基于節(jié)約集約視角的長(zhǎng)沙市建設(shè)用地批前管理標(biāo)準(zhǔn)化研究

【摘要】:隨著社會(huì)主義市場(chǎng)經(jīng)濟(jì)的發(fā)展,人口的增長(zhǎng),城市化、工業(yè)化進(jìn)程的加快,建設(shè)用地需求總量不斷增加。由于建設(shè)用地供給的有限性,必然導(dǎo)致土地供需矛盾日益尖銳,節(jié)約集約用地已成為緩解土地供需矛盾的必然選擇,而加強(qiáng)建設(shè)用地批前管理是促進(jìn)節(jié)約集約用地的一個(gè)有效手段。推行標(biāo)準(zhǔn)化管理,建設(shè)服務(wù)型政府、廉潔型政府、高效型政府是目前國(guó)家進(jìn)行社會(huì)管理的重要措施。面對(duì)土地供需矛盾日益突出的現(xiàn)實(shí),長(zhǎng)沙市國(guó)土資源局以全國(guó)第一批社會(huì)管理和公共服務(wù)綜合標(biāo)準(zhǔn)化試點(diǎn)為契機(jī),啟動(dòng)“長(zhǎng)沙市節(jié)約集約用地綜合標(biāo)準(zhǔn)化試點(diǎn)研究”課題,以全力推進(jìn)建設(shè)用地節(jié)約集約利用工作管理規(guī)范化、操作程序化、實(shí)施精細(xì)化。本論文是該課題的重要組成部分,旨在通過(guò)分析長(zhǎng)沙市建設(shè)用地批前管理現(xiàn)狀、存在問(wèn)題以及存在問(wèn)題的原因,建立起適合在長(zhǎng)沙市行政區(qū)域內(nèi)可操作運(yùn)行的建設(shè)用地批前管理標(biāo)準(zhǔn)體系,編制長(zhǎng)沙市建設(shè)用地批前管理具體標(biāo)準(zhǔn),充分發(fā)揮標(biāo)準(zhǔn)化對(duì)提高建設(shè)用地節(jié)約集約利用效率和提升公共服務(wù)水平的作用。本論文從長(zhǎng)沙市建設(shè)用地批前管理標(biāo)準(zhǔn)化的相關(guān)概念入手,對(duì)批前管理、節(jié)約集約用地、標(biāo)準(zhǔn)、標(biāo)準(zhǔn)化和標(biāo)準(zhǔn)體系進(jìn)行了明確的解釋;運(yùn)用系統(tǒng)理論、土地節(jié)約集約利用理論和標(biāo)準(zhǔn)化管理理論作為本論文研究的理論基礎(chǔ)。本論文對(duì)長(zhǎng)沙市建設(shè)用地批前管理的現(xiàn)狀進(jìn)行了深入細(xì)致地分析,找出了目前長(zhǎng)沙市建設(shè)用地批前管理存在問(wèn)題以及存在問(wèn)題的原因,為構(gòu)建長(zhǎng)沙市建設(shè)用地批前管理標(biāo)準(zhǔn)體系提供了依據(jù);運(yùn)用了全面系統(tǒng)分析和宏觀分析與微觀分析相結(jié)合等構(gòu)建標(biāo)準(zhǔn)體系的方法,構(gòu)建了長(zhǎng)沙市建設(shè)用地批前管理標(biāo)準(zhǔn)體系,同時(shí)確立了長(zhǎng)沙市建設(shè)用地批前管理標(biāo)準(zhǔn)體系中服務(wù)提供標(biāo)準(zhǔn)體系的核心內(nèi)容。這個(gè)核心內(nèi)容就是建設(shè)用地批前管理涉及的具體業(yè)務(wù)環(huán)節(jié)內(nèi)容,包括建設(shè)項(xiàng)目用地預(yù)審、建設(shè)用地審查報(bào)批和國(guó)有建設(shè)用地供應(yīng)環(huán)節(jié)。本論文通過(guò)編制建設(shè)項(xiàng)目用地預(yù)審規(guī)范、建設(shè)用地審查報(bào)批規(guī)范、國(guó)有建設(shè)用地招拍掛出讓規(guī)范、國(guó)有建設(shè)用地協(xié)議出讓規(guī)范和國(guó)有建設(shè)用地劃撥供應(yīng)規(guī)范五大規(guī)范,力爭(zhēng)將各項(xiàng)節(jié)約集約用地管理措施和手段融入到建設(shè)用地批前管理的各個(gè)環(huán)節(jié),將節(jié)約集約用地的具體審查內(nèi)容、審查環(huán)節(jié)、審查要求和操作手段落實(shí)到每個(gè)具體崗位上,并規(guī)范具體業(yè)務(wù)環(huán)節(jié)的工作流程和工作時(shí)限,為全面促進(jìn)和提升節(jié)約集約用地整體水平提供技術(shù)支撐。
[Abstract]:With the development of socialist market economy, population growth, urbanization and the acceleration of industrialization, the total demand for construction land is increasing. Because of the limited supply of construction land, the contradiction between supply and demand of land is becoming more and more acute, and saving intensive land has become the inevitable choice to alleviate the contradiction between supply and demand of land. And strengthening the management of construction land before grant is an effective means to promote conservation and intensive land use. Carrying out standardized management, building service-oriented government, incorruptible government and high-efficient government are the important measures to carry out social management in our country. In the face of the increasingly prominent contradiction between land supply and demand, the Changsha Land and Resources Bureau took the first batch of pilot projects of comprehensive standardization of social management and public services as an opportunity to launch the subject of "pilot study on Comprehensive Standardization of economized and intensive Land use in Changsha City". In order to promote the construction land conservation intensive use of standardized management, operation procedures, the implementation of fine. This paper is an important part of this project, which aims to analyze the present situation, problems and reasons of the pre-grant management of construction land in Changsha. To establish a standard system for the pre-grant management of construction land suitable for operation in Changsha administrative area, and to formulate specific standards for the pre-grant management of construction land in Changsha, Give full play to the role of standardization to improve the efficiency of conservation and intensive use of construction land and improve the level of public services. This paper starts with the related concepts of the standardization of pre-grant management of construction land in Changsha City, and gives a clear explanation of pre-grant management, economizing on intensive land use, standardization and standard system. Land saving intensive use theory and standardized management theory are the theoretical basis of this paper. In this paper, the current situation of pre-grant management of construction land in Changsha is analyzed in detail, and the existing problems and the reasons for the problems are found out. It provides the basis for the construction of construction land pre-lot management standard system in Changsha, and constructs the Changsha construction land pre-lot management standard system by using the methods of comprehensive systematic analysis and combination of macro analysis and micro analysis, etc. At the same time, the core content of service supply standard system in Changsha construction land pre-grant management standard system is established. This core content is the specific business links involved in the pre-grant management of construction land, including the pre-examination of construction project land, the examination and approval of construction land and the supply of state-owned construction land. In this paper, through the compilation of the construction project land prehearing standard, the construction land review and approval standard, the state-owned construction land recruitment and sale standard, the state-owned construction land agreement transfer standard and the state-owned construction land allocation and supply standard, Efforts will be made to integrate various measures and means of economizing intensive land management into each link of pre-grant management of construction land, and to implement the specific contents, links, requirements and operational means of saving intensive land to each specific post, It also provides technical support for promoting and improving the overall level of economizing and intensive land use by standardizing the work flow and working time limit of specific business links.
