【摘要】：現(xiàn)階段環(huán)境問題成了我國可持續(xù)發(fā)展的一個(gè)主要障礙,也困擾著各級(jí)政府和企業(yè),而這一切的根源之一就是煤、石油等傳統(tǒng)能源對(duì)環(huán)境造成的破壞和掠奪。環(huán)境問題已經(jīng)成為了中國可持續(xù)發(fā)展的最大阻力和主要障礙。為保護(hù)“青山綠水”,實(shí)現(xiàn)人與自然的和諧共處,下大力氣整治環(huán)境已經(jīng)成為了全社會(huì)和政府部門的共識(shí)�；謴�(fù)山地生態(tài)林既能保護(hù)生態(tài)環(huán)境、減輕對(duì)自然環(huán)境壓力、克服生態(tài)脆弱劣勢(shì)和有效利用資源,又能促進(jìn)經(jīng)濟(jì)發(fā)展,擴(kuò)大林業(yè)生產(chǎn)規(guī)模,推動(dòng)林業(yè)規(guī)�；彤a(chǎn)業(yè)化進(jìn)程,帶動(dòng)廣大農(nóng)民增收致富,加快新農(nóng)村的建設(shè)步伐。是從源頭上治理環(huán)境的一個(gè)治本之策,是一個(gè)利國、利企、利民之舉。福清市生態(tài)林作為林業(yè)生態(tài)化建設(shè)的一個(gè)重要組成部分,對(duì)福清市經(jīng)濟(jì)的發(fā)展具有很大的推動(dòng)作用,尤其是在對(duì)生態(tài)安全、生物多樣性、經(jīng)濟(jì)社會(huì)可持續(xù)發(fā)展等多方面意義重大,因此搞好投資估算與經(jīng)濟(jì)分析,大力建設(shè)好生態(tài)公益林就有了巨大市場(chǎng)和發(fā)展前途。如其項(xiàng)目順利實(shí)施,其經(jīng)濟(jì)效益、社會(huì)效益、生態(tài)效益十分顯著,因此對(duì)這個(gè)項(xiàng)目進(jìn)行研究就十分必要。投資估算與經(jīng)濟(jì)分析就是利用定性和定量的分析手段,根據(jù)收集的各種資料和數(shù)據(jù),對(duì)投資項(xiàng)目的價(jià)值、盈利水平、競(jìng)爭(zhēng)力和風(fēng)險(xiǎn)防范等進(jìn)行全面的評(píng)價(jià)。開展這項(xiàng)工作意義重大,它能夠提高投資資金的使用效率,對(duì)投資項(xiàng)目的經(jīng)濟(jì)合理性及收益性做出一個(gè)科學(xué)、合理的判斷；能夠起到為投資決策把關(guān)的作用,使得開發(fā)投資有合理的回報(bào),把投資決策失誤減少到最低程度甚至不出現(xiàn)失誤,促進(jìn)企業(yè)的又好又快健康發(fā)展和投資高回報(bào)率。論文以福建省福清市生態(tài)林建設(shè)為研究對(duì)象,以福清市1.9萬畝生態(tài)林建設(shè)項(xiàng)目為具體案例,從福清市生態(tài)林建設(shè)投資估算分析、經(jīng)濟(jì)分析等二個(gè)方面進(jìn)行了求證,得出最終研究結(jié)論：這個(gè)投資項(xiàng)目是可行的,存在的各種投資風(fēng)險(xiǎn)均在可控范圍內(nèi),且對(duì)當(dāng)?shù)丨h(huán)境不會(huì)產(chǎn)生不良的影響。研究是成功的,提出的設(shè)想、分析的結(jié)論有助于福建省福清市生態(tài)林建設(shè)的投資估算與經(jīng)濟(jì)分析的質(zhì)量和水平,促進(jìn)其投資決策更加科學(xué)化和確保萬無一失。希望論文對(duì)福建省福清市生態(tài)林建設(shè)的投資估算與經(jīng)濟(jì)分析理論研究有所幫助和啟迪。
[Abstract]:At the present stage, environmental problems have become a major obstacle to sustainable development in our country, and have also troubled governments and enterprises at all levels, and one of the root causes of all this is the destruction and plunder of the environment caused by traditional energy sources such as coal, oil and so on. Environmental problems have become the biggest resistance and main obstacle to sustainable development in China. In order to protect the "green mountains and rivers" and realize the harmonious coexistence between man and nature, it has become the consensus of the whole society and government departments to make great efforts to improve the environment. The restoration of mountain ecological forest can not only protect the ecological environment, reduce the pressure on the natural environment, overcome the weakness of ecology and utilize resources effectively, but also promote economic development, expand the scale of forestry production, and promote the process of scale and industrialization of forestry. Drive the broad masses of farmers to increase income and become rich, and speed up the pace of construction of the new countryside. Is from the source to manage the environment a radical strategy, is a good country, benefit enterprises, benefit the people. As an important part of forestry ecological construction, the ecological forest in Fuqing City has a great impact on the economic development of Fuqing City, especially on the ecological security and biodiversity. The sustainable development of economy and society is of great significance, so there is a huge market and development prospect for the construction of ecological public welfare forest by doing well in investment estimation and economic analysis. If the project is carried out smoothly, its economic, social and ecological benefits are remarkable, so it is necessary to study this project. Investment estimation and economic analysis is the use of qualitative and quantitative analysis means, according to the collection of various information and data, the value of the investment project, profit level, competitiveness and risk prevention for a comprehensive evaluation. It is of great significance to carry out this work. It can improve the efficiency of the use of investment funds, make a scientific and reasonable judgment on the economic rationality and profitability of investment projects, and act as a gatekeeper for investment decisions. It makes the development investment have reasonable return, reduces the investment decision error to the lowest degree, even does not appear the mistake, promotes the enterprise to develop well, fast and healthily and the investment high rate of return. This paper takes the ecological forest construction of Fuqing City in Fujian Province as the research object, takes the 19000 mu ecological forest construction project of Fuqing City as a concrete case, and verifies it from two aspects, such as investment estimation analysis and economic analysis of ecological forest construction in Fuqing City. The final conclusion is that the investment project is feasible and the investment risks are within the scope of control and will not have a negative impact on the local environment. The research is successful, and the conclusion of the analysis is helpful to the quality and level of investment estimation and economic analysis of ecological forest construction in Fuqing City, Fujian Province, and promote its investment decision to be more scientific and secure. It is hoped that this paper will help and enlighten the investment estimation and economic analysis theory of ecological forest construction in Fuqing City, Fujian Province.
