【摘要】：內(nèi)部審計(jì)應(yīng)該內(nèi)置還是外包一直是理論界和實(shí)務(wù)界備受關(guān)注、爭(zhēng)論頗多的問題。本文結(jié)合免疫系統(tǒng)論提出"預(yù)防、揭示和抵御"功能,分析影響內(nèi)部審計(jì)內(nèi)置與外包的因素,主要從代理成本、OACS內(nèi)審模式、審計(jì)獨(dú)立性、審計(jì)程序和時(shí)間、專業(yè)勝任能力、公司治理6個(gè)方面分析并提出對(duì)策,指出企業(yè)應(yīng)結(jié)合自己的情況決定是否設(shè)置內(nèi)部審計(jì)機(jī)構(gòu),而不是單純認(rèn)為內(nèi)部審計(jì)工作需要外包給外部咨詢機(jī)構(gòu)。
[Abstract]:Whether internal audit should be built-in or outsourced has always been a subject of much concern and controversy in both theoretical and practical circles. Based on the immune system theory, this paper puts forward the function of "prevention, disclosure and resistance", and analyzes the factors that affect the internal audit and outsourcing, mainly from the perspective of agency cost, audit independence, audit procedure and time, professional competence, internal audit mode, audit independence, audit procedure and time, and professional competence. This paper analyzes six aspects of corporate governance and puts forward countermeasures. It points out that enterprises should decide whether to set up internal audit institutions according to their own situation, rather than simply thinking that internal audit work needs to be outsourced to external consulting institutions.
