【摘要】：隨著經(jīng)濟(jì)社會(huì)的不斷發(fā)展,水產(chǎn)品的消費(fèi)數(shù)量在日益增加,水產(chǎn)品的流通量增加,而水產(chǎn)品的生產(chǎn)、加工、銷售等過程都離不開冷鏈物流,它是水產(chǎn)品得以流通的關(guān)鍵。水產(chǎn)品冷鏈物流的發(fā)展能夠存進(jìn)漁業(yè)經(jīng)濟(jì)的快速發(fā)展,因此它越來(lái)越受到人們重視。廣東省漁業(yè)資源十分豐富,但水產(chǎn)品冷鏈物流的發(fā)展并不完善,水產(chǎn)品流通率周轉(zhuǎn)速率較低,這些問題都影響了廣東漁業(yè)經(jīng)濟(jì)的發(fā)展,因此研究廣東水產(chǎn)品冷鏈物流,對(duì)廣東漁業(yè)經(jīng)濟(jì)的發(fā)展至關(guān)重要。在上述研究背景下,本文運(yùn)用文獻(xiàn)資料法、調(diào)查研究法,在分析了國(guó)內(nèi)外對(duì)于水產(chǎn)品冷鏈物流研究的基礎(chǔ)上,以系統(tǒng)理論、發(fā)展理論以及制度變遷理論為指導(dǎo),借鑒國(guó)內(nèi)外水產(chǎn)品冷鏈物流發(fā)展經(jīng)驗(yàn),提出了改善廣東省水產(chǎn)品冷鏈物流發(fā)展的建議措施。本文分析廣東水產(chǎn)品冷鏈物流的研究背景、該研究的理論與現(xiàn)實(shí)意義以及國(guó)內(nèi)外學(xué)者對(duì)于水產(chǎn)品冷鏈物流的研究總結(jié);對(duì)該論文所涉及的相關(guān)概念以及研究運(yùn)用到的系統(tǒng)理論、發(fā)展理論以及制度變遷理論進(jìn)行詳細(xì)的分析與闡述,這些就為研究廣東省水產(chǎn)品冷鏈物流提供了理論指導(dǎo);詳細(xì)分析了廣東水產(chǎn)品冷鏈物流的發(fā)展現(xiàn)現(xiàn)狀,對(duì)現(xiàn)有的問題進(jìn)行歸納總結(jié),詳細(xì)分析導(dǎo)致這些問題的原因,以及這些問題對(duì)于廣東水產(chǎn)品冷鏈物流發(fā)展的影響;對(duì)國(guó)內(nèi)外關(guān)于水產(chǎn)品冷鏈物流的先進(jìn)經(jīng)驗(yàn)進(jìn)行分析。主要選取了以美國(guó),日本、挪威為代表的國(guó)外案例進(jìn)行分析,國(guó)內(nèi)主要分析了山東、大連、上海,之后對(duì)國(guó)內(nèi)外發(fā)展經(jīng)驗(yàn)進(jìn)行總結(jié),為改善廣東水產(chǎn)品冷鏈物流提供經(jīng)驗(yàn)借鑒;分析了廣東水產(chǎn)品冷鏈物流優(yōu)化的思路、目的及原則。對(duì)優(yōu)化廣東水產(chǎn)品冷鏈物流的發(fā)展提出明確的研究思路以及研究目的及研究原則以及對(duì)優(yōu)化措施的提供了指導(dǎo)。提出改善廣東省水產(chǎn)品冷鏈物流的對(duì)策措施。該部分主要從政策、技術(shù)、標(biāo)準(zhǔn)化管理、市場(chǎng)準(zhǔn)入制度、以及人才培養(yǎng)等方面來(lái)提出策略建議。包括發(fā)揮政府職能作用,完善政府法規(guī),充分發(fā)揮宏觀調(diào)控作用,加大財(cái)政投入,改善冷鏈物流基礎(chǔ)建設(shè),完善法律法規(guī),健全規(guī)范的市場(chǎng)行為,完善市場(chǎng)準(zhǔn)入制度,加快第三方、第四方冷鏈物流的發(fā)展,注重人才的培養(yǎng),積極引進(jìn)前進(jìn)設(shè)備;重視行業(yè)協(xié)會(huì)的作用等措施。
[Abstract]:With the development of economy and society, the consumption of aquatic products is increasing day by day, the circulation of aquatic products is increasing, and the production, processing and sale of aquatic products are inseparable from the cold chain logistics, which is the key to the circulation of aquatic products. The development of cold chain logistics of aquatic products can be put into the rapid development of fishery economy, so it has been paid more and more attention. Guangdong Province is rich in fishery resources, but the development of aquatic product cold chain logistics is not perfect, the turnover rate of aquatic product circulation rate is relatively low, these problems all affect the development of Guangdong fishery economy, so the study of Guangdong aquatic product cold chain logistics, The development of Guangdong fishery economy is very important. Under the above research background, this article uses the literature method, the investigation research method, has analyzed the domestic and foreign regarding the aquatic product cold chain logistics research foundation, with the system theory, the development theory and the system change theory as the instruction, Based on the experience of the development of aquatic product cold chain logistics at home and abroad, this paper puts forward some suggestions to improve the development of aquatic product cold chain logistics in Guangdong province. This paper analyzes the research background of Guangdong aquatic product cold chain logistics, the theoretical and practical significance of this research and the summary of domestic and foreign scholars' research on aquatic product cold chain logistics; The related concepts involved in the paper and the system theory, development theory and institutional change theory are analyzed and elaborated in detail, which provides theoretical guidance for the study of the cold chain logistics of aquatic products in Guangdong Province. The present situation of the development of Guangdong aquatic product cold chain logistics is analyzed in detail, the existing problems are summarized, the causes of these problems are analyzed in detail, and the influence of these problems on the development of Guangdong aquatic product cold chain logistics is analyzed in detail. The advanced experience of cold chain logistics of aquatic products at home and abroad is analyzed. Mainly selected the United States, Japan, Norway as the representative of foreign cases to analyze, the domestic mainly analyzed Shandong, Dalian, Shanghai, and then summarized the domestic and foreign development experience, for improving Guangdong aquatic products cold chain logistics experience; The idea, purpose and principle of optimizing the cold chain logistics of Guangdong aquatic products are analyzed. This paper puts forward a clear research idea, research aim and research principle for optimizing the development of the cold chain logistics of Guangdong aquatic products, and provides guidance for the optimization measures. The countermeasures to improve the cold chain logistics of aquatic products in Guangdong province are put forward. In this part, policy, technology, standardized management, market access system and personnel training are proposed. Including giving full play to the functions of the government, perfecting government laws and regulations, giving full play to the role of macro-control, increasing financial input, improving the infrastructure construction of cold-chain logistics, perfecting laws and regulations, perfecting the standardized market behavior, and perfecting the market access system. Speed up the third party, the fourth party cold chain logistics development, pay attention to the cultivation of talents, actively introduce advanced equipment; Attach importance to the role of trade associations and other measures.
