【摘要】：公共管理的重要任務(wù)之一是推動政府公共服務(wù)的績效建設(shè),政府門戶網(wǎng)站集約化建設(shè)是政府提升公共服務(wù)的需求。本文將政府門戶網(wǎng)站建設(shè)項目作為考察對象,并考察其項目建設(shè)績效。對于政府門戶網(wǎng)站建設(shè)項目進行績效審計研究,方面有利于政府公共項目績效審計的理論創(chuàng)新,另一方面,有利于規(guī)范化政府門戶網(wǎng)站建設(shè)項目的績效管理實踐水平。本文首先在政府門戶網(wǎng)站建設(shè)項目理論和績效審計理論的基礎(chǔ)上,構(gòu)建了政府門戶網(wǎng)站建設(shè)項目的績效審計框架,設(shè)計了基于過程導向的績效審計模式和基于邏輯維度的績效審計流程規(guī)劃�？冃徲嫷牧鞒桃�(guī)劃是一個包括計劃、實施、檢查和處理的審計循環(huán),在流程內(nèi)結(jié)合政府門戶網(wǎng)站建設(shè)項目特點提出績效審計目標、審計主體、審計方法、審計報告、審計質(zhì)量控制等審計因素。其次建立了基于優(yōu)化審計目標的指標體系。它是在政府公共建設(shè)項目標準化績效審計指標體系的基礎(chǔ)上構(gòu)建,綜合考慮了政府門戶網(wǎng)站建設(shè)項目的建設(shè)效率性、過程合規(guī)性、產(chǎn)出效果性,強調(diào)對于網(wǎng)站服務(wù)效果以及項目運營管理的績效考察。最后探討了政府績效審計問責制度的建設(shè)。在包含績效審計結(jié)果公開和問責法律體系的績效審計問責框架內(nèi),將博弈論運用于績效審計問責制度分析,以問責機構(gòu)和責任單位為博弈雙方,混合策略納什均衡博弈結(jié)果表明可以通過增強對于問責機構(gòu)的輿論壓力、降低問責成本、提升問責處罰力度來落實績效審計問責制度。
[Abstract]:One of the important tasks of public management is to promote the performance construction of government public service, and the intensive construction of government portal is the demand of government to promote public service. This article regards the government portal website construction project as the inspection object, and examines its project construction performance. The research on the performance audit of the government portal website construction project is beneficial to the innovation of the theory of the government public project performance audit, on the other hand, to the standardization of the performance management practice level of the government portal website construction project. Firstly, based on the theory of government portal construction project and the theory of performance audit, this paper constructs the performance audit framework of government portal construction project. The process oriented performance audit model and the performance audit process planning based on logical dimension are designed. The process planning of performance audit is an audit cycle that includes planning, implementation, inspection and processing. The performance audit objective, audit subject, audit method, audit report are put forward according to the characteristics of the government portal construction project in the process. Audit quality control and other audit factors. Secondly, an index system based on optimizing audit objectives is established. It is constructed on the basis of the standardized performance audit index system of government public construction projects. It synthetically considers the construction efficiency, process regularity and output effect of government portal construction projects. Emphasizes the website service effect as well as the project operation management performance inspection. Finally, it discusses the construction of the accountability system of government performance audit. In the framework of accountability of performance audit, which includes the results of performance audit and the legal system of accountability, game theory is applied to the analysis of accountability system of performance audit. The result of mixed strategy Nash equilibrium game shows that the accountability system of performance audit can be implemented by increasing the pressure of public opinion, reducing the cost of accountability and enhancing the degree of accountability punishment.
