【摘要】：研究目的:追溯負責(zé)任的農(nóng)地投資理念在全球范圍的興起過程,以代表性案例為基礎(chǔ)梳理負責(zé)任的農(nóng)地投資實踐,揭示其對中國推進新型農(nóng)地流轉(zhuǎn)的啟示意義。研究方法:文獻梳理、案例研究、比較分析。研究結(jié)果:工商和金融資本的介入使得中國的農(nóng)地流轉(zhuǎn)愈發(fā)具有農(nóng)地投資色彩,防范農(nóng)地資本化的負面社會效應(yīng)需要引入負責(zé)任的農(nóng)地投資理念;負責(zé)任的農(nóng)地投資實踐旨在實現(xiàn)可持續(xù)的經(jīng)濟回報和社會回報,其要點體現(xiàn)為全周期實踐、突出重點實踐和循證實踐。研究結(jié)論:中國應(yīng)當(dāng)結(jié)合國情實際,以負責(zé)任的農(nóng)地投資理念為導(dǎo)向,著力構(gòu)建"政府監(jiān)管、行業(yè)自律、機構(gòu)負責(zé)、社區(qū)參與"的農(nóng)地投資模式。
[Abstract]:The purpose of this paper is to trace back the rise of the concept of responsible farmland investment in the world, and to sort out the practice of responsible agricultural land investment based on representative cases, and to reveal its significance for promoting the new type of agricultural land transfer in China. Methods: literature review, case study, comparative analysis. The results are as follows: the intervention of industrial, commercial and financial capital makes the farmland transfer in China more and more have the color of farmland investment, and the idea of responsible farmland investment should be introduced to prevent the negative social effect of farmland capitalization. The responsible practice of farmland investment aims at achieving sustainable economic and social returns, and its main points are full cycle practice, emphatic practice and evidence-based practice. The conclusion of the study is that China should combine with the reality of the national conditions, take the responsible concept of farmland investment as the guidance, and make great efforts to construct the agricultural land investment mode of "government supervision, industry self-discipline, agency responsibility and community participation".
