阜陽(yáng)市扶貧工作研究

【摘要】：貧困是全球性課題,中國(guó)作為人口大國(guó),承擔(dān)著重要的脫貧任務(wù)。改革開(kāi)放以來(lái),經(jīng)過(guò)一系列政策的實(shí)施,中國(guó)的扶貧工作取得了很大成效,貧困人口大幅降低,貧困地區(qū)基礎(chǔ)設(shè)施和生活條件不斷改善,貧困人口自身發(fā)展能力得到增強(qiáng)。2012年以來(lái),扶貧工作由大規(guī)模扶貧開(kāi)發(fā)進(jìn)入精準(zhǔn)扶貧期。扶貧工作目標(biāo)進(jìn)一步明確,到2020年,全面實(shí)現(xiàn)貧困人口不愁吃、不愁穿,保障其義務(wù)教育、基本醫(yī)療和住房安全。阜陽(yáng)作為皖北農(nóng)業(yè)大市,承擔(dān)著65.8萬(wàn)人的脫貧攻堅(jiān)任務(wù),占全省貧困人口的六分之一,要順利完成脫貧任務(wù),就必須厘清扶貧工作當(dāng)前的現(xiàn)狀和目標(biāo)任務(wù),深入調(diào)研當(dāng)前扶貧工作存在的問(wèn)題并分析根源,提出相對(duì)應(yīng)的解決對(duì)策,掃清影響脫貧進(jìn)度的主要問(wèn)題,推進(jìn)阜陽(yáng)市扶貧工作順利開(kāi)展。農(nóng)村貧困人口面臨著住房、收入、教育等方面的致貧成因,阜陽(yáng)市對(duì)貧困人口采取了一系列的救助措施,并取得了較大的成效,但是仍有部分人口未能擺脫貧困,本文通過(guò)對(duì)已有的相關(guān)文獻(xiàn)進(jìn)行梳理和分析,聯(lián)系阜陽(yáng)市扶貧工作概況,嘗試找出阻礙阜陽(yáng)市脫貧減貧工作進(jìn)度的相關(guān)因素。經(jīng)過(guò)深入調(diào)研分析,并結(jié)合自身工作實(shí)際,筆者找到了問(wèn)題的癥結(jié),阜陽(yáng)市精準(zhǔn)扶貧面臨包括幫扶干部隊(duì)伍建設(shè)、貧困地區(qū)基礎(chǔ)設(shè)施差距較大、基本公共服務(wù)人均水平低、產(chǎn)業(yè)發(fā)展基礎(chǔ)薄弱等方面的難題,這些問(wèn)題是下一步扶貧工作的重點(diǎn),需要深入研究并加以解決。針對(duì)這些問(wèn)題,筆者在自身工作經(jīng)歷和已有數(shù)據(jù)材料的基礎(chǔ)上,結(jié)合公共管理學(xué)相關(guān)原理,深入思考,提出了相關(guān)解決方案。建議加大政府財(cái)政投入和積極爭(zhēng)取上級(jí)扶貧項(xiàng)目和資金來(lái)解決基礎(chǔ)設(shè)施短板問(wèn)題,逐步改善貧困地區(qū)生活條件;完善扶貧工作機(jī)制,推進(jìn)實(shí)施教育和就業(yè)扶貧,改革醫(yī)療衛(wèi)生服務(wù)體系,增加貧困人口收入。為了找到解決阜陽(yáng)市扶貧工作存在的問(wèn)題的對(duì)策,作者在搜集相關(guān)文獻(xiàn)上做了大量努力,同時(shí)做了深入調(diào)查研究。因此本文對(duì)解決阜陽(yáng)市扶貧工作中存在的主要問(wèn)題有一定參考價(jià)值。由于探索時(shí)間較短,參考書目較少,本文在扶貧政策分析方面存在一定的不足。
[Abstract]:Poverty is a global issue, and China, as a large country with a large population, undertakes an important task of eradicating poverty. Since the beginning of reform and opening up, thanks to a series of policies, China's poverty alleviation work has achieved great results, the number of poor people has dropped substantially, and the infrastructure and living conditions in poverty-stricken areas have been continuously improved. Since 2012, poverty alleviation has changed from large-scale poverty alleviation to precision poverty alleviation. The goal of poverty alleviation is further clarified. By 2020, the poor will have no worries about food and clothing, and they will be guaranteed compulsory education, basic medical care and housing security. Fuyang, as a big agricultural city in northern Anhui Province, undertakes the task of lifting 658000 people out of poverty, accounting for 1/6 of the province's poor population. In order to successfully accomplish the task of poverty alleviation, it is necessary to clarify the current situation and target tasks of poverty alleviation work. This paper investigates the problems existing in the current poverty alleviation work and analyzes the root causes, puts forward the corresponding solutions, clears the main problems that affect the progress of poverty alleviation, and promotes the smooth development of the poverty alleviation work in Fuyang City. The rural poor are facing the causes of poverty in housing, income, education, etc. Fuyang City has taken a series of relief measures to the poor population, and has achieved great results, but some of the population are still unable to get rid of poverty. By combing and analyzing the related literatures and connecting with the general situation of poverty alleviation in Fuyang City, this paper tries to find out the relevant factors that hinder the progress of poverty alleviation and poverty reduction in Fuyang. Through in-depth investigation and analysis, and combined with the actual work of our own, the author finds the crux of the problem. Fuyang City faces the problem of precision poverty alleviation, including the building of cadres, the large gap in infrastructure in poor areas, and the low per capita level of basic public services. The weak foundation of industrial development and other problems, these problems are the focus of the next step of poverty alleviation, need to be further studied and solved. In view of these problems, based on the work experience and existing data materials, combined with the relevant principles of public management, the author put forward the relevant solutions. It is suggested to increase government financial input and actively strive for poverty alleviation projects and funds from higher levels to solve the problem of shortcuts in infrastructure, gradually improve living conditions in poor areas, improve mechanisms for poverty alleviation, and promote the implementation of education and employment in poverty alleviation. Reform the medical and health service system and increase the income of the poor. In order to find the countermeasures to solve the problems existing in poverty alleviation in Fuyang, the author has made a lot of efforts in collecting relevant documents, and has also made a thorough investigation and research. Therefore, this paper has certain reference value to solve the main problems existing in the work of poverty alleviation in Fuyang. Because of short exploration time and less bibliography, this paper has some shortcomings in poverty alleviation policy analysis.
