【摘要】：貧困線是對(duì)貧困的度量,它總是植根于貧困的研究中。貧困線是一個(gè)動(dòng)態(tài)的概念,不僅僅是因?yàn)樨毨莿?dòng)態(tài)的,度量貧困的標(biāo)準(zhǔn)也是可變的。百年以來(lái)變動(dòng)著的貧困線定義塑造出貧困線的三個(gè)特質(zhì):數(shù)量性、工具性和社會(huì)性。而規(guī)范化的貧困線定義則包括四個(gè)密不可分的組件:參考子群、絕對(duì)內(nèi)核、價(jià)值判斷、度量尺度。貧困線的確定不僅是一個(gè)技術(shù)和政策層面的問題,更是一個(gè)沒有解釋透的理論和道德問題。"要素固定,表達(dá)無(wú)限"可能是規(guī)范化和科學(xué)化界定貧困線應(yīng)走之路。
[Abstract]:Poverty line is a measure of poverty, it is always rooted in the study of poverty. Poverty line is a dynamic concept, not only because poverty is dynamic, the measure of poverty is variable. The changing definition of poverty line over the past hundred years has shaped three characteristics of poverty line: quantitative, instrumental and social. The standard definition of poverty line consists of four components: reference subgroup, absolute kernel, value judgment, and metric. The determination of the poverty line is not only a technical and policy issue, but also a theoretical and moral issue that is not fully explained. " Fixed elements and infinite expression may be the way to define the poverty line in a standardized and scientific way.
