【摘要】：我國是目前世界上最大的發(fā)展中國家,貧困問題尤其是農(nóng)村貧困問題一直是難以解決的大問題。由于我國經(jīng)濟社會條件的改善,越來越多的生活在貧困農(nóng)村人們實現(xiàn)了脫貧。可是依然還存在非常多數(shù)量的農(nóng)村人口仍然處在貧窮狀態(tài)。國務(wù)院公布的《十三五期間扶貧攻堅規(guī)劃》提出到十三五末期,保證已經(jīng)建檔立卡的貧困人口以現(xiàn)在的標準之下擺脫貧困,不用擔心吃穿,基礎(chǔ)醫(yī)療、義務(wù)教育和安全住房得到保證,592個國家級貧困縣全部摘掉貧困縣的帽子,消除區(qū)域性整體貧困的狀況,到2020年全面建成小康社會。金寨縣處在大別山腹地,鄂豫皖三省交界地帶,總面積3814平方公里,下轄23個鄉(xiāng)鎮(zhèn)、1個現(xiàn)代產(chǎn)業(yè)園區(qū),224個行政村,總?cè)丝?68萬人,是安徽面積最大、山區(qū)和庫區(qū)人口最多的縣。金寨縣為國家級貧困縣,貧困問題非常突出。金寨為國家批復的第一批重點貧困縣,2011年被批準為大別山片區(qū)重點扶貧攻堅縣,2015年底仍有貧困人口 8.43萬人,扶貧開發(fā)任務(wù)十分艱巨,發(fā)展任務(wù)十分繁重。本文以金寨縣為例,探討金寨縣貧困現(xiàn)狀及其對策。
[Abstract]:China is the largest developing country in the world at present. Poverty, especially in rural areas, has always been a big problem difficult to solve. Due to the improvement of economic and social conditions in China, more and more people living in poor rural areas have achieved poverty eradication. But there are still very large numbers of rural people still living in poverty. The State Council's "the 13th Five-Year Plan for Poverty Alleviation" proposed that by the end of the 13th Five-Year Plan, the poor who have set up standard cards will be able to get rid of poverty by the current standards, without worrying about food, clothing, and basic medical care. Compulsory education and safe housing were guaranteed. All 592 state-level poor counties were removed from the status of poor counties, the overall regional poverty situation was eliminated, and a well-off society was built in an all-round way by 2020. Jinzhai County is located in the hinterland of the Dabie Mountains and the border areas of Hubei, Henan and Anhui provinces, with a total area of 3814 square kilometers. It has jurisdiction over 23 townships, a modern industrial park, 224 administrative villages, with a total population of 680000, making it the largest area in Anhui. The county with the largest population in mountainous area and reservoir area. Jinzhai County is a state-level poor county, the poverty problem is very prominent. Jinzhai is the first batch of key poverty-stricken counties approved by the state. In 2011, it was approved as the key poverty-stricken county in the Dabie Mountain region. At the end of 2015, there were still 84300 poor people. The task of poverty alleviation and development is very arduous and the task of development is very heavy. Taking Jinzhai County as an example, this paper discusses the present situation and countermeasures of poverty in Jinzhai County.
