【摘要】：中國從二元戶籍的隔離走向城鄉(xiāng)戶口登記制度的統(tǒng)一,使戶籍制度改革成為了新世紀(jì)最具影響力的時(shí)代變革之一,但同時(shí)進(jìn)城落戶農(nóng)民的土地權(quán)益保障問題也凸顯出來�；趯�(duì)全國1620個(gè)行政村的調(diào)查,主要考察退地補(bǔ)償方案、留地制施行期限、戶籍制度改革中的土地確權(quán)、承包地合理利用、"逆城市化"回遷等問題,分析發(fā)現(xiàn),在城鄉(xiāng)經(jīng)濟(jì)社會(huì)一體化發(fā)展的背景下戶籍制度改革中進(jìn)城落戶農(nóng)民的土地權(quán)益保護(hù)不力。據(jù)此,在居住證制度新政實(shí)施中,亟需完善思路,積極推進(jìn)戶籍制度與土地制度改革的互動(dòng)。
[Abstract]:From the separation of dual household registration to the unification of urban and rural household registration system, the reform of household registration system has become one of the most influential changes in the new century, but at the same time, the protection of land rights and interests of peasants living in cities is also highlighted. Based on the investigation of 1620 administrative villages in the whole country, this paper mainly investigates the compensation scheme of retreating land, the duration of the land retention system, the right to confirm the land in the reform of the household registration system, the rational utilization of the contracted land, the return of the "reverse urbanization", and so on. Under the background of the integration of urban and rural economic and social development, the protection of land rights and interests of peasants living in cities is weak in the reform of household registration system. Therefore, in the implementation of the new policy of residence permit system, it is urgent to improve the train of thought and actively promote the interaction between the household registration system and the land system reform.
