住房的退出之間存在極強的關(guān)聯(lián)性,本文研究的退出標(biāo)準(zhǔn)收入線和監(jiān)督管理機制,將充分考慮不同層次保障性住房退出之間的有效銜接,最大限度滿足中低及中低以下收入群體的住房需求。
[Abstract]:The housing problem is not only an important social and livelihood issue, but also an important economic one. As a result of China's housing system reform, a small number of families with economic difficulties have been unable to buy or rent houses. In order to improve the living environment of the people, In particular, to improve the housing difficulties of low-income families, the Chinese government has issued a series of affordable housing policies. At present, public housing in China mainly includes low-rent housing, public rental housing, comfortable housing and other public housing. If the holder defrauds the house for the sake of short-term arbitrage, or if the residents who do not meet the requirements occupy the resources for a long time, they cannot recycle and effectively guarantee the residence rights of the low-income people. In order to balance efficiency and equity in public housing policy and ensure the sustainable development of public housing, it is necessary to establish a reasonable security housing exit model. The main contents of this paper are as follows:. 1. Firstly, this paper analyzes the relevant policies and problems of low-cost housing, public rental housing and comfortable housing, and makes a deep research on the theory of affordable housing. 2. Based on the residual income method, this paper studies the minimum income standard of the tenants who quit the low-rent housing, and establishes the national network low-rent households dynamic income monitoring system; Based on game theory and Hong Kong public housing exit experience, this paper studies the punishment mechanism of low-rent housing withdrawal in China. 3. Based on the residual income method and the implicit income coefficient method, the minimum income standard line of public rental housing is studied. Based on the game theory and Singapore's exit experience, this paper sets up the exit incentive mechanism of public rental housing. (4) based on the housing affordability index, the minimum income standard for low- and middle-income households with affordable housing withdrawal is calculated; at the same time, Using game theory, this paper analyzes the government's two decisions on "only sell not rent" and "rent and sell simultaneously". Finally, the paper studies the repurchase model of comfortable housing's withdrawal of common property right. 5. There is a strong correlation between the withdrawal of low-rent housing, public rental housing and affordable housing. The withdrawal standard income line and supervision and management mechanism studied in this paper will fully consider the effective connection between the withdrawal of different levels of affordable housing. To meet the maximum housing needs of low-middle and low-middle income groups.
