【摘要】：漁業(yè)是一個(gè)比較特殊的產(chǎn)業(yè),而漁民是這個(gè)產(chǎn)業(yè)的生產(chǎn)者。研究漁民生存現(xiàn)狀并尋找出相應(yīng)對(duì)策具有重要意義。國(guó)內(nèi)外專(zhuān)家學(xué)者對(duì)此也做了大量的研究和分析,省內(nèi)外許多城市開(kāi)始逐步重視解決漁民的生存問(wèn)題,先后出臺(tái)了關(guān)于解決漁民生存困難的實(shí)施意見(jiàn),中共惠州市委員會(huì)、惠州市人民政府從推動(dòng)科學(xué)發(fā)展、促進(jìn)社會(huì)和諧、共建共享幸福惠州的高度,成立專(zhuān)門(mén)工作領(lǐng)導(dǎo)小組,由中共惠州市委政研室與惠州市海洋與漁業(yè)局聯(lián)合參與調(diào)查研究破解漁民生存難問(wèn)題,在進(jìn)一步深入調(diào)研摸清情況、廣泛吸收外地經(jīng)驗(yàn)的基礎(chǔ)上,研究制定了《關(guān)于解決漁民生產(chǎn)生活困難的實(shí)施意見(jiàn)》。解決惠州漁民生存難的問(wèn)題有助于漁業(yè)經(jīng)濟(jì)的快速增長(zhǎng),為構(gòu)建和諧社會(huì)添磚加瓦。本文在實(shí)地調(diào)研的基礎(chǔ)上,查閱文獻(xiàn),分析數(shù)據(jù),提出了惠州市漁民生存面臨生產(chǎn)難、增收難、生活難、保障難、住房難、發(fā)展難及集體經(jīng)濟(jì)難的生存現(xiàn)狀并分析相關(guān)原因。針對(duì)上述問(wèn)題提出七個(gè)方面的對(duì)策建議:一是漁業(yè)管理部門(mén)完善職能職責(zé);二是推廣抗風(fēng)浪深水網(wǎng)箱養(yǎng)殖,發(fā)展新型生產(chǎn)方式;三是加大高位池養(yǎng)蝦發(fā)展力度,促進(jìn)生產(chǎn)結(jié)構(gòu)調(diào)整;四是推廣健康養(yǎng)殖,保證水產(chǎn)品安全;五是加強(qiáng)扶持休閑漁業(yè)升級(jí),增加漁業(yè)產(chǎn)值效益;六是依托科技支撐推行新種良法,保障基礎(chǔ)環(huán)節(jié);七是創(chuàng)建水產(chǎn)品加工流通環(huán)節(jié),完善產(chǎn)業(yè)鏈條。
[Abstract]:Fishing is a relatively special industry, and fishermen are the producers of this industry. It is of great significance to study the existing situation of fishermen and find out the corresponding countermeasures. Experts and scholars at home and abroad have also done a lot of research and analysis on this. Many cities inside and outside the province have begun to pay attention to solving the survival problems of fishermen, and have successively issued implementation opinions on solving fishermen's survival difficulties. The Huizhou Municipal Committee of the Communist Party of China, From the perspective of promoting scientific development, promoting social harmony, and jointly building and sharing happiness in Huizhou, the Huizhou Municipal people's Government has set up a special work leading group. The political Research Office of the Huizhou Municipal Committee of the Communist Party of China and the Huizhou Marine and Fisheries Bureau jointly participated in the investigation and study to solve the difficult problem of fishermen's survival, on the basis of further in-depth investigation and understanding of the situation and extensive absorption of foreign experience. Studied and formulated the "opinions on the implementation of solving fishermen's difficulties in production and Life". To solve the problem of hard survival of fishermen in Huizhou is helpful to the rapid growth of fishery economy and contribute to the construction of a harmonious society. On the basis of field investigation and investigation, this paper analyzes the existing situation of fishermen in Huizhou city who are facing difficulties in production, income increase, livelihood, security, housing, development and collective economy. In view of the above problems, seven countermeasures and suggestions are put forward: first, improving the functions and responsibilities of the fishery management department; second, popularizing wind-resistant deep-water cage culture and developing a new mode of production; third, strengthening the development of shrimp cultivation in high ponds. Promote the adjustment of production structure; fourth, promote healthy aquaculture to ensure the safety of aquatic products; fifth, strengthen support for the upgrading of leisure fisheries, increase the benefit of fishery output value; sixth, rely on scientific and technological support to implement new and good laws to ensure the basic links; Seventh, the establishment of aquatic products processing and circulation links, improve the industrial chain.
