【摘要】：近年來,貴州省充當著新一輪農(nóng)村改革先行者的角色。湄潭經(jīng)過持續(xù)30年的改革形成成體系的制度安排,六盤水實行資源變資產(chǎn)、資金變股金、農(nóng)民變股東的"三變"改革,安順實行"確權、賦權、易權"的"三權"促"三變"改革,這些探索和實踐為我國深化農(nóng)村改革提供了值得觀察的案例。貴州新一輪農(nóng)村改革給我們的啟示包括:以農(nóng)業(yè)工業(yè)化實現(xiàn)后發(fā)地區(qū)現(xiàn)代化;以資源價值資本化推動發(fā)展;明晰和尊重產(chǎn)權是始終如一的主線;經(jīng)營方式變革是特色農(nóng)業(yè)經(jīng)營的重要條件;財政和扶貧資金變股金是重要的制度創(chuàng)新。
[Abstract]:In recent years, Guizhou province acts as a new round of rural reform pioneer role. After 30 years of continuous reform, Meitan has formed a system of institutional arrangements. Liupanshui has implemented the transformation of resources into assets, funds to shares and funds, farmers to shareholders, and Anshun to "affirmative power and empowerment." These explorations and practices have provided an observable case for deepening rural reform in China. The enlightenment of the new round of rural reform in Guizhou includes: realizing the modernization of the backward areas by agricultural industrialization, promoting the development with the capitalization of resource value, clarifying and respecting the property right is the consistent main line; The reform of management mode is an important condition of characteristic agriculture management, and the finance and poverty alleviation fund is an important system innovation.
