【摘要】："整體性扶貧"是對(duì)中國(guó)扶貧開(kāi)發(fā)政策和實(shí)踐的本土經(jīng)驗(yàn)總結(jié),使得扶貧開(kāi)發(fā)中的一切"整合"得到落實(shí)。"整體性扶貧"的命名來(lái)源于西方前沿的公共治理"整體性政府"理論,然而,盡管都強(qiáng)調(diào)公共問(wèn)題治理中的"多元整合",但"整體性扶貧"與"整體性政府"仍存在著本質(zhì)差異。差異具體體現(xiàn)在二者的產(chǎn)生背景以及中國(guó)政府在多元整合中的絕對(duì)主導(dǎo)地位,而差異來(lái)源于中西方制度體制以及政治文化的不同。因而,可以說(shuō),"整體性扶貧"是中國(guó)政府的創(chuàng)新,是一種獨(dú)立的公共治理模式,而不是盛行于西方的公共治理模式的拷貝。

The difference is embodied in the background of the two and the absolute dominant position of the Chinese government in the pluralistic integration, while the difference comes from the differences between Chinese and western institutions and political culture. Therefore, it can be said that "overall poverty alleviation" is the innovation of the Chinese government and an independent public governance model, not a copy of the public governance model prevailing in the West.
