【摘要】：連續(xù)多年,中央在一號(hào)文件中把解決“三農(nóng)”問(wèn)題當(dāng)做重中之重,而綠色發(fā)展是我國(guó)在經(jīng)濟(jì)發(fā)展方面所面臨的重大問(wèn)題,要使農(nóng)業(yè)綠色發(fā)展最為重要的方式就是轉(zhuǎn)型,在保護(hù)資源以及環(huán)境的前提下來(lái)使農(nóng)業(yè)長(zhǎng)久良好的發(fā)展,進(jìn)一步推動(dòng)經(jīng)濟(jì)發(fā)展與資源、環(huán)境以及人口方面協(xié)調(diào)前進(jìn)。而都市農(nóng)業(yè)正好體現(xiàn)了這種新的科學(xué)發(fā)展觀,都市農(nóng)業(yè)在發(fā)展過(guò)程中,充分發(fā)揮它的經(jīng)濟(jì)、生態(tài)以及社會(huì)功能,利用它的多功能性來(lái)帶動(dòng)城鄉(xiāng)一體化的發(fā)展,對(duì)于增加農(nóng)民收入以及人與自然的可持續(xù)發(fā)展方面做出了重大貢獻(xiàn),促進(jìn)農(nóng)業(yè)發(fā)展方式的轉(zhuǎn)變是未來(lái)發(fā)展的大趨勢(shì)和必然選擇。目前,保定市工業(yè)化進(jìn)程加速,城鄉(xiāng)之間加速融合,在京津冀一體化發(fā)展的背景下,國(guó)務(wù)院批復(fù)保定市行政區(qū)劃的調(diào)整,這些變化都進(jìn)一步推動(dòng)保定市都市農(nóng)業(yè)的發(fā)展,保定市將要迎接都市農(nóng)業(yè)發(fā)展的重大機(jī)遇和挑戰(zhàn)。通過(guò)運(yùn)用PESTEL分析法,從六個(gè)方面分別了解到保定市發(fā)展都市農(nóng)業(yè)的大環(huán)境。通過(guò)與北京、天津的對(duì)比研究,了解到當(dāng)前保定市都市農(nóng)業(yè)的建設(shè)已經(jīng)有了初步的發(fā)展,但是由于它發(fā)展的時(shí)期比較短,還要面臨環(huán)境生態(tài)的壓力問(wèn)題,缺乏科學(xué)的發(fā)展規(guī)劃。因此,在京津冀發(fā)展的大機(jī)遇下,如果這些問(wèn)題不能及時(shí)地解決,必然會(huì)對(duì)保定市發(fā)展都市農(nóng)業(yè)有一定的影響作用。本文首先介紹了研究背景及意義,通過(guò)對(duì)國(guó)內(nèi)外都市農(nóng)業(yè)研究現(xiàn)狀的了解并在這些的基礎(chǔ)上,闡述了有關(guān)都市農(nóng)業(yè)的概念以及相關(guān)理論基礎(chǔ)。了解保定市發(fā)展都市農(nóng)業(yè)優(yōu)勢(shì),為今后研究保定市現(xiàn)代都市農(nóng)業(yè)提供相關(guān)資料;針對(duì)對(duì)比研究認(rèn)識(shí)到保定市現(xiàn)代都市農(nóng)業(yè)在發(fā)展中存在的一些問(wèn)題,提出相應(yīng)的對(duì)策建議。保定市都市農(nóng)業(yè)的發(fā)展需要從科學(xué)角度出發(fā),提升農(nóng)民整體素質(zhì),以生態(tài)環(huán)境建設(shè)為起始目的,從各方面進(jìn)行完善。這些對(duì)保定市進(jìn)一步發(fā)展現(xiàn)代都市農(nóng)業(yè)具有一定的借鑒意義。
[Abstract]:For many years in a row, the Central Committee has made the resolution of the "three agricultural and rural issues" a top priority in the first document, and green development is a major problem facing our country in economic development. The most important way to make green development in agriculture is to transform it. Under the premise of protecting resources and environment, agriculture can develop well for a long time, and further promote economic development and coordination with resources, environment and population. Urban agriculture embodies this new scientific concept of development. In the process of development, urban agriculture can give full play to its economic, ecological and social functions, and use its versatility to promote the development of urban and rural integration. It has made great contributions to the increase of farmers' income and the sustainable development of man and nature. Promoting the transformation of agricultural development mode is the main trend and inevitable choice of future development. At present, the process of industrialization in Baoding City is accelerating, and the integration between urban and rural areas is accelerating. Under the background of the integration of Beijing, Tianjin and Hebei, the State Council has approved the adjustment of the administrative divisions of Baoding City. These changes have further promoted the development of urban agriculture in Baoding City. Baoding City will meet the major opportunities and challenges of urban agricultural development. By using PESTEL analysis, the environment of Baoding city's development of urban agriculture is found out from six aspects. Through the comparative study with Beijing and Tianjin, it is known that the construction of urban agriculture in Baoding City has already made a preliminary development, but because of its short period of development, it has to face the pressure of environmental and ecological problems, and lack of scientific development plan. Therefore, under the great opportunity of the development of Beijing-Tianjin-Hebei, if these problems can not be solved in time, it will certainly have a certain influence on the development of urban agriculture in Baoding. This paper first introduces the research background and significance, through the understanding of domestic and foreign urban agriculture research status and on the basis of these, elaborated the concept of urban agriculture and related theoretical basis. To understand the advantages of the development of urban agriculture in Baoding City, to provide relevant information for the future study of modern urban agriculture in Baoding City, and to put forward corresponding countermeasures and suggestions in view of the comparative study on the problems existing in the development of modern urban agriculture in Baoding City. The development of urban agriculture in Baoding city needs to improve the farmers' overall quality from the scientific point of view and improve the ecological environment construction from all aspects. These further development of modern urban agriculture in Baoding City has certain reference significance.
