【摘要】：近年來,貧困地區(qū)的經(jīng)濟(jì)發(fā)展問題一直是社會關(guān)注的熱點(diǎn),湖南武陵山片區(qū)作為隸屬武陵山片區(qū)的一部分,依據(jù)《武陵山片區(qū)區(qū)域發(fā)展與扶貧攻堅規(guī)劃(2011-2020)》及《中國農(nóng)村扶貧開發(fā)綱要(2011-2020)》實(shí)施目標(biāo),該區(qū)域的減貧與脫貧對武陵山片區(qū)和湖南省實(shí)現(xiàn)2020年全面脫貧意義重大。國內(nèi)外相關(guān)文獻(xiàn)表明經(jīng)濟(jì)多樣性有利于經(jīng)濟(jì)增長、經(jīng)濟(jì)穩(wěn)定及減緩貧困。目前,湖南武陵山片區(qū)貧困及返貧現(xiàn)象較為嚴(yán)峻,為改善湖南武陵山集中連片特困地區(qū)的貧困狀況,進(jìn)一步提高扶貧效率。本文運(yùn)用熵值法、標(biāo)準(zhǔn)差、變異系數(shù)、探索性空間數(shù)據(jù)分析法及空間計量回歸分析法對湖南武陵山片區(qū)2000-2014年37個縣市區(qū)的截面數(shù)據(jù)進(jìn)行了經(jīng)濟(jì)多樣性研究及多樣性減貧實(shí)證分析。主要結(jié)果表明:(1)湖南武陵山片區(qū)產(chǎn)業(yè)多樣性總體呈“下降”趨勢,收入多樣性總體呈“先下降后上升”趨勢,片區(qū)內(nèi)不同縣市區(qū)產(chǎn)業(yè)(收入)多樣性差距在逐步縮小;(2)總體而言,張家界片區(qū)的經(jīng)濟(jì)多樣化程度最高,婁邵片區(qū)次之,懷化片區(qū)最低。減貧效果上,收入多樣性的減貧效應(yīng)要大于產(chǎn)業(yè)多樣性的減貧效應(yīng),減貧效果最好的為張家界片區(qū),其次為婁邵片區(qū),減貧效果最不明顯的為懷化片區(qū)。從經(jīng)濟(jì)多樣性的減貧效率來看,2000-2014年間,湖南武陵山片區(qū)的產(chǎn)業(yè)多樣性和收入多樣性都有利于減貧,但產(chǎn)業(yè)多樣性減貧效果隨著時間呈“上升”趨勢,收入多樣性減貧效果隨著時間呈“先上升后下降”趨勢;(3)農(nóng)民人均純收入隨著產(chǎn)業(yè)(收入)多樣性的提高呈現(xiàn)強(qiáng)倒“U”型趨勢,說明湖南武陵山片區(qū)37縣市的產(chǎn)業(yè)(收入)多樣性有利于減貧,但隨著經(jīng)濟(jì)多樣性程度的提升,減貧的邊際效應(yīng)呈遞減趨勢,當(dāng)多樣化達(dá)到一定程度后,繼續(xù)實(shí)施經(jīng)濟(jì)多樣化可能會拉低減貧的效率反而不利于減貧,適度經(jīng)濟(jì)多樣化發(fā)展才是湖南武陵山片區(qū)的正確選擇。
[Abstract]:In recent years, economic development in poverty-stricken areas has been a hot topic of social concern. The Wuling Mountain region in Hunan Province is a part of the Wuling Mountain region. According to the Plan for Regional Development and Poverty Alleviation in Wulingshan region (2011-2020) and the Program for Poverty Alleviation and Development in China's Rural areas (2011-2020), The poverty reduction and poverty reduction in this region is of great significance to Wuling Mountain region and Hunan Province in 2020. Relevant documents at home and abroad show that economic diversity is conducive to economic growth, economic stability and poverty alleviation. At present, the phenomenon of poverty and return to poverty in Wuling Mountain region of Hunan Province is more severe. In order to improve the poverty situation in the special poverty area of Wuling Mountain, Hunan Province, we can further improve the efficiency of poverty alleviation. In this paper, entropy method, standard deviation, coefficient of variation, Exploratory spatial data analysis and spatial econometric regression analysis were used to analyze the cross-section data of 37 counties in Wuling Mountain area of Hunan Province from 2000 to 2014. The main results are as follows: (1) the industrial diversity in Wuling Mountain region of Hunan Province is on the whole "decreasing" trend, the income diversity is "decreasing first and then rising" trend, and the industrial (income) diversity gap in different counties and urban areas in the region is gradually narrowing; (2) in general, Zhangjiajie has the highest degree of economic diversification, Loushao is the second, Huaihua is the lowest. The poverty reduction effect of income diversity is greater than that of industrial diversity. The best poverty reduction effect is Zhangjiajie district, followed by Loushao district, and the least obvious poverty reduction effect is Huaihua region. From the point of view of poverty reduction efficiency of economic diversity, from 2000 to 2014, the industrial diversity and income diversity of Wuling Mountain region in Hunan Province are beneficial to poverty reduction, but the effect of industrial diversity poverty reduction shows a "rising" trend over time. The poverty reduction effect of income diversity shows a trend of "rising first and then decreasing" over time; (3) the per capita net income of farmers shows a strong "U" trend with the increase of industrial (income) diversity, indicating that the industrial (income) diversity of 37 counties and cities in Wuling Mountain region of Hunan Province is conducive to poverty reduction, but with the increase of economic diversity, The marginal effect of poverty reduction shows a decreasing trend, when diversification reaches a certain degree, the continued implementation of economic diversification may lower the efficiency of poverty reduction, but it is not conducive to poverty reduction. Moderate economic diversification is the correct choice for the Wuling Mountain region in Hunan Province.
