【摘要】：山東省昌樂(lè)縣農(nóng)民專業(yè)合作社自2007年創(chuàng)立以來(lái),以瓜菜特色產(chǎn)業(yè)為引領(lǐng),取得了長(zhǎng)足發(fā)展,目前全縣在工商機(jī)關(guān)登記注冊(cè)、取得法人代表資格的合作社已達(dá)875家,總注冊(cè)資金超過(guò)20億元,華安瓜菜合作社、鳳凰嶺果蔬合作社、康發(fā)瓜菜合作社、惠民農(nóng)機(jī)合作社等4家合作社被列入國(guó)家級(jí)示范合作社名錄。在取得長(zhǎng)足發(fā)展的同時(shí),該縣合作社在人才、資金、機(jī)制等方面存在不容忽視的問(wèn)題。本文結(jié)合昌樂(lè)縣農(nóng)民專業(yè)合作社發(fā)展現(xiàn)狀,圍繞合作社發(fā)展戰(zhàn)略的研究,在對(duì)國(guó)內(nèi)外農(nóng)民專業(yè)合作組織進(jìn)行充分論述的基礎(chǔ)上,分析了國(guó)內(nèi)外對(duì)農(nóng)民專業(yè)合作社的研究現(xiàn)狀和水平,還對(duì)國(guó)際上農(nóng)民專業(yè)合作社起步較早、經(jīng)驗(yàn)成熟的國(guó)家(如日本、荷蘭和美國(guó)等)的農(nóng)民合作社組織的發(fā)展現(xiàn)狀、組織結(jié)構(gòu)、服務(wù)內(nèi)容、運(yùn)行機(jī)制等分別進(jìn)行了研究,并通過(guò)與國(guó)內(nèi)農(nóng)民專業(yè)合作社發(fā)展?fàn)顩r對(duì)比,提出了農(nóng)業(yè)合作組織發(fā)展的經(jīng)驗(yàn)借鑒；本文還對(duì)昌樂(lè)縣農(nóng)民專業(yè)合作社發(fā)展現(xiàn)狀進(jìn)行剖析,詳細(xì)描述了該縣合作社的發(fā)展歷史、類型分布、取得成效和呈現(xiàn)特點(diǎn),以五圖街道庵上湖農(nóng)民專業(yè)合作社為例對(duì)其主要發(fā)展模式進(jìn)行了介紹；,同時(shí),運(yùn)用SWOT分析方法,對(duì)山東昌樂(lè)縣農(nóng)民專業(yè)合作社的發(fā)展外部環(huán)境和自身存在的優(yōu)勢(shì)和劣勢(shì)的內(nèi)部因素進(jìn)行了分析,并對(duì)其發(fā)展的機(jī)遇和挑戰(zhàn)進(jìn)行了總結(jié)與分析；在此基礎(chǔ)上,制定出有昌樂(lè)縣農(nóng)民專業(yè)合作社今后發(fā)展的戰(zhàn)略方案,包括昌樂(lè)縣農(nóng)民專業(yè)合作社發(fā)展的戰(zhàn)略目標(biāo)與戰(zhàn)略選擇,以及具體的發(fā)展戰(zhàn)略措施。為昌樂(lè)縣合作社的發(fā)展提供了理論和實(shí)踐的參考。本文的分析基于大量調(diào)研和實(shí)踐而得出,除對(duì)昌樂(lè)縣農(nóng)民專業(yè)合作社外,所提出的結(jié)論和思路具有一定的普遍性和實(shí)用性,對(duì)國(guó)內(nèi)其他類型的農(nóng)民合作社在下步的發(fā)展戰(zhàn)略制定中,也有一定的指導(dǎo)和借鑒作用。
[Abstract]:Since its establishment in 2007, the farmers' professional cooperative in Changle County, Shandong Province, has made great progress in leading the characteristic industry of melon and vegetables. At present, 875 cooperatives have been registered in the industrial and commercial authorities and have obtained the status of legal person's representative in the whole county. The total registered capital is more than 2 billion yuan, 4 cooperatives, such as Hua'an melon and vegetable cooperative, Fenghuangling fruit and vegetable cooperative, Kangfa melon and vegetable cooperative and Huimin agricultural machinery cooperative, are listed in the national model cooperative list. At the same time, there are some problems in talent, fund and mechanism. Based on the current situation of the development of farmers' specialized cooperatives in Changle County and the study of cooperative development strategy, this paper makes a full exposition of the farmers' professional cooperative organizations at home and abroad. This paper analyzes the present situation and level of the research on farmers' specialized cooperatives at home and abroad, and the development status of farmers' cooperative organizations in countries with mature experience (such as Japan, the Netherlands and the United States), which started earlier in the world. The organizational structure, service content and operation mechanism are studied respectively, and through the comparison with the development situation of domestic farmers' specialized cooperatives, the author puts forward the experience of the development of agricultural cooperative organizations. This paper also analyzes the present situation of the development of the farmers' specialized cooperatives in Changle County, and describes in detail the development history, the distribution of the types, the achievements and the present characteristics of the cooperatives in this county. Taking the Anshanhu Peasant Professional Cooperative in Wutu Street as an example, this paper introduces its main development model, and applies SWOT analysis method. This paper analyzes the external environment of the development of farmers' specialized cooperatives in Changle County, Shandong Province and the internal factors of their own strengths and weaknesses, and summarizes and analyzes the opportunities and challenges of their development. A strategic plan for the future development of the farmers' specialized cooperatives in Changle County is worked out, including the strategic objectives and strategic choices of the development of the farmers' professional cooperatives in Changle County, as well as the specific development strategies and measures. It provides a theoretical and practical reference for the development of the cooperative in Changle County. The analysis of this paper based on a large number of research and practice, in addition to Changle County farmers' professional cooperatives, the conclusions and ideas have a certain degree of universality and practicality. It also provides guidance and reference to other types of farmers' cooperatives in the next step of development strategy formulation.
