新疆瑪納斯縣農(nóng)村土地流轉(zhuǎn)問(wèn)題研究

【摘要】:改革開(kāi)放以來(lái),我國(guó)東部地區(qū)率先開(kāi)展土地流轉(zhuǎn),并在此基礎(chǔ)上不斷發(fā)展土地規(guī)模經(jīng)營(yíng),為農(nóng)業(yè)發(fā)展創(chuàng)造了良好的條件。新疆地理位置特殊,是我國(guó)重要的小麥、棉花、紅棗、哈密瓜等農(nóng)作物的重要產(chǎn)區(qū),在實(shí)現(xiàn)農(nóng)村土地家庭承包經(jīng)營(yíng)基礎(chǔ)上的規(guī);(jīng)營(yíng)道路上起步較晚,發(fā)展水平低,敿{斯縣在農(nóng)業(yè)方面具有較強(qiáng)的比較優(yōu)勢(shì),社會(huì)經(jīng)濟(jì)在全疆相對(duì)比較發(fā)達(dá),自2006年開(kāi)始,縣政府便提出加快土地流轉(zhuǎn)的政策和方針,在隨后的發(fā)展過(guò)程也一直走在全疆的其前列。因此在國(guó)家連續(xù)十二年聚焦“三農(nóng)”問(wèn)題,烏昌石城市群產(chǎn)業(yè)空間布局與結(jié)構(gòu)優(yōu)化和“一帶一路”的大背景下,研究瑪納斯縣的土地流轉(zhuǎn)問(wèn)題具有更大的意義。本文主要分四部分對(duì)相關(guān)內(nèi)容進(jìn)行討論:第一部分主要對(duì)農(nóng)村土地流轉(zhuǎn)、農(nóng)民權(quán)益等相關(guān)概念進(jìn)行界定,然后介紹相關(guān)的產(chǎn)權(quán)理論、制度變遷理論、規(guī)模經(jīng)營(yíng)理論、地租理論等作為論文研究的依據(jù)和范圍。第二部分描述了瑪納斯縣和全國(guó)土地流轉(zhuǎn)的發(fā)展?fàn)顩r,分別在土地流轉(zhuǎn)形式、流轉(zhuǎn)特點(diǎn)和影響土地流轉(zhuǎn)的因素等方面進(jìn)行了分析。主要指出瑪納斯縣農(nóng)村土地流轉(zhuǎn)規(guī)模近年來(lái)呈現(xiàn)不斷擴(kuò)大的趨勢(shì)。在全國(guó)范圍內(nèi)比較,新疆瑪納斯土地流轉(zhuǎn)規(guī)模總體上低于內(nèi)地經(jīng)濟(jì)發(fā)達(dá)地區(qū)。農(nóng)戶(hù)對(duì)流出土地質(zhì)量關(guān)注不夠,破壞性流轉(zhuǎn)現(xiàn)象依然存在。土地流轉(zhuǎn)主要有轉(zhuǎn)包、出租、互換、轉(zhuǎn)讓、入股和金融抵押等其他多種形式。第三部分通過(guò)對(duì)調(diào)查結(jié)果的分析,得出瑪納斯縣土地流轉(zhuǎn)的主要影響因素。最終指出了土地流轉(zhuǎn)存在的問(wèn)題主要在農(nóng)民自身、社會(huì)經(jīng)濟(jì)和制度等方面。第四部分針對(duì)新疆瑪納斯縣農(nóng)村土地流轉(zhuǎn)所存在的問(wèn)題,在制度宣傳、機(jī)構(gòu)設(shè)置和民生等方面提出相應(yīng)的政策建議,從而保障土地流轉(zhuǎn)能夠滿(mǎn)足農(nóng)民的意愿并且得到長(zhǎng)遠(yuǎn)的發(fā)展。并展望在尊重農(nóng)民權(quán)益的前提下,可以對(duì)土地流轉(zhuǎn)的方式進(jìn)行一系列的探索和創(chuàng)新。隨著新疆農(nóng)村經(jīng)濟(jì)發(fā)展與城市化進(jìn)程的加速,農(nóng)村土地流轉(zhuǎn)必然會(huì)呈現(xiàn)出快速發(fā)展的趨勢(shì)。作為農(nóng)村土地流轉(zhuǎn)的主體,農(nóng)民的土地權(quán)益應(yīng)該得到更多的關(guān)注與保護(hù)。所以,構(gòu)建我國(guó)農(nóng)民土地權(quán)益保護(hù)機(jī)制的過(guò)程也將是一個(gè)不斷完善農(nóng)村土地流轉(zhuǎn)制度的過(guò)程。
[Abstract]:Since the reform and opening up, the eastern region of China has taken the lead in land circulation, and on the basis of which land scale management has been continuously developed, which has created good conditions for the development of agriculture. Xinjiang is an important producing area of wheat, cotton, jujube, Hami melon and so on. It starts late on the way of large-scale management on the basis of household contract management of rural land, and its development level is low. Manas County has a strong comparative advantage in agriculture, and its social economy is relatively developed throughout Xinjiang. Since 2006, the county government has put forward policies and guidelines to speed up land transfer. In the subsequent development process has been in the forefront of the whole Xinjiang. Therefore, under the background of the national focusing on the "three rural issues" for 12 consecutive years, the optimization of the industrial spatial layout and structure of Wuchang City Group and the "Belt and Road", it is of greater significance to study the land circulation problem in Manas County. This paper is divided into four parts to discuss the relevant content: the first part mainly defines the related concepts of rural land circulation, farmers' rights and interests, and then introduces the relevant property rights theory, institutional change theory, scale management theory, etc. The theory of government rent is the basis and scope of this paper. The second part describes the development of land circulation in Manas County and the whole country, and analyzes the form of land circulation, the characteristics of land circulation and the factors affecting land circulation. It mainly points out that the scale of rural land circulation in Manas County has been increasing in recent years. Compared with the whole country, the land circulation scale of Manas in Xinjiang is lower than that in the economically developed areas. Farmers pay less attention to the quality of land outflow, and the phenomenon of destructive circulation still exists. Land transfer mainly subcontract, lease, swap, transfer, equity and financial mortgage and other forms. The third part through the investigation result analysis, obtains the Manas county land circulation main influence factor. Finally, the paper points out that the problems of land circulation mainly lie in farmers themselves, social economy and system and so on. The fourth part, aiming at the problems existing in the rural land circulation in Manas County, Xinjiang, puts forward the corresponding policy recommendations in the aspects of system propaganda, institution setting and people's livelihood, etc. Thus, land circulation can meet the wishes of farmers and get long-term development. It also looks forward to a series of exploration and innovation on the way of land circulation on the premise of respecting farmers' rights and interests. With the acceleration of rural economic development and urbanization in Xinjiang, the rural land circulation will inevitably show a trend of rapid development. As the main body of rural land circulation, farmers' land rights and interests should be paid more attention and protection. Therefore, the process of constructing the protection mechanism of farmers' land rights and interests will also be a process of perfecting the system of rural land circulation.
