溫州市土地利用規(guī)劃實(shí)施評價及管理措施研究

【摘要】:土地利用規(guī)劃是根據(jù)土地的自然條件、經(jīng)濟(jì)社會條件和發(fā)展趨勢而編制的有關(guān)土地利用的中長遠(yuǎn)規(guī)劃,它是科學(xué)有效利用土地的依據(jù)和基礎(chǔ)。溫州市此輪土地利用規(guī)劃從2006年至2013年已實(shí)施8年,處于實(shí)施的中期階段,雖然它在合理利用和科學(xué)管理土地中發(fā)揮了舉足輕重的作用,但此輪溫州土地利用規(guī)劃實(shí)施過程中也遇到了各種各樣的新問題和新情況,急需全面評價土地利用總體規(guī)劃的實(shí)施情況,并為更好地實(shí)施規(guī)劃提出合理的、有效的管理措施。本文以《溫州市土地利用總體規(guī)劃2006-2020年》為研究對象,引用溫州市依法公布和審批的經(jīng)濟(jì)社會、土地利用等數(shù)據(jù),采用特菲爾法、層次分析法和因果法全面評價溫州市此輪土地利用規(guī)劃的實(shí)施情況,根據(jù)規(guī)劃實(shí)施評價結(jié)果,分析規(guī)劃取得的成效和問題存在的原因、從而進(jìn)一步提出對應(yīng)的管理措施。本文共有六個部分。第一部分簡要介紹研究背景、研究意義、研究現(xiàn)狀,采取的研究方法和技術(shù)路線、研究主要特色;第二部分說明土地利用規(guī)劃、規(guī)劃實(shí)施評價和實(shí)施管理的概念,描述使用的相關(guān)理論;第三部分全面評價規(guī)劃實(shí)施情況,構(gòu)建了規(guī)劃實(shí)施定量評價指標(biāo)體系,建立了規(guī)劃實(shí)施評價模型、確定評價指標(biāo)權(quán)重和評價指標(biāo)標(biāo)準(zhǔn)化,得出規(guī)劃實(shí)施取得的成效;第四部分總結(jié)規(guī)劃實(shí)施存在問題,并對問題存在的原因進(jìn)行分析;第五部分系統(tǒng)的提出了規(guī)劃實(shí)施管理措施;最后得出本文結(jié)論。通過研究,本文認(rèn)為規(guī)劃實(shí)施期間,溫州市耕地和基本農(nóng)田得到了較好的保護(hù),經(jīng)濟(jì)社會發(fā)展對建設(shè)用地的合理需求得到了較好的保障,土地節(jié)約集約利用水平進(jìn)一步提高,生態(tài)屏障用地得到了保護(hù),增強(qiáng)了按規(guī)劃使用土地和管理土地的意識;但仍存在保護(hù)耕地形勢嚴(yán)峻,建設(shè)用地供應(yīng)壓力大,規(guī)劃難以適應(yīng)新的發(fā)展要求,與相關(guān)規(guī)劃不銜接,目標(biāo)與管理措施不配套等問題,主要是因?yàn)榈胤椒ㄒ?guī)保障缺乏、行政保障手段不健全,經(jīng)濟(jì)手段力度不強(qiáng)、規(guī)劃宣傳和公眾參與薄弱,科技保障能力缺乏等,為了更好地發(fā)揮規(guī)劃作用,下一步,必須加強(qiáng)地方立法,加強(qiáng)行政保障措施、科技措施,采取相應(yīng)的經(jīng)濟(jì)措施,加大規(guī)劃實(shí)施公眾參與和公開力度。
[Abstract]:Land use planning, which is based on the natural conditions of land, economic and social conditions and development trends, is a medium- and long-term planning of land use, which is the basis and basis for the scientific and effective use of land. This round of land use planning in Wenzhou has been implemented for 8 years from 2006 to 2013, and is in the middle stage of implementation, although it plays an important role in the rational use and scientific management of land. However, this round of land use planning in Wenzhou also encountered a variety of new problems and new situations. It is urgent to comprehensively evaluate the implementation of the overall land use planning, and put forward reasonable and effective management measures for better implementation of the plan. In this paper, the general plan of land use in Wenzhou, 2006-2020, is taken as the research object, and the economic, social, land use and other data published and approved by Wenzhou according to law are cited, and the Tefer method is used. Analytic hierarchy process (AHP) and causality method are used to evaluate the implementation of this round of land use planning in Wenzhou City. According to the evaluation results of the implementation of the planning, the results of the planning and the causes of the problems are analyzed, and the corresponding management measures are put forward. There are six parts in this paper. The first part briefly introduces the research background, research significance, research status, research methods and technical routes adopted, the main characteristics of the study, the second part describes the concept of land use planning, planning implementation evaluation and implementation management. The third part comprehensively evaluates the implementation of the planning, constructs the quantitative evaluation index system of the planning implementation, establishes the evaluation model of the planning implementation, determines the weight of the evaluation index and the standardization of the evaluation index. The fourth part summarizes the problems in planning implementation and analyzes the reasons for the problems. The fifth part systematically puts forward the management measures of planning implementation; finally draws the conclusion of this paper. Through the research, this paper holds that during the implementation of the plan, the cultivated land and basic farmland in Wenzhou have been better protected, the reasonable demand for the construction land has been better guaranteed for the economic and social development, and the level of intensive land use has been further improved. The ecological barrier land has been protected, and the consciousness of using and managing the land according to the plan has been enhanced. However, the situation of protecting cultivated land is grim, the supply pressure of construction land is heavy, and the planning is difficult to adapt to the new development requirements and is not connected with the related plans. Such problems as the lack of support for local laws and regulations, inadequate administrative safeguards, weak economic means, weak planning, publicity and public participation, and lack of scientific and technological support are the main reasons for the lack of matching objectives and management measures. In order to play a better role in planning, the next step is to strengthen local legislation, strengthen administrative security measures, scientific and technological measures, take corresponding economic measures, and increase public participation and openness in planning and implementation.
