【摘要】：本土化是津巴布韋穆加貝政府于2007年提出的一項(xiàng)重要經(jīng)濟(jì)政策,其本意在于消除殖民主義影響,糾正殖民統(tǒng)治造成的歷史不公正,將國(guó)家資源和經(jīng)濟(jì)主權(quán)掌握在本國(guó)手中。該政策的核心是外資企業(yè)必須將51%以上的股份轉(zhuǎn)讓或者預(yù)留給津巴布韋本地人,并為此制定通過(guò)了《本土化與經(jīng)濟(jì)授權(quán)法》等一系列法律法規(guī)。本土化法案在備受爭(zhēng)議和詬病中走過(guò)了10年歷程,批評(píng)者認(rèn)為該政策會(huì)嚴(yán)重影響外國(guó)投資者的積極性,對(duì)津巴布韋開(kāi)放市場(chǎng)、發(fā)展經(jīng)濟(jì)是極大的阻礙。津巴布韋的本土化法案并非專門針對(duì)中國(guó)投資者,但在實(shí)踐層面不可避免地對(duì)中國(guó)投資產(chǎn)生了影響,其中礦業(yè)領(lǐng)域的中資企業(yè)受影響最為直接和明顯。未來(lái)中津產(chǎn)能合作也繞不開(kāi)本土化問(wèn)題。
[Abstract]:Localization is an important economic policy put forward by the Government of Mugabe in Zimbabwe on 2007, with the intention of eliminating the effects of colonialism and correcting the historical injustices caused by colonial rule, Hold national resources and economic sovereignty in the hands of the country. The core of the policy is that foreign companies must transfer or reserve more than 51% shares for local Zimbabweans. A series of laws and regulations, such as the Localization and Economic Authorization Act, have been enacted for this purpose. The nativization Act has gone through a decade of controversy and criticism, and critics believe that the policy will seriously affect the enthusiasm of foreign investors. The development of the economy is a huge obstacle to Zimbabwe's opening up of its markets. Zimbabwe's localization bill is not specifically targeted at Chinese investors, but it inevitably has an impact on Chinese investment in practice. The most direct and obvious impact is on Chinese enterprises in the mining sector, and the future production cooperation between China and Tianjin will not lead to localization.
