【摘要】：改革開放以來，我國的經(jīng)濟發(fā)展經(jīng)歷了從優(yōu)先發(fā)展部分區(qū)域，向區(qū)域協(xié)調(diào)發(fā)展的轉(zhuǎn)變過程，從中心城市對周邊區(qū)域的吸納階段，向中心城市對周邊區(qū)域的輻射帶動階段的轉(zhuǎn)變過程。在這種背景下，國家“十二五”規(guī)劃提出了重點建設(shè)環(huán)首都經(jīng)濟圈，為首都的產(chǎn)業(yè)技術(shù)轉(zhuǎn)移提供有效承接的戰(zhàn)略構(gòu)想。2014年2月26日，習(xí)近平總書記在聽取京津冀協(xié)同發(fā)展工作匯報時，突出強調(diào)了要實現(xiàn)京津冀一體化發(fā)展。從國際經(jīng)驗來看，倫敦、首爾、東京、巴黎等國際大都市的周圍均建立起了龐大的經(jīng)濟圈，并且這些環(huán)首都的龐大經(jīng)濟圈均形成了國際大都市發(fā)展和功能延伸的戰(zhàn)略腹地。 環(huán)首都欠發(fā)達(dá)地區(qū)是環(huán)首都經(jīng)濟圈中的重要組成部分，不僅承擔(dān)著本地區(qū)經(jīng)濟與社會發(fā)展的任務(wù)，還承擔(dān)著為首都提供水資源、保護生態(tài)環(huán)境和維護首都周邊穩(wěn)定的特殊任務(wù)。實現(xiàn)環(huán)首都欠發(fā)達(dá)地區(qū)綠色發(fā)展，對提高當(dāng)?shù)鼐用裆钏�，保護好首都周邊水資源和生態(tài)環(huán)境，維護首都周邊社會穩(wěn)定具有重要意義。 本文在界定了環(huán)首都欠發(fā)達(dá)地區(qū)范圍的基礎(chǔ)上，遵循經(jīng)濟發(fā)展的變化規(guī)律和不同經(jīng)濟發(fā)展的階段性特點，，按照我國區(qū)域經(jīng)濟發(fā)展由非均衡增長向均衡增長轉(zhuǎn)變的客觀要求，結(jié)合環(huán)首都欠發(fā)達(dá)地區(qū)經(jīng)濟發(fā)展的自身特點及金融供求狀況，分析了環(huán)首都欠發(fā)達(dá)地區(qū)經(jīng)濟與社會發(fā)展相對落后的現(xiàn)象及原因，闡述了現(xiàn)階段環(huán)首都欠發(fā)達(dá)地區(qū)加快發(fā)展過程中的金融需求增長與金融供給不足矛盾的主要表現(xiàn)及成因，通過分析加大金融對環(huán)首都欠發(fā)達(dá)地區(qū)綠色發(fā)展的金融支持的必要性與已經(jīng)具備的客觀條件，針對該區(qū)域存在的金融供給不足矛盾的表現(xiàn)及成因，立足環(huán)首都欠發(fā)達(dá)地區(qū)加快綠色發(fā)展的客觀需要，分別從深化金融改革，完善機構(gòu)體系，加大政策性金融支持力度，增強商業(yè)金融支持力度，優(yōu)化金融生態(tài)環(huán)境，促進(jìn)金融與經(jīng)濟良性發(fā)展等方面，提出了支持環(huán)首都欠發(fā)達(dá)地區(qū)發(fā)展的金融發(fā)展思路和主要措施。
[Abstract]:Since the reform and opening up, China's economic development has undergone a process of transition from giving priority to some regions to regional coordinated development, and from the stage of absorption of the surrounding areas by the central cities. The transformation process to the radiation driving stage of the central city to the surrounding area. Against this background, the state's 12th Five-Year Plan put forward the key construction of the economic circle around the capital city. On February 26th 2014, when General Secretary Xi Jinping listened to the report on the coordinated development of Beijing, Tianjin and Hebei, he highlighted the need to realize the integrated development of Beijing, Tianjin and Hebei. From the perspective of international experience, Large economic circles have been established around international metropolitan areas such as London, Seoul, Tokyo, Paris and so on, and these huge economic circles around the capital have formed the strategic hinterland for the development and functional extension of international metropolitan areas. The underdeveloped region around the capital is an important part of the economic circle around the capital. It not only undertakes the task of economic and social development in the region, but also provides water resources for the capital. The special task of protecting the ecological environment and maintaining stability around the capital, realizing the green development of the underdeveloped areas around the capital, will improve the living standards of local residents and protect the water resources and ecological environment around the capital. Maintaining social stability around the capital is of great significance. On the basis of defining the scope of the underdeveloped areas around the capital city, this paper follows the changing laws of economic development and the characteristics of different stages of economic development, and according to the objective requirements of the transition from unbalanced growth to balanced growth of regional economic development in China. Combined with the characteristics of economic development and the situation of financial supply and demand in the underdeveloped areas around the capital city, this paper analyzes the phenomena and causes of the relative backwardness of economic and social development in the underdeveloped areas around the capital city. This paper expounds the main manifestations and causes of the contradiction between the growth of financial demand and the shortage of financial supply in the process of speeding up the development of the underdeveloped areas around the capital city at the present stage. By analyzing the necessity and objective conditions of increasing financial support for the green development of the underdeveloped areas around the capital city, the paper aims at the manifestation and causes of the insufficient financial supply in this region. Based on the objective needs of accelerating the green development in the underdeveloped areas around the capital city, we should deepen the financial reform, perfect the institutional system, increase the support for policy-oriented finance, strengthen the support for commercial finance, and optimize the financial ecological environment. In the aspects of promoting the benign development of finance and economy, this paper puts forward the ideas and main measures to support the development of the underdeveloped areas around the capital city.
